    Abstract:

    Over the past twenty-five years a considerable amount of literature has emerged that addresses inland Port Development in a variety of ways and in different institutional contexts. A recurring issue throughout most papers focusing on inland Ports is the wide diversity of definitions, actors, functions, levels and geographies that are of relevance. Therefore, a literature review on inland Port Development contributes to defining the most imPortant streams in inland Port research. Recent studies show that the concept of inland Ports is clearly much richer and more diversified than merely an extension of deep-sea Ports or Port logistics. However, as much of the literature is still largely based on individual case studies and anecdotal evidences, the conceptualization of inland Ports has proven to be particularly difficult. Therefore, this review paper presents a systematic and integrated review of inland Port studies, covering 80 international peer-reviewed academic journal papers on inland Port Development between 1992 and 2017. The results show that much attention is paid on inland Ports as components of the ‘transPort/logistics/supply chain’ systems (follower), while their roles as components of the ‘regional’ systems (leader) are largely overlooked. Such a tweaked focus is likely to pose significant impacts on planning, management, and governance of inland Ports.

    Abstract:

    The Port economics literature is extensive, but does not address well the economic effects of inland Ports Development. This paper explores the extent to which spatial proximity of inland Ports vis-a-vis each other influences agglomeration externalities. Spatially lagged regression models are employed to analyse whether spatial dependence between proximate inland Ports can be observed or, alternatively, whether the density of the inland Port network in the Netherlands is leading to diseconomies of scale because of overproximity. The conclusions indicate that especially in the context of the dense fluvial network of the Netherlands inland Ports Development involves much competition among inland Ports; being proximite to strong neighbouring inland Ports is not necessarily beneficial to the growth prospects of an inland Port. This indication of overproximity highlights a need for reflection on the possibility of an integrated and coordinated regional governance approach towards inland Port Development in the Netherlands and North-West Europe. The relationship between inland Ports and regional Development is obviously present, but ambiguous since it involves a multiplicity of interactions among a diversity of actors.

    Inland Ports are becoming more imPortant in enhancing hinterland accessibility of deep-sea Ports. Their increasing size and number can however also pose a threat to quality of life in adjacent urban regions, for spatial conflicts between Port and urban functions may arise. Therefore, inland Port governance strategies are needed. The aim of this paper is to reflect on the findings of an international comparison of municipal governance strategies for inland Port Development in four different countries along the Rhine–Alpine Corridor. Our findings reflect the difficult position of inland Ports relative to urban functions within a densely populated corridor. Sufficient capacity is needed to prevent the occurrence of bottlenecks on links and in nodes, which could limit flows on other parts of the corridor. Increasing inland Port capacity should however also be aligned with policy measures in urban regions, to avoid the overlapping of inland Port and urban functions which could lead to mutually exclusive land-uses. This poses challenges in terms of inland Port governance. We observe that cases in which the Port and urban administrations open up the policy process to relevant private stakeholders and the civil society, integrated governance strategies for inland Port Development are more likely to emerge.

    Abstract:

    Most scientific attention in Port studies centers on deep-sea Ports, in particular container Ports. In our paper, in contrast, we focus our attention on the characteristics of inland waterway Ports in a European context. This is an overlooked part in the scientific literature on inland Port Development, which is up to now mainly concerned with US-based understandings of inland Ports. We try to broaden the application of the inland Port concept by explaining the Development of inland Ports in terms of inland waterway bounded cargo throughput. Based on a large-scale quantitative dataset of inland Port Development in Dutch municipalities we perform various statistical analyses to arrive at a more detailed understanding of the question: What are the characteristics of European inland waterway Ports and what transPort and economic factors influence cargo throughput on the municipal level? The results in particular highlight the imPortance of the presence of a container terminal, the diversity in types of goods which are being handled by the inland Port and the accessibility of the inland Port relative to the regional motorway network as imPortant factors in explaining the size and growth of inland Ports. Interestingly, the popular claim in policy of ‘investments in inland Port Development leading to employment growth’ cannot be confirmed.

    Abstract:

    This paper aims at building a conceptual framework to supPort decision makers in selecting the best public-private partnership (PPP) model for dry Port Development. We focus on a classification of four PPP categories: contracting out, inland terminal concession, field concession and privatised ownership. The framework is based on a multi-criteria analysis with benefit-risk approach. Using multi-stakeholder theory, we break down the benefit hierarchy in benefits to public and community actors, benefits to private investors and financiers and benefits to dry Port users. We also present a typology on the risk management ability of each model at the macro, meso and micro levels. The proposed framework is applied to the Vinh Phuc ICD project in Vietnam. In the case study, the four PPP models are assessed on their suitability and risk profile to find the preferred PPP model. The robustness of the outcomes is further tested using a sensitivity analysis.

    Abstract:

    ABSTRACT This paper presents a conceptual framework for the inclusion of multiple criteria in the evaluation of dry Port location in developing countries from a multiple stakeholder perspective. We present the framework in four steps. The first step encompasses preliminary research to filter the alternative locations for dry Port Development. In the second step, the stakeholders are clustered in three groups: dry Port users, dry Port service providers and the wider community. Then, we present the sub-criteria related to dry Port location including the associated measuring methods. The third step includes an explanation on the methods used for weighing these criteria and sub-criteria. A multi-criteria analysis is carried out in the final step. We apply the methodological framework to Vietnam. The location of a new dry Port project in Vinh Phuc province will be evaluated against two existing inland clearance depots (ICD) in Lao Cai and Phu Tho province.

    Abstract:

    This paper sheds an empirical light on Port Development patterns by discussing the structure and the Development of the Yangtze River Ports system. We argue that the Yangtze River system is going through a regionalization phase, mainly in relation to the Port of Shanghai. This process started on the lower Yangtze but is now also moving upstream. The transition towards the Port regionalization phase is typically a gradual and market-driven process that mirrors the increased focus of market players on logistics integration. This paper builds on the existing literature on Port systems and adapts Port Development models to river Ports. Furthermore, we employ some statistical techniques that are common to the analysis of Port systems, and introduce some techniques that have not been used much by transPort geographers in Ports. This paper will address the dynamics in the Yangtze River Ports system by analyzing the level of cargo concentration and the degree of inequality in operations of the container Ports. The paper also assesses observed differences in Development of Ports in different areas along the river (upstream/downstream) and reflects on the role of ownership structures in shaping regional load centre networks.

    Abstract:

    Australian Snubfin Orcaella heinsohni, Indo-Pacific Humpback Sousa chinensis and Indo-Pacific Bottlenose Dolphins Tursiops aduncus inhabit Australia’s tropical north-western coastline, a region undergoing extensive Port Development associated with the massive expansion of the oil, gas and mining industries. The current lack of data on dolphin population sizes or trends precludes impact assessments of Developments on these protected species. Furthermore, the Western Australian and Commonwealth Government conservation listings of tropical inshore dolphins do not reflect their international listings. From April to July, 2010, we conducted ad hoc boat-based surveys (n=55) of inshore delphinids at seven sites across north-western Australia from Coral Bay in the south (23.1°S: 113.8°E) to Cable Beach in the north (17.9°S: 122.2°E). We documented the locations of these three species from which we obtained photoidentification and biopsy data, as well as rePorts of Australian Snubfin Dolphin sightings from researchers and community groups. The data from this limited field effort confirm that Indo-Pacific Humpback and Indo-Pacific Bottlenose Dolphins occur in the waters adjacent to each north-western Australian urban centre and show that the range of the Australian Snubfin Dolphin extends considerably further south-west than previously rePorted. Given the scale of coastal Developments and the vulnerability of isolated cetacean populations to fragmentation or extirpation, assessments of the viability of dolphin populations are required. Our data suggest that the Australian Snubfin, Indo-Pacific Humpback and Indo-Pacific Bottlenose Dolphins need to be considered as likely to be impacted by coastal Developments across north-western Australia.
