    Abstract:

    One of the most frequently studied problems in the context of information dissemination in communication networks is the Broadcasting problem. In this paper we consider Radio Broadcasting in random geometric graphs, in which nnodes are placed uniformly at random in $[0, \sqrt{n}]^2$, and there is a (directed) edge from a node uto a node vin the corresponding graph iff the distance between uand vis smaller than the transmission radius assigned to u. Throughout this paper we consider the distributed case, i.e., each node is only aware (apart from n) of its own coordinates and its own transmission radius, and we assume that the transmission radii of the nodes vary according to a power law distribution. First, we consider the model in which any node is assigned a transmission radius r> r min according to a probability density function ρ(r) ~ri¾? i¾?(more precisely, $\rho(r) = (\alpha-1)r_{\min}^{\alpha-1} r^{-\alpha}$), where i¾?i¾? (1,3) and $r_{\min}>\delta \sqrt{\log n}$ with i¾?being a large constant. For this case, we develop a simple Radio Broadcasting algorithm which has the running time O(loglogn), with high probability, and show that this result is asymptotically optimal. Then, we consider the model in which any node is assigned a transmission radius r> caccording to the probability density function ρ(r) = (i¾?i¾? 1)ci¾?i¾? 1ri¾? i¾?, where i¾?is drawn from the same range as before and cis a constant. Since this graph is usually not strongly connected, we assume that the message which has to be spread to all nodes of the graph is placed initially in one of the nodes of the giant component. We show that there exists a fully distributed randomized algorithm which disseminates the message in O(D(loglogn)2) steps, with high probability, where Ddenotes the diameter of the giant component of the graph. Our results imply that by setting the transmission radii of the nodes according to a power law distribution, one can design energy efficient Radio networks with low average transmission radius, in which Broadcasting can be performed exponentiallyfaster than in the (extensively studied) case where all nodes have the same transmission power.

  • Consideration of cost-efficient early warning system utilizing existing analogue Radio Broadcasting in Indonesia

    Early warning systems can increase disaster management capacity. Indonesia worked out the national development policy direction of 2015 – 2019 containing establishment of early warning systems. Japan is operating early warning systems using various ICT systems. Especially an emergency warning Broadcasting system to activate corresponding receivers automatically is being operated since 1985. Considering a situation in Indonesia to develop early warning systems from now, an updated early warning Broadcasting system can incorporate an earthquake early warning that can provide predicted seismic intensity in each location on the basis of an observed big earthquake prior to actual shaking. The updated system can be cost-efficiently deployed nationwide in Indonesia by combining existing analog Radio Broadcasting of the public Radio network RRI and existing loudspeakers in mosques. Because definitive operation rules need to be established to operate the early warning systems effectively, an operation scenario to provide tsunami warnings is considered as the first step for Indonesia to utilize existing its Warning Receiver System in RRI stations.

    Early warning systems can increase disaster management capacity.  Indonesia worked out the national development policy direction of 2015 - 2019 containing establishment of early warning systems.  Japan is operating early warning systems using various ICT systems.  Especially an emergency warning Broadcasting system to activate correponding receivers automaticall is being operated since 1985.  Considering a situation in Indonesia to develop early warning system from now, an updated system to be applied for an earthquake early warning, which can provides expected seismic intensity in each location based on an observed big earchquake prior to actual shaking, is developed.  A cost-efficient early warning system, which can be depolyed nationwide in Indonesia is also considered by the combination of exisiting RRI's analogue Radio Broadcasting and existing loudspeakers in mosques.  It is important to establish definitive operation rules to operate early warning systems effectively, therefore, an operation scenario to provide tsunami warning is considered as a first step in Indonesia utilizing existing Warning Reiceiver System in RRI stations.

  • Sociologies of voice and language - Radio Broadcasting and the ethnic imperative

    Abstract:

    This article places ethnic Radio stations in South Africa within the discourse of sociologies of voice and language using Munghana Lonene FM (ML FM) as a case study. Unlike most traditional researches that usually focus on audience studies, this research was informed by a situated qualitative trajectory in which Radio presenters and the Radio station staff were interviewed. These respondents were chosen due to their dual roles, first as members of the Tsonga community and thus seen by the community as their voice and representatives; and second, as professional policy implementers who have a public duty to serve a public broadcaster. Radio Broadcasting as a mass medium possesses the advantage of exploiting the sound, which uses voice and language to construct cultural symbols and phanerons that create meanings. As the technology of mass communication Radio continues to create a form of social intrigue in most rural communities. This article will argue that the conversational approach used by ML FM of mxing music and talk in Tsonga encourages the creation of a sociological natal affiliation; a form of `we' feeling that translates into notions of ownership and belonging and empowerment. By re-establishing ML FM the post-apartheid leadership created a case for residual and incremental policy models. As a residual policy model, ML FM stands as the inherited Radio Broadcasting structure of the apartheid system, whereas social transformation processes and human agency including the formulation and implementation of new policies marks a point of departure as an incremental policy model. Local content usage in programming and music for the Tsonga as an ethnic group projects ML FM as the voice of the Tsonga people. Through different programmes, social meanings, symbols, world-views and life-worlds are created. As part of the radical transforma??tion of SABC and as a decentralised public broadcaster ML FM can be seen as the conduit for the eschatologies of liberation and social transformation

  • Public Radio Broadcasting and Cultural Pluralism South Africa’s case of ‘Holy Cultural Matrimony’

    Abstract:

    A closer analysis of the long and arduous journey traversed by African nationalism often shows ethnicity marching along as an invisible ‘matrimonial’ partner. It is on that note that this article seeks to present South Africa’s project of managing ethnic diversity using public Radio Broadcasting as new form of cultural ‘holy matrimony’, with its consummation evinced through the implementation of policies that encourage ethnic diversity. The article acknowledges that the re‐appropriation of meaning for ethnicity in South Africa now denotes the politically correct and constructed descriptor of ‘culture’, and is characterized by the continued conflation of ethnicity and race relations. Unlike in some parts of Africa, where ethnicity is criminalized as ‘tribalism’ – thus emphasizing its instrumentalized destructive element – in South Africa cultural diversity is seen as the panacea for a stable democratic arrangement. This article proposes to discuss cultural pluralism as a democratic imperative within the South African Broadcasting Corporation (SABC), which is a public service broadcaster (PSB). Two case studies of ethnic minority Radio stations will be presented as empirical evidence: Munghana Lonene FM and Phalaphala FM .

    The paper explores the valuation of Radio spectrum granted by the State to Radio operators for Radio program Broadcasting. Radio spectrum may be one of the most tightly regulated resources of all time, since every wireless device, from mobile phones to traditional Radio devices, depends on access to the Radio frequency wireless spectrum. Due to the scarcity of Radio spectrum, the available number of Radio Broadcasting licenses is limited, therefore the State usually offers the licenses through open tender procedures following several tendering options such as auctions and beauty contests. One of the most crucial factor in the licensing procedures, is the valuation of the offered spectrum. The valuation of the spectrum determines the amount of money that Radio operators should pay to the State, in order to hold the spectrum license for a fixed period of time. In this paper a cost model for Radio spectrum evaluation is applied in order to identify the most crucial parameters that affect the determination of the spectrum price. The dynamic structure of the model allows a sensitivity analysis study in relation to the assessment of the variation effect of several parameters to the determined spectrum price. The appropriate determination of the examined parameters allow the State to maximize the government revenues but most important to grant the spectrum with the most efficient way.
