Vietnam, el ultimo tigre asiático en tiempos de Covid-19: Resiliencia y crecimiento

Reference has been made to nations such as China, India, South Korea, and also to some Southeast Asian nations, but Vietnam is rarely mentioned. The Indochinese country has shown rapid growth and has been considered one of the 15 most dynamic economies in recent years. The advance of its economy, its political stability and the resistance to external shocks situates Vietnam in the position as one of the last Asian tigers. Vietnam is one of the small states that do not assume the position of a middle-ranking power, but that sets standards due to its growing activism. In 2020, its perspective as president pro tempore of the Association of Southeast Asian Nations (ASEAN) in this time of Covid-19 moments, its resilience and positive response to the pandemic as well as its cooperation policy toward foreign, including developed nations, situated the country as a Relevant Actor. Vietnam is one of the few economies that showed economic growth in 2020. The intention of the article is to expose the political and economic basis that determined Vietnam´s relevance in the current context, despite the complex global situation; and, in this sense, from the perspective of Vietnamese foreign policy, how it has contributed to achieve the deepening of the integration of Southeast Asia in its position of ASEAN president during 2020.En los últimos años un grupo de naciones asiáticas ha impactado en el escenario global con ciertos grados de influencia. Se ha hecho referencia a naciones como China, India, Corea del Sur, incluso algunas del sudeste asiático, pero pocas veces se menciona a Vietnam. El país indochino ha venido mostrando un crecimiento vertiginoso y se ha considerado como una de las 15 economías más dinámicas de los últimos años. El avance de la economía, su estabilidad política y resistencia ante los shocks externos le sitúan en la posición de uno de los últimos Tigres Asiáticos. Es uno de los Estados pequeños que no asume la posición de potencia media, pero que marca pautas por su creciente activismo. En el 2020, su perspectiva como presidente pro-témpore de la Asociación de Naciones del Sudeste Asiático (Asean) en momentos de Covid-19, su resiliencia, respuesta positiva a la pandemia y su política de cooperación hacia el exterior, incluyendo a naciones desarrolladas, le situaron como un Actor Relevante. Por si fuera poco, ha sido una de las pocas economías con crecimiento económico en el año concluido. El propósito del artículo es exponer los fundamentos político económicos que determinaron la relevancia de Vietnam en el actual contexto, pese a la compleja situación global que vive el mundo. En ese sentido, desde el enfoque de su política exterior cómo ha contribuido a lograr la profundización de la integración del sudeste asiático desde su posición de presidente de la Asean 2020

2012Co-Authors: Thanos DokosAbstract:The article aims to briefly describe the main trends and drivers in the Mediterranean and the Middle East (with an emphasis on the eastern Mediterranean) and to assess whether NATO has a meaningful role to play, either as an autonomous Actor, or in cooperation with the EU or regional Actors. More specifically, the article will assess the possible contribution of NATO in the following areas/missions: (a) peacemaking operations/PSOs, humanitarian intervention (Libya-type) and post-conflict stabilization; (b) security sector reform; (c) maritime security; (d) combating WMD proliferation; and (e) energy security.
