    Abstract:

    In the first decade of the XXI century, the Montenegrin educational system has undergone an extensive Reform at all levels. This paper is aimed at identifying the most important Reform Processes in primary education, initiated by the 2004 practical implementation of the Reformed curricula. That year the first generation of students was enrolled in the nine-year primary school program. The general objective of the primary education Reform was a fundamental transformation of the ordered core of the educational context, which required significant structural changes such as the introduction of compulsory nine-year education, openness of school or increased availability of and access to education. On the other hand, the Reform of primary education, which entails a curricular Reform, was aimed at improving the quality of education (significant changes in the content and methods of teaching and learning, introduction of elective courses, etc.). In the end, the whole series of Reforms initiated the continuous professional development of teachers in the field of application of modern methods and teaching techniques that allow adjustment and adaptation to the real situation of the Reform Process in the education system. The aim of this paper is to highlight the importance of the Reform Processes in primary education. Therefore, we have tried to present the fundamental values of the existing Reformed educational context, supporting it by research results of the Reform evaluation conducted in the period from 2011-2012 in the wider territory of Montenegro.     Abstract:

    Over the past two decades, efforts by the Communist Party of Vietnam (CPV) to build a "socialist" rule of law through legal and judicial Reforms have contributed to the vibrant constitutional politics in the country. During the Process of amending the 1992 Constitution, the socialist theoretical foundations of the Constitution quietly shifted as a result of new thinking and values. The complex interactions of old and new ideological precepts were prominently reflected by the changing discourse of human rights during debates about amendments to the 1992 Constitution. This article investigates the development of the "socialist" rule of law and the changes taking place in the discourse of human rights during the constitutional Reform Process in Vietnam. In setting out the context and content of constitutional Reform, it seeks to deconstruct the socialist rule of law and interpret the discourse of human rights accordingly. In doing so, the mechanisms by which human rights have been socialized will be unpacked to make sense of subtle changes in the human rights discourse. Furthermore, the paper aims to uncover the implications of such a change for the development of Vietnam’s human rights regime.

    Abstract:

    Two years after the collapse of Communism in Central and Eastern Europe, the euphoria of the reunion of long-separated peoples and the advent of democracy have given way to more sober evaluation of the difficulties which remain to be resolved. A closed system has disintegrated. But in spite of the rapid changes of the last two years, major obstacles remain to be cleared away before lasting 'open societies' can be established in this region. In the words of Bronislav Geremek, "the path to freedom is open, but that to democracy is uncertain". Like other institutions, universities find themselves at the heart of the contradictions and uncertainties of post-Communism. After decades of ideological and political control by the Party-State, higher education in the Central and Eastern European countries has regasined its autonomy. But at the same time, the university is confronted by new tasks which make it both a key player and one of the major stakes in the Reform Processes now under way. An analysis of the role of higher education in the Reform Process must start with the tensions existing between the dynamics of change and the weight of the Communist past. We shall then discuss the major problems of post-transition higher education, as expressed in three dilemmas.

We argue that the EU membership Process has necessitated democratization in civil‐military relations; EU support was not sufficient for fully integrated democratic control of the armed forces (DECAF) as there are still problems in the democratization of civil‐military relations.
