Economics of Transportation, 2018Co-Authors: Kristofer Odolinski, Phill WheatAbstract:Abstract In this paper, we extend to the literature on marginal wear and tear cost estimation in Railways, by applying a panel vector autoregressive model to Rail Infrastructure renewals and maintenance costs, using an extensive dataset from Sweden. This study is significant given the inherent difficulties in modelling the substantial renewals element of Infrastructure costs, as well as the need to account for the dynamics in renewals and maintenance. The dynamic model allows us to estimate equilibrium cost elasticities with respect to train usage, which are significantly larger than their static counterparts. Overall, this work highlights that dynamics in Rail Infrastructure costs are important to consider when setting track access charges with respect to the wear and tear caused by traffic. This is particularly important given several countries, for example France, Sweden and Switzerland, are now setting access charges at marginal costs based on econometric studies.

Using a panel dataset comprising 16 years, we test whether more data makes a difference to conclusions. In contrast to previous estimates using a shorter panel, maintenance costs are now demonstrated to exhibit a positive dynamic effect; an increase in maintenance cost during one year indicates the need for more maintenance also the next year. Moreover, the marginal cost from the dynamic model is larger than its static counterpart. We conclude that the use of dynamic models on longer time series may have charging implications in several EU member states, considering that their track access charges are based on econometric studies that use static models and short panel datasets.

Journal of Transport and Land Use, 2016Co-Authors: Dena Kasraian, Kees Maat, Bert Van WeeAbstract:Long-term, large-scale empirical studies on the simultaneous development of transport Infrastructure and the built environment are scarce. This paper provides a long-term study of the development of the Railway network and its impact on the built-up area—and vice versa—using the case study of the Randstad in the Netherlands between 1850 and 2010. The analysis is both qualitative and quantitative. We describe the shares of the built-up area in concentric buffers of 1-kilometer intervals from Railway stations and estimate binomial logit models to predict the likelihood of new stations being built based on the amount of the preceding and subsequent built-up area and the likelihood that a new station might have encouraged further growth. Results show that during the early days stations followed existing urbanization patterns. But as time went by, new stations were more likely to be located in undeveloped areas and less likely to be located within the established built-up areas, which were already serviced by existing stations. Moreover, they prompted further growth, increasing the likelihood of more urbanization in their vicinity.

At first sight carrying out a CBA for Rail projects seems straightforward, since cost estimates are almost always available, and the most dominant benefits are generally known, being the travel time saved and the increase in consumer surplus due to induced demand. However, the practice is much more complex: the quality of current estimates for costs and benefits is often poor and several benefits-related aspects are ignored. This article gives an overview of the challenges in improving the quality of CBAs for Rail projects.

Here the focus is on its application to the Zuider Zee line, a possible Rail link to run from the west to the north of the country, starting at Schiphol Airport and ending at the northern towns in the province of Groningen. We put a major emphasis on environmental impacts of the line, including the methods used to estimate impacts and the results. Ways to improve current practice are discussed. A major advantage has been that the environment has been put on the research and policy agenda at an early stage, although insights into the effects of Rail Infrastructure on the landscape and nature are limited.

Research in Transportation Economics, 2017Co-Authors: Gorka Bueno, David Hoyos, Inigo CapellanperezAbstract:Abstract This paper analyses the contribution of the high speed Rail project in the Basque Country, Spain, to energy consumption reduction and to climate change mitigation by means of a simplified Life Cycle Assessment. The calculation of CO 2 emissions and energy consumption reductions over the service lifetime of the Infrastructure (60 years) shows that, even in the most optimistic scenarios considered, it would neither compensate the CO 2 emissions linked to its construction and maintenance (2,71 MtCO 2 ), nor would it contribute to net energy savings before 55 years of service. Robustness of these results leads us to conclude that GHG emissions reduction and energy savings should not be used as a general argument in favour of investing in high-speed Rail Infrastructure.
