The oath inaugurated their mobilization in Tsarist Georgia in 1902, culminating in full peasant self-rule in the “Gurian Republic” by 1905. The study aims at a historical-anthropological assessment of the asymmetries in the alliance formed by peasants and the revolutionary intelligentsia in the wake of the oath as well as the tensions that crystallized around the oath between the peasants and Tsarist officials. In trying to recover the traces of peasant politics in relation to multiple hegemonic forces in a modernizing imperial borderland, the article invites the reader to reconsider the existing assumptions about historical agency, linguistic conditions of subjectivity, and the relationship between politics and the material and customary dimensions of religion. The ultimate aim is to set the foundations for a future subaltern reading of the practices specific to the peasant politics in the later “Gurian Republic”. Il analyse également le rôle du groupe parlementaire Socialiste dans le processus de transition politique, puis d’opposition au gouvernement démocrate-chrétien et enfin dans la conquête du pouvoir par Felipe González en 1982. Députés et sénateurs Socialistes espagnols acceptent la nécessité de démocratiser le régime en instaurant une monarchie parlementaire, ce qui était loin d’être évident en 1975-1977. Dans le même temps, le PSOE est marqué par une culture du conflit qui s’exprime à la fois à l’intérieur du parti et vis-à-vis du gouvernement démocrate-chrétien. Entre consensus et conflit, entre réforme et rupture, entre modération Social-démocrate et orthodoxie marxiste, le PSOE a traversé une période de doutes et de querelles qui aboutit à la victoire d’une ligne Social-démocrate en 1979 et à une clarification idéologique. Le groupe parlementaire a été une base de conquête du pouvoir pour Felipe González et le Parlement a été une importante tribune pour le leader du PSOE.This article attempts to establish a portrait of Socialist members of Parliament in Spain between 1977 and 1982. It also analyses the role of the Socialist parliamentary group in the process of political transition, in the opposition against the Christian Democratic government, and in the conquest of power by Felipe Gonzalez in 1982. Spanish Socialist members of Parliament accept the need to Democratize the institutions with the adoption of a parliamentary monarchy, which was far from being the case in 1975-1977. At the same time, the PSOE is characterized by a culture of conflict inside the party and against the Christian Democratic government. Between consensus and conflict, reform and rupture, Social-Democrat moderation and Marxist orthodoxy, the PSOE went through a period of doubt concluded by the victory of a Social Democratic line and an ideological clarification. The Socialist parliamentary group has been a strong base for Felipe Gonzalez in his conquest of power and an important tribune for the leader of the PSOE

Intelectuales: la oposición a la dictadura, la transición a la democracia

La primera, para recordar la relevancia que el mundo de la cultura y el compromiso de los intelectuales significó, junto a otros decisivos factores, para el avance en los cambios Sociales y políticos en la lucha democrática contra el régimen franquista. La segunda para señalar la conexión de fondo existente entre la cultura de la oposición a la dictadura (antes de 1975) y la cultura de la transición a la democracia (después de 1975). En ese largo tiempo, en esa línea general, dos fechas simbólicas vertebran ese común y plural itinerario democrático de la izquierda: la referida a la generación de 1956, de carácter más Socialdemócrata e institucional (centrada en la construcción de un Estado de Derecho) y, posteriormente, la generación de 1968, más libertaria y orientada a la acción dentro de los entonces «nuevos movimientos Sociales». De las propuestas de conjunción no acrítica entre ambas dimensiones saldría la mejor filosofía política (la realizada y la no realizada) en ese tiempo de transición y de democracia.Deux propositions se dégagent de cet article. La première rappelle l’importance que le monde de la culture et l’engagement des intellectuels signifia, ainsi que d’autres facteurs décisifs, pour l’avancée des changements sociaux et politiques dans la lutte démocratique contre le régime franquiste. La seconde signale la connexion de fond existante entre la culture de l’opposition à la dictature (avant 1975) et la culture de la transition à la démocratie (après 1975). Au cours de cette longue période, dans cette ligne générale, deux dates structurent l’itinéraire démocratique partagé et pluriel de la gauche : celle qui se réfère à la génération de 1956, au caractère plus Social-démocrate et institutionnel (centré sur la construction d’un État de Droit) et, postérieurement, la génération de 1968, plus libertaire et orientée vers l’action à l’intérieur de ce que l’on appela alors «les nouveaux mouvements sociaux». Des propositions de réunion, non exempte de critique, entre ces deux dimensions allait sortir la meilleure philosophie politique (réalisée et non réalisée) en ces temps de transition et de démocratie.Two proposals get free of this article. The first one reminds the importance which the world of the culture and the commitment of the intellectuals meant, as well as other decisive factors, for the advance of the Social and political changes in the Democratic fight against the pro-Franco regime. The second indicates the existing thorough connection enter the culture of the opposition the dictatorship (before 1975) and the culture of the transition to the democracy (after 1975). During this long period, in this general line, two dates structure the shared and plural Democratic route of the left: the one who refers to the generation of 1956, to the more Social Democrat and institutional character (centered on the construction of a rule of law) and, later, the generation of 1968, more libertarian and directed to the action inside what we called then «the new Social movements». Proposals of reunification, not exempt from critic between these two dimensions was going to take out the best political philosophy (realized and unimplemented) in this time of transition and of democracy

Like their US Democrat allies on human rights and natural resource planning, they had local experience which appeared to validate the risks of climate change, and a decade's experience in pioneering alternative regional energy strategies. They were also concerned about the impact on environmental rescue strategies of repayments on a US$420 billion regional debt. The outcome, despite compromises, was a bargaining position beyond the tolerance of vested interests. La province à l’épreuve du monde moderne démocratique : la France dans Histoire contemporaine d’Anatole France et la Prusse dans Le Stechlin de Theodor Fontane
Presses universitaires de Rennes, 2018Co-Authors: Brion CharlesAbstract:Ce texte confronte des deux côtés du Rhin deux œuvres parfaitement contemporaines : Der Stechlin de Theodor Fontane publié en 1899 et Histoire contemporaine d’Anatole France publié entre 1897 et 1901, portant au même moment un regard historique sur la mutation de la société à la fin du XIXe siècle. Toutes deux situées en province, ces deux œuvres se ressemblent formellement : l’intrigue est mince, la part de fiction minime, la grande Histoire prédomine à travers un long récit riche à la fois de nombreuses références à l’actualité et d’avis multiples, en polyphonie, sur ces événements historiques ; la composition fragmentaire, où la réflexion l’emporte sur l’action, livre un riche tableau psychoSocial de l’époque, alors que l’Allemagne devient une nation industrielle de stature mondiale et que la France cherche son identité démocratique à travers l’affaire Dreyfus. L’affrontement commun entre tradition et modernité y présente cependant trois différences majeures. D’abord, l’enracinement géographique et patrimonial est quasiment nul chez France, dont la province est fictive et abstraite (un lieu pouvant incarner l’ensemble de la République française), alors que Fontane enracine tout son roman dans le terroir brandebourgeois en insistant sur le poids de la tradition prussienne au moment de son crépuscule. Deuxième divergence, la crise politique due à l’entrée dans la modernité frappe deux pays dont le stade de libéralisation n’est pas également avancé : en Allemagne, si la nécessité d’un parlementarisme réel se fait sentir après Bismarck, le régime reste dépourvu de toute tradition démocratique ; en France au contraire, la République française est déjà la troisième et elle a célébré le centenaire de la Révolution française, mais la démocratie parlementaire est en crise. Le préfet Worms-Clavelin incarne chez France un virage pragmatique vil du régime recherchant autant l’ordre que le progrès pour surmonter les périls de l’anarchisme comme du monarchisme. La même synthèse décevante mais nécessaire passe chez Fontane par la figure désabusée du vieux Dubslav von Stechlin, traditionaliste se convertissant avec répulsion au credo du progrès démocratique, et dépassé dans cette conversion par son fils incarnant la nouvelle Allemagne. Enfin, le traitement de la religion est divergent, car, si France entend montrer l’attitude fondamentalement antidémocratique de l’ensemble du clergé catholique, Fontane, plus nuancé, montre les personnages les plus pieux comme les plus hostiles au progrès démocratique, à l’exception notable du pasteur Lorenzen, qui s’avère au final, en refusant conjointement le conservatisme de la Junkertum et l’athéisme Social-démocrate, la véritable figure de la synthèse et de la continuité dans le roman. L’ambivalence foncière de ces deux œuvres est précisément la traduction du mouvement mâtiné de tradition et de démocratie qui emporte alors l’Europe, trop lentement selon France, trop brutalement selon Fontane.This text does compare on the two sides of the Rhine two works perfectly contemporary: The Stechlin by Theodor Fontane published in 1899 and Histoire contemporaine by Anatole France published between 1897 and 1901, carrying at the same time a historic glance on the change of the society at the end of the XIXth century. Both located in province, these two works resemble each other formally: the intrigue is mean, the part of fiction small, great History prevails through a long narrative rich both of numerous references to actuality and multiple opinions on the historic events; the fragmentary composition, where thought gets the better on action, delivers a rich psycho-Social table of the epoch, while Germany becomes an industrial nation of world stature and France seeks its Democratic identity through the Affaire Dreyfus. The common confrontation between tradition and modernity presents nevertheless three major differences. At first, the geographical and patrimonial rooting is almost non-existent at France, whom province is fictive and abstract (a place that can incarnate the whole French Republic), whereas Fontane roots all its novel in the brandenburger soil while insisting on the weight of the prussian tradition at the time of its twilight. Second difference, the political crisis owing to the entry into modernity strikes two countries whose stage of liberalization is not also advanced: in Germany, if the need for a real parliamentarism is felt after Bismarck, the political system remains deprived of any Democratic tradition; in France on the contrary, the French Republic is still the third and it celebrated the centenary of the French Revolution, but the parliamentary democracy is in crisis. The Worms-Clavelin prefect incarnates at France a shabby pragmatic turn of the political system searching the order as much that the progress to overcome the dangers of anarchism like monarchism. The same disappointing but necessary synthesis is at Fontane the disillusioned figure of the old man Dubslav von Stechlin, traditionalist converting with repulsion with the creed of the Democratic progress, and exceeded in this conversion by his son incarnating the new Germany. Lastly, the treatment of the religion is divergent, because, if France intends to show the basically antiDemocratic attitude of the whole of the catholic clergy, Fontane, more moderate, shows the most pious characters like most hostile with Democratic progress, except notable for the Pasteur Lorenzen, who proves with the final, by jointly refusing the conservatism of the Junkertum and the Social Democrat atheism, the true figure of the synthesis and continuity in the novel. The land ambivalence of these two works is precisely the translation of the crossbred movement of tradition and democracy which carries Europe then, too slowly according to France, too brutally according to Fontane
