    Abstract:

    Rural Infrastructure has rather fixed users compared to urban Infrastructure. This study evaluated the effect of Rural Infrastructure construction from the perspective of farmers. First, this study revised the American Customer Satisfaction Index (ACSI) model and selected a performance appraisal index for Rural Infrastructure based on this revised model. Then, the study adopted an interpretive structural model (ISM), analyzed the influence of each index factor, and developed a hierarchical directed graph. Finally, based on the mutual-influence relationships among the index factors in the hierarchical directed graph, a performance appraisal analytic network process (ANP) model was established. Based on discussions with Rural college students and Rural households in Sichuan, China, 246 questionnaires were obtained pertaining to Rural Infrastructure, and an empirical analysis was conducted. The results indicated that the performance of Rural Infrastructure construction is not very good. In particular, the full use of Infrastructure and its role in improving the environment were found to be the worst. Meanwhile, the possibility of building information transparency and the longitudinal comparison of perceived performance appraisal results were the best. The performance of Rural Infrastructure construction was evaluated based on the perceptions of the direct users of Rural Infrastructure, and the relationship between the factors and the weight was measured reasonably. The proposed method was found to be workable and the analysis results reliable and effective.

    Abstract:

    In order to solve the dilemma of insufficient supply and low-efficient Infrastructure in China's western Rural areas,this paper analyzes the internal logic and problems of PPP model employed in the western region of Rural Infrastructure supply.The analysis indicates that the PPP model of China's western Rural Infrastructure are still faced with some problems in the present application,such as the small scale of PPP,the illegibility of private property rights,the dislocation of government functions and so on.The authors,in the end,suggest that the western local governments should establish and improve propagation mechanism,planning mechanism,policy protection mechanism,risk-sharing mechanism and regulatory mechanism for the PPP model so that there can be a good operating environment for the PPP model for western Rural Infrastructure supply.

    Abstract:

    The PPP mode of western Rural Infrastructure can integrate the multicultural strengths in society,increase the investment and improve the supply efficiency of the western Rural Infrastructure.However,there still exist some problems in the application of the PPP mode to China's western Rural Infrastructure at present,including the illegibility of private property rights、the dislocation or the lack of government functions and so on.Therefore,the western local governments should strengthen the understanding of the PPP mode、change government functions effectively,clear property rights of the PPP projects and improve the support policies so as to create a good operating environment for the PPP mode in western Rural Infrastructure,and quicken the pace of socialism new Rural construction.

  • The Role of Rural Infrastructure in Reducing Production Costs and Promoting Resource-Conserving Agriculture.

    The development of Rural Infrastructure plays an essential role in improving Rural livelihoods and enhancing sustainable and environmentally friendly agricultural production. However, little is known about whether Rural Infrastructure enables the promotion of resource-conserving agriculture and reduces production costs. Understanding the relationship between Rural Infrastructure and production costs can provide significant information for policy-makers in their efforts to promote resource-saving agriculture that is beneficial to environmental performance. This study contributes to the literature by analyzing the heterogeneous effects of irrigation Infrastructure and standard and substandard roads on agricultural production costs, using an unconditional quantile regression model and provincial data from China for the period 1995–2017. The empirical results show that the effects of Rural Infrastructure on production costs are mixed. In particular, irrigation Infrastructure affects production costs positively in the lower quantiles, but it negatively affects production costs in the higher quantiles. In the higher 80th and 90th quantiles, standard and substandard roads affect production costs both negatively and significantly. Our findings suggest that improving Rural Infrastructure enables the promotion of resource-conserving agriculture and enhances environmental performance, especially for those paying high production costs.
