    Abstract:

    A testing facility (Cold Test Loop) was constructed and operated to demonstrate the efficacy of the Accelerated Waste Retrieval (AWR) Project's planned sluicing approach to the remediation of Silos 1 and 2 at the Fernald Environmental Management Project near Cincinnati, Ohio. The two silos contain almost 10,000 tons of radium-bearing low-level waste, which consists primarily of solids of raffinates from processing performed on ores from the Democratic Republic of Congo (commonly referred to as ''Belgium Congo ores'') for the recovery of uranium. These silos are 80 ft in diameter, 36 ft high to the center of the dome, and 26.75 ft to the top of the vertical side walls. The test facility contained two test systems, each designed for a specific purpose. The first system, the Integrated Test Loop (ITL), a near-full-scale plant including the actual equipment to be installed at the Fernald Site, was designed to demonstrate the sluicing operation and confirm the selection of a slurry Pump, the optimal sluicing nozzle operation, and the preliminary design material balance. The second system, the Component Test Loop (CTL), was designed to evaluate many of the key individual components of the waste retrieval system over an extended run. The major results of the initial testing performed during July and August 2002 confirmed that the AWR approach to sluicing was feasible. The ITL testing confirmed the following: (1) The selected slurry Pump (Hazleton 3-20 type SHW) performed well and is suitable for AWR application. However, the Pump's motor should be upgraded to a 200-hp model and be driven by a 150-hp variable-frequency drive (VFD). A 200-hp VFD is not much more expensive and would allow the Pump to operate at full speed. (2) The best nozzle performance was achieved by using 15/16-in. nozzles operated alternately. This configuration appeared to most effectively mine the surrogate. (3) The Solartron densitometer, which was tested as an alternative mass flow measurement device, did not operate effectively. Consequently, it is not suitable for application to the AWR process. (4) Initially, the spray ring (operated at approximately 2300 psi) and the nozzles provided by the Pump Vendor did not perform acceptably. The nozzles were replaced with a more robust model, and the performance was then acceptable. (5) The average solids concentration achieved in the slurry before Bentogrout addition was approximately 16% by weight. The solids concentration of the slurry after Bentogrout addition ranged from 26% to approximately 40%. The slurry Pump and ITL system performed well at every concentration. No line plugging or other problems were noted. The results of the CTL runs and later ITL testing are summarized in an appendix to this report

    The Salt Disposition Integration (SDI) portfolio of projects provides the infrastructure within existing Liquid Waste facilities to support the startup and long term operation of the Salt Waste Processing Facility (SWPF). Within SDI, the Blend and Feed Project will equip existing waste tanks in the Tank Farms to serve as Blend Tanks where 300,000-800,000 gallons of salt solution will be blended in 1.3 million gallon tanks and qualified for use as feedstock for SWPF. Blending requires the miscible salt solutions from potentially multiple source tanks per batch to be well mixed without disturbing settled sludge solids that may be present in a Blend Tank. Disturbing solids may be problematic both from a feed quality perspective as well as from a process safety perspective where hydrogen release from the sludge is a potential flammability concern. To develop the necessary technical basis for the design and operation of blending equipment, Savannah River National Laboratory (SRNL) completed scaled blending and transfer Pump tests and computational fluid dynamics (CFD) modeling. A 94 inch diameter pilot-scale blending tank, including tank internals such as the blending Pump, transfer Pump, removable cooling coils, and center column, were used in this research. The test tank represents a 1/10.85 scaled version of an 85 foot diameter, Type IIIA, nuclear waste tank that may be typical of Blend Tanks used in SDI. Specifically, Tank 50 was selected as the tank to be modeled per the SRR, Project Engineering Manager. SRNL blending tests investigated various fixed position, non-rotating, dual nozzle Pump designs, including a blending Pump model provided by the blend Pump Vendor, Curtiss Wright (CW). Primary research goals were to assess blending times and to evaluate incipient sludge disturbance for waste tanks. Incipient sludge disturbance was defined by SRR and SRNL as minor blending of settled sludge from the tank bottom into suspension due to blending Pump operation, where the sludge level was shown to remain constant. To experimentally model the sludge layer, a very thin, pourable, sludge simulant was conservatively used for all testing. To experimentally model the liquid, supernate layer above the sludge in waste tanks, two salt solution simulants were used, which provided a bounding range of supernate properties. One solution was water (H{sub 2}O + NaOH), and the other was an inhibited, more viscous salt solution. The research performed and data obtained significantly advances the understanding of fluid mechanics, mixing theory and CFD modeling for nuclear waste tanks by benchmarking CFD results to actual experimental data. This research significantly bridges the gap between previous CFD models and actual field experiences in real waste tanks. A finding of the 2009, DOE, Slurry Retrieval, Pipeline Transport and Plugging, and Mixing Workshop was that CFD models were inadequate to assess blending processes in nuclear waste tanks. One recommendation from that Workshop was that a validation, or bench marking program be performed for CFD modeling versus experiment. This research provided experimental data to validate and correct CFD models as they apply to mixing and blending in nuclear waste tanks. Extensive SDI research was a significant step toward bench marking and applying CFD modeling. This research showed that CFD models not only agreed with experiment, but demonstrated that the large variance in actual experimental data accounts for misunderstood discrepancies between CFD models and experiments. Having documented this finding, SRNL was able to provide correction factors to be used with CFD models to statistically bound full scale CFD results. Through the use of pilot scale tests performed for both types of Pumps and available engineering literature, SRNL demonstrated how to effectively apply CFD results to salt batch mixing in full scale waste tanks. In other words, CFD models were in error prior to development of experimental correction factors determined during this research, which provided a technique to use CFD models for salt batch mixing and transfer Pump operations. This major scientific advance in mixing technology resulted in multi-million dollar cost savings to SRR. New techniques were developed for both experiment and analysis to complete this research.   • Characterization of Pumps for Irrigation in Central California: Potential Energy Savings

    The annual agricultural electric Pumping usage in California is around 10 million MWh and most of it occurs in the Sacramento and San Joaquin Valleys, wher e the majority of agriculture is located (Burt et al., 2003). Pumping costs are often higher than they should be for two reasons: more water is Pumped than is necessary, and/or the Pumping plant operates inefficiently (either the Pump itself is inefficient, or the total dynamic head is greater than needed). Ideally, new electric overall Pumping plant efficienci es (OPPE) should be at leas t 70 percent (for greater than 25 kilowatts) and every new Pumping plant should be tested to verify/determine the starting OPPE. Current practices in the California agricultural irri gation market do not typically guarantee a new OPPE, nor are verification tests performed by the Pump Vendor or others. Pumps that are initially efficien t can become inefficient through Pump wear, changes in groundwater conditions, and changes in the irrigation system (Hanson, 1988). Options for improving OPPE include adjusting impellers, repairing or replacing worn pu mps, replacing mismatched Pumps, and converting to energy efficient electric motors (Hanson, 2002). Variable frequency drives, while not improving the OPPE, reduce the input kW by only produc ing the flow and pressure combin ation that is required at the moment. Pumping plants should be evaluated every several years to determine th e status of the Pump and possible reasons for poor efficiency. Evalua ting a Pumping plant requires a Pump test, during which capacity (flow rate), lift, discharg e pressure and input horsepower are measur ed. Electric utilities such as Pacific Gas and Electric Company have provided such eval uations for over 70 years in California to minimize energy consumption in the irrigation sector. Additional programs have been sponsored by the California Energy Commission (Burt and Howes, 2005). Though Pump repair or replacement can substantially improve performa nce, energy savings will also depend on management and the design of the irrigati on system. To reduce electrical energy use, the kilowatt-hours must decrease because of fewer kilo watts (kW) or less operati ng time, or both. If the new/repaired Pump produces a higher flow rate than before, the hours of operation must be reduced to deliver the same volume; operating the same number of hours can use just as much electricity as before. Irrigation Pumps are typica lly overdesigned to cope with the worst working conditions (normally peak demands, and low groundwater levels) but this means that in normal operation the Pump will use more kW than necessary for a desired flow rate. In such cases, installing variable frequency drives (VFDs) allows Pumps to run at slower speeds in cases of lower demand (pressure or flow rate), requiring less kW – even though the impeller/bowl efficiency may be lower than at the maximum design flow rate and pressure. High efficiency motors should save 3- 5% of their operating co st, although some motors labeled as being “high efficiency” a ppear to have lower efficiency th an standard motors (Burt et al. 2008). The points above are well known in concept. However, information from large da tasets of actual Pump performance is difficult to obtain.
