    Abstract:

    Abstract This study deals with the large-scale transnational high-speed Railway Construction evaluation problem, which is a major issue in implementing the Belt and Road (B&R) initiative. We proposed a method for the selection of the most urgent need for transnational high-speed Railway Construction in the B&R region, which was tested on massive experimental data. The results show that 18 sections in the B&R region have priority conditions to build high-speed Railways in current situations, which to a great extent coincide with those road sections covered by high-speed Railway projects under Construction or to be put into Construction in the B&R region.

  • Optimization Model of Railway Construction Project Schedule

    Abstract:

    In order to solve Railway Construction project resource imbalance problem and avoid labor slowdown or mechanical equipment idle occurrence, this paper aims at the resource leveling. The linear scheduling method is used to determine the critical path in a Construction project. The optimized model of progress schedule suitable for Chinese Railway Construction project is built, and the difference of Construction speed is solved. Using the actual data of ShuoHuang Railway Construction engineering, the validity of the model is verified. The results show that this model greatly reduces resource planning deviations value and the peak occupied resource value of actual Construction schedule. Thus, this model has obviously effects on solving resource imbalance problem in Chinese Railway Construction project and has important theoretical and practical application values for improving scientific rationality of schedule in Chinese Railway

    Abstract:

    Abstract Information technology has significant potential to enhance the engineering quality of the risk management of Railway Construction projects. The Shanghai Railway Bureau has promoted a risk management method based on the “A Figure and Four Tables” method (AFFTM) to assess the engineering quality; however, this method still suffers from several problems in Railway Construction project management. In this paper, we have combined the concepts and processes of the AFFTM with those of information technology and presented the implementation scheme of a new risk management system—the Railway Construction project quality risk management information system (RCPQRMIS)—that can be used to design and develop workable information tools for quality risk management. The paper analyzes the data standards of RCPQRMIS and creates a model for dynamically tracking the quality risk (“quality risk dynamic tracking” model) for providing pre-warning information on quality risk (“quality risk pre-warning” model) and for automatically generating publicity parameters for quality risk (“automatically generated quality risk publicity figure” model). The proposed system enables the visualization of the quality associated with the risk control, dynamic tracking, automatic pre-warning, and closed-loop management of Railway Construction projects. In addition, this paper presents the functional modules of the RCPQRMIS and its practical applications. Our application results show that the system successfully realized unified management of risk source information and multi-level sharing. In this manner, by using our system, we were able to significantly improve real-time tracking and pre-warning of the risk state, automatic generation of quality risk publicity figures, efficiency, and risk management levels.

    In recent years Railway Constructions are attracted many large investments, and generally 60-70% percentage of project budget are cost in the materials supplies, which are the main concern of the Railway Construction projects cost control. In this paper, we do some researches on suppliers choice to investigate the logic of Railway Construction projects supplies cost control. The structure is firstly to build the indicators of general Construction project materials supplier selection, then to find criterion of general Construction project materials supplier selection, and thirdly considering the projects distinctiveness to select the line with the actual situation of Railway projects suppliers indicators. At last combined all the results of front researches to construct an indicator system for Railway Construction project materials supplier selection, and further study the supplier selection methods which are based on the indicator system and verified by an example.

    Abstract:

    Abstract Owners' role in project safety improvement is drawing increasing attention in the academia. Their greatest leverage is the leadership to influence safety perception, motivation and behavior of other stakeholders. However, previous studies have not paid enough attention to owners' leadership and its impacting mechanisms, nor have they identified effective leadership behaviors related to high safety performance. This paper seeks to present a comprehensive interpretation of owners' role in Construction safety by identifying their effective leadership practices and specific managerial measures. A case study was undertaken on Chinese high-speed Railway Construction projects currently undergoing significant safety improvement thanks to their owner's commitment to safety. The ethnographic research method was applied to collect empirical data, i.e. the owner's safety leadership and management practices. Based on grounded theory, four categories of safety leadership practices were identified to interpret what types of leaders are required in Construction projects. Four safety managerial chains driven by safety leadership were synthesized. They give insights into the measures which owners can implement to improve Construction safety. Concrete and specific measures were explored for Construction owners, especially those in developing countries, to enhance their safety leadership and management. These findings can be used by Construction owners to improve their safety leadership and reinforce their involvement in project safety management, especially when their industry is facing significant safety challenges and demanding transformational development.
