    In Japan, Regional Cluster policies are recognized as intensive projects to form effective knowledge networks. On the other hand, the methodology to evaluate these network structures is still under development. This paper clarifies that scope of the area significantly effects on the evaluation of Regional network structure by using network analysis. First of all, this paper evaluates an inter-firm network of Nagano prefecture in Kanto area by using trade data which includes 27,418 companies and 70,725 trades in Kanto area. Secondly, inter-firm network within Nagano is evaluated by using data which includes 1,309 companies in Nagano prefecture. Finally, this paper divides the Nagano network into four economic blocks and compares them. Inter-firm network in Nagano is comparatively evaluated a closed in Kanto area. On the other hand, the network within Nagano prefecture in its self has a small-world topology. Moreover there is clear difference among the four economic blocks in each other connections. This paper concludes that there is a great reliance on the setup of the geographical boundary when evaluating the network structure. Our multi-layer analysis can contribute to the appropriate evaluation of network. © 2011 IEEE.

    Abstract:

    Abstract In a Regional innovation system, a dense inter-organizational network within the region is recognized as a key factor in enhancing knowledge diffusion, Regional learning, and effective resource transfers. Therefore, understanding the network structure and physical proximity of organizations is essential. In this paper, we investigated the industrial structure of Yamagata prefecture in Japan as a case study. Because Yamagata is a representative industrial region, the analysis can also provide an insight into other industrial regions. Initially, we investigated the geographical dispersion of firms and found them to be agglomerated along Route 13 and the Tohoku Shinkansen railroad, indicating that infrastructures for transportation still have a decisive role in terms of site location. Subsequently, we analyzed the modular structure of the inter-firm network. The results showed that hub firms construct a different type of network and play different roles within the inter-firm network, reflecting their strategic choice. The results also showed that there is a tendency for firms to transact with those in close proximity, and that firm location is also affected by the location of the hub firm in the module in addition to the infrastructures.

    Abstract:

    Regional Clusters of companies are becoming an increasingly important focus of government industrial policy makers and researchers. A Cluster is a network of companies in an industrial sector where suppliers, customers, consultants, etc. interact together with Regional policymakers and universities. Sometimes the individual firms compete, and sometimes they collaborate. The delimited characteristics of a Cluster to a Regional area and an industrial sector, makes it possible to view the Cluster as an arena or laboratory. The concept of regions as laboratories, which is the base for the present paper, does not have a policy orientation. Instead, it stresses the interactive and cooperative aspects, which emerge organically in a Regional Cluster. The paper presents the formation of a research arena in cooperation between the University College of Boras and the industry organization of Swedish mail order companies for studies of learning and innovations in IT usage within the Cluster. The strategy to establish the arena, formulation of research questions and initial experiences are presented.
