    Abstract:

    This article aims to investigate the role of waste management in the development of modern green and smart cities and to determine the existence of several key points in programs transforming cities into green cities with smart technologies. The relevance of the research is determined by the need to develop a theoretical and methodological basis for the green and smart city concepts. The research process involved the following methods: Scientific analysis, comparison, and synthesis. The research results of the case study of Russia determined that for urban territories with great distances between urban districts, waste sorting stations should be located as parts of so-called waste Recycling complexes at intermunicipal landfills. This will allow a more fully implementation of the concept of Recycling Economy not only in Russian cities, but also in other cities with sparse populations across the world. Further, the authors conclude that the effectiveness of green technologies in modern cities, especially in waste management, depends on the level of participation of citizens. People are active participants in the life processes of cities and have a direct impact on the urban environment. Consequently, the introduction of green technologies can only be achieved in harmony with the well-established behavioral attitudes of city residents together with the implementation of green and smart urban technologies.

    Abstract:

    From the analytical view of a Recycling Economy, the regional system achieves the goal of sustainable development through improving resource utilization efficiency, reducing energy consumption and ameliorating the quality of water and air. The regional economic system’s potential for sustainable development is significantly influenced by regional industrial operational efficiency, which measures the cost of ecology, environment, energy and resources accompanying the economic growth. It is vital for national and regional governments to accelerate harmonious development between products of industrial department, consumption of energy and pollutants discharged. Under the guidance of ecological niche theory and Recycling Economy theory, the theoretical analysis on efficient relations between regional industrial growth, energy consumption, resources utilization and environmental carrying capacity has been carried out from horizontal and vertical respects. Industrial operational efficiency and the sensitivity coefficient in response to the change of every input and output index can be calculated and critical factors, which restrict sustainable development capability, can be found out so that quantitative references could be provided for administrative decisions. As for the measurement method, a super efficiency mixed data envelopment analysis model, which wipes off self-limited condition and either contains both meeting cone characteristic indexes or not, has been established and applied. Statistics from 1993 to 2012 in China are collected to carry out empirical research. On the basis of further analysis, an adjustment strategy can be constituted to improve the capability for sustainable development.

    Abstract:

    With the fast development of Chinese Economy in recent years, China has become the largest coal production and consumption country in the world. Correspondingly, it has produced large quantities of mining waste including coal gangue, coal sludge, fly-ash, coal mine drainage and coal-bed methane (CBM) that are hazardous to the soil, air, and water. Based on the theory and practice of sustainable development and Recycling Economy, the paper will discuss and analyze the mining waste management in Jincheng Anthracite Mining Group, Shanxi Province, where they have found the paths to realize the mining waste reusing and Recycling in colliery. They had established many green industrial chains in the mining waste treatment: the gangue piles turned into man-made eco-park, gangue used for power generation, fly-ash used in the building material, the coal mining water reused and recycled in closed pipelines, the CBM extracted for home-burning and electricity generation, etc. The coal mining waste has been converted into wealth and played more and more important roles in many fields. The practice indicated that these patterns can be applied in other coal mines.
