Economic, social and spatial effect of transforming Private Vehicle fleet in Brisbane

Very few urban transport studies have explored such important changes in large urban cities. Using an innovative green Vehicle datasets constructed for 2009 and 2014, this paper investigates the ongoing change in urban Private Vehicle fleet efficiency (VFE) in Brisbane. The spatial patterns of VFE change were examined with social-spatial characteristics of the urban area. The results showed that the social and spatial effect of VFE changes remain uneven over urban space. The inner urban areas have experienced higher level of VFE change, whilst people in the outer and oil vulnerable areas showed a low tendency in shifting to more efficient Vehicles. The implication of VFE change for future household Vehicle adoption was also evaluated based on a cost-benefit analysis of new Vehicle technology costs and expected fuel savings for households that choose a fuel efficient Vehicle. The results show that imposing a stronger national fuel economy target in the long term would accelerate evolution of Vehicle fleets and oil vulnerability reduction in Brisbane.

Exploring Social and Spatial Patterns in Private Vehicle Fuel Efficiency: a case study of Brisbane and Sydney, Australia

While much research has shown that Vehicle demand is related to urban spatial structure, very little research has investigated the spatial patterns of Private Vehicle fuel efficiency (VFE) and its association with socio-spatial circumstances in urban areas. This study has combined State-level motor Vehicle registration datasets with standard Vehicle efficiency measures that permit a comprehensive understanding of spatial variation of VFE in urban areas. A spatial-based technique was applied to explore intra-urban patterns in socio-spatial conditions of Private Vehicle efficiency in Brisbane and Sydney. In both cities, the VFE of the Private Vehicle fleet tends to be lower in outer suburbs than in middle and inner suburbs. The analysis further shows that by linking the standard Vehicle efficiency measures to the entire urban fleet datasets the VFE outcome showed a moderate relationship to socio-spatial variables in both cities. The built environment and household economic status are more transferable factors that relate to the VFE across different urban contexts. Outcomes from this research are of relevance to policy makers charged with identifying highly oil-vulnerable communities and designing intervention strategies to improve household Vehicle efficiency.

Differentiating metropolitan transport disadvantage by mode: household expenditure on Private Vehicle fuel and public transport fares in Brisbane, Australia

Rising PT fares create a competitive disadvantage against Private motor Vehicles which is threatening PT ridership. This paper seeks to gain further insights into transport disadvantage by exploring spatial patterns of household transport expenditure on PT fares and Private Vehicle fuel use for the Brisbane metropolitan area. Several datasets are used to measure mode-specific transport costs, including the journey to work matrix, fuel efficiency of the Private Vehicle fleet and PT fares for the city. Through an advanced spatial analysis, the results show that PT was not a cost-effective means of transport for households when compared to Private motor Vehicles. The paper then compares mode-specific trip costs with patterns of suburban socio-economic disadvantage in Brisbane. We demonstrate that the high PT fares increase household exposure to higher transport costs and compound other forms of transport disadvantage and vulnerability, particularly in outer suburban areas.

This is achieved by combining motor Vehicle registration records and Australian government's ‘Green Vehicle Guide’ of Vehicle fuel efficiency database. The results of a spatial analysis of the Private Vehicle trip distances derived from journey to work data and fuel energy consumption associated with the Private-owned Vehicles decomposed to local areas show that Private Vehicle energy use tends to increase with increasing distance from the city centre (e.g. central business district). This analysis demonstrates that differences in Vehicle trip distances and lower proportions of high-efficiency Vehicles in the outer suburbs aggravate Vehicle energy consumption in those locations. The paper further compares Vehicle energy use results for Brisbane against spatial patterns of suburban socio-economic disadvantage. The paper demonstrates that access to Vehicle fleet technology may compound other forms of socio-economic disadvantage and vulnerability.

Prehospital trauma care is provided based on policies developed by individual trauma systems and is an important component of the care of injured patients. Given a paucity of systems-level trauma research, considerable variability exists in prehospital care policies across trauma systems, potentially affecting patient outcomes. Objective To evaluate whether Private Vehicle prehospital transport confers a survival advantage vs ground emergency medical services (EMS) transport following penetrating injuries in urban trauma systems. Design, Setting, and Participants Retrospective cohort study of data included in the National Trauma Data Bank from January 1, 2010, through December 31, 2012, comprising 298 level 1 and level 2 trauma centers that contribute data to the National Trauma Data Bank that are located within the 100 most populous metropolitan areas in the United States. Of 2 329 446 patients assessed for eligibility, 103 029 were included in this study. All patients were 16 years or older, had a gunshot wound or stab wound, and were transported by ground EMS or Private Vehicle. Main Outcome and Measure In-hospital mortality. Results Of the 2 329 446 records assessed for eligibility, 103 029 individuals at 298 urban level 1 and level 2 trauma centers were included in the analysis. The study population was predominantly male (87.6%), with a mean age of 32.3 years. Among those included, 47.9% were black, 26.3% were white, and 18.4% were Hispanic. Following risk adjustment, individuals with penetrating injuries transported by Private Vehicle were less likely to die than patients transported by ground EMS (odds ratio [OR], 0.38; 95% CI, 0.31-0.47). This association remained statistically significant on stratified analysis of the gunshot wound (OR, 0.45; 95% CI, 0.36-0.56) and stab wound (OR, 0.32; 95% CI, 0.20-0.52) subgroups. Conclusions and Relevance Private Vehicle transport is associated with a significantly lower likelihood of death when compared with ground EMS transport for individuals with gunshot wounds and stab wounds in urban US trauma systems. System-level evidence such as this can be a valuable tool for those responsible for developing and implementing policies at the trauma system level.

Trade-Offs Between Bus and Private Vehicle Delays at Signalized Intersections: Case Study of a Multiobjective Model

QiuAbstract:Mixed road users on most urban arterials are controlled by the same set of signals and must compete for shared road space. Transit signal priority (TSP) systems have been established to improve transit service operations in mixed traffic. To balance the benefits of priority control with the negative effects, most existing adaptive TSP strategies normally use an integrated performance index, a weighted sum of all types of delays, for evaluation and optimization. In a previous study, the authors formulated the TSP optimization into a quadratic programming problem with an enhanced delay-based performance index to obtain global optimization. In this study, the problem was formulated into a multiobjective optimization model, which was solved with a nondominated sorting genetic algorithm. Pareto-optimal front results were presented to evaluate the trade-offs between two objectives: minimization of Private Vehicle delay and of bus delay. The consumption system of Private Vehicles with multiple variables and nonlinear feedback loops is closely related with society,economics,environment and public transportation. This paper proposed a system dynamics model of Private Vehicle consumption based on the analysis of systematic cause and effect feedback,and explored the inhibitory effects of rail transit on Private Vehicle ownership. The model can also provide decision basis for future policy making by sensitivity analysis of pricing and railway construction speed for Private Vehicle ownership.
