    Abstract:

    Out of necessity, military doctrine evolves in response to changes in the strategic and tactical Environment. In the time since Clausewitz first articulated the center of gravity (COG) concept, his theory has taken many forms that reflect the ever-changing nature of warfare. In the post–9/11 Security Environment, COG doctrine must be further revised in order to be of use against the elusive, asymmetric enemies that now threaten the United States and its allies. These revisions must focus on redefining the concept and its applicability, as well as on how to identify enemy COGs.

    Abstract : Is United States cyberSecurity strategy, policy, and organization postured to cope with the post-9/11 Security Environment? Following an exhaustive review of recurring and stand-alone strategic cyberSecurity strategy and policy documents, and a detailed assessment of the U.S. cyber organization within the Department of Homeland Security, Department of Defense, and Department of Justice, the author concludes that the United States is vulnerable to a cyber attack. Despite recent publicity about cyber attacks against certain private and governmental organizations, the genesis of American awareness of cyber threats began during the Clinton Administration. Unfortunately, the quest for improved cyberSecurity in response to those threats has progressed unevenly. CyberSecurity strategy, policy, and organization have undergone numerous changes, and each change has attempted to adapt to the dynamic nature of cyberspace. While progress has been made on many fronts, cyberSecurity strategy, policy, and organization have not incorporated many of the lessons the Intelligence Community learned from 9/11. Because of this shortfall, the United States is potentially vulnerable to a devastating cyber attack.

    Abstract:

    This paper aims to make a brief description of the post-cold war Security situation in the Asia-Pacific region and its impact on the Philippine military. It begins by taking note of the far-reaching effects and implications of the conclusion of the Cold War on the global, regional, and national Security Environments. This is followed by a discussion of specific issues emerging in the Asia-Pacific which affect the Security of states in the region. These are 1) the proliferation of weapons of mass destruction; 2) illegal drug trafficking; 3) territorial disputes, specifically the South China Sea dispute; 4) the rise of politicized Islam; 5) international terrorism. In response to this new national Security Environment, the Philippine government initiated the modernization of its armed forces, the AFP. As a credible armed force in the new millennium, the AFP should be able to effectively and fully perform its mission to defend Philippine sovereignty, protect and preserve the country's national patrimony, and assist the government in its development goals and objectives.
