    Abstract:

    A weakness of Spatial Data Infrastructure (SDI) studies has been the limited uptake of research outside of positivist and scientific-technological perspectives. To put it simply, a study of a SDI without considering other philosophies of knowledge will be greatly constrained to technical and administrative organizational dimensions. The ontological uniformity of SDI studies is unnecessarily restrictive. While valuable in a narrowly defined framework of project, SDI studies should consider the larger set of interactions involving actors in political, administrative and socio-technical domains. We review the development of information system research approaches and consider key positions from its diverse ontologies (positivism and interpretivism) and theories (strategic alignment, interactionism and social construction). We point to possible ways to consider these positions in SDI research.

    Abstract:

    ABSTRACTThe authors compare key elements of the emerging field of Indoor Location-Based Services (Indoor LBS) to those currently found in Spatial Data Infrastructure (SDI) programs. After a brief review of SDIs and Location-Based Services, the corresponding drivers, characteristics and emerging issues within the field of Indoor LBS are introduced and discussed. A comparative framework relates the two in terms of the criteria ‘People’, ‘Data', ‘Technologies', ‘Standards' and ‘Policies/Institutional Arrangements'. After highlighting key similarities and differences, the authors suggested three areas – definition of common framework Datasets in Indoor LBS, more effective use of volunteered geographic information by SDI programs and development of appropriate privacy policies by both communities – that may benefit from sharing ‘lessons learned'.

    Abstract:

    Meeting sustainable development objectives is a complex and temporal process that involves multiple stakeholders. The creation of economic wealth, social stability and environmental protection can be achieved through developing products and services that are based on Spatial information collected by all levels of government. These objectives can be facilitated by developing a Spatially enabled government and society where Spatial information is regarded as common goods made available to citizens and businesses to encourage creativity and product development. To do so requires Data to be accessible and accurate, well-maintained and sufficiently reliable for use by the majority of society who are not Spatially aware. With this in mind Spatial Data Infrastructures (SDIs) are being developed by many countries as an enabling platform to improve access, sharing and to integrate Spatial Data and services. However there are still many challenges to overcome in order to have a fully functioning SDI and to guarantee the investment in its development. Furthermore, in order to deliver this SDI, there needs to be a mechanism of assessment that uses a set of agreed indicators to measure the progress of its development and delivery of its services. In this regard, the assessment of SDIs is an important component in any SDI design and development and needs to be part of an SDI Chapter 1. An SDI for a Spatially Enabled Government and Society 12 support strategy. This assessment can help to better understand the issues, to find best practice for certain tasks and to also improve the system as a whole. This chapter aims to introduce and discuss various challenges and issues associated in re-engineering current SDI design to support the new vision of a Spatially enabled government and society. It also discusses the central role that an SDI plays as the enabling platform. In order to support this, the chapter also discusses the importance of having an SDI assessment mechanism or strategy as part of the SDI to measure the success and delivery of SDI services aligned with the objectives of SDI development. The chapter then highlights a range of activities and processes to be created across all jurisdictional levels to facilitate SDI design and assessment, including aspects of its design, creation and the processes involved in its development, particularly governance of an SDI platform and the overall relations between different challenges and the SDI assessment process.

Spatial Data have been recognised as an important resource to improve decision-making and resource management in both the land and marine environments in terms of sustainable development. Many countries are developing Spatial Data Infrastructures (SDIs) to improve access and sharing of Spatial Data, however, most of these initiatives stop at the coastline. Recently, global and regional activities such as the 3rd United Nations Convention on the Law of the Sea (UNCLOS) and the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) have brought to international attention the importance of effective administration of the marine and coastal environments.

    The coastal zone is a complex area, consisting of both the marine and terrestrial environments. It is also home for an increasing number of activities, rights and interests, and according to the UN Atlas of the Ocean 44% of the worlds population. Worldwide countries are realising the need to balance development and exploitation of resources in the coastal zone with environmental and social needs.. It has been established that access to Spatial Data aids in decision making for management and administration. Tools and systems such as the cadastre and Spatial Data Infrastructure (SDI) have been developed that allow access and sharing of Spatial Data. Many countries are implementing these tools at national, state and local levels, however most of these initiatives stop at the high water mark. The need for access to Spatial Data for improved decision-making and management does not stop at the high water mark. This paper examines the concept and nature of SDI as a framework to facilitate marine management. It discusses the processes that link people to Data in the terrestrial environment and how these can be applied to marine Spatial Data, with the view of including a marine or coastal dimension at the national level of an SDI model. Underpinning the need for better and more integrated management of the coastal zone, is the need for access to and interoperability of Spatial Data that relates to the land and marine environments. The development of an SDI that contains Spatial Data from land, coastal and marine environments will satisfy this need.

    A growing number of services are now being offered over mobile devices. They typically combine positioning technology, wireless technology and Spatial analysis methods applied to detailed geographical, time based Data to offer services in support of time critical, Spatial, mobile decision making. A collection of research issues need to be addressed in the successful delivery of such services that extend beyond issues of sophisticated network algorithms. Specifically, careful attention needs to be given to: (1) people and user environments; (2) access to networks; (3) policy, privacy and liability; (4) standards and interoperability; and (5) Data quality. Spatial Data Infrastructure (SDI) is the collective term for these interconnected issues and has been a traditional area of research associated with geographic information science. In this paper the particular SDI requirements for the successful delivery of Location Based Services (LBS) are explored through the development of a prototype LBS for journey planning. The initial implementation and testing of this prototype has revealed that the SDI context is well suited as a framework within which to examine the related LBS issues. From a more technical perspective, the testing has revealed that Data structure and the means by which large Data sets are mined (in order to gather information to present to users) is critical to the success of timely information delivery over limited bandwidth media.

    The role of Spatial information and related technologies in disaster management has been wellknown worldwide. One of the challenges concerned with such a role is access to and usage of reliable, accurate and up-to-date Spatial information for disaster management. This is a very important aspect to disaster response as timely, up-to-date and accurate Spatial information describing the current situation is paramount to successfully responding to an emergency. This includes information about available resources, access to roads and damaged areas, required resources, required responding operations, etc., and should be available and accessible for use in a short period of time. Sharing information between involved parties in order to facilitate coordinated disaster response operations is another challenge in disaster management. This paper aims to address the role of Spatial Data Infrastructures (SDI) as a framework for facilitating disaster management. It is argued that the design and implementation of an SDI model as a framework and consideration of SDI development factors and issues can assist the disaster management agencies in such a way that they improve the quality of their decision-makings and increase their efficiencies and effectiveness in all level of disaster management activities. The paper is based on an ongoing research project in Iran regarding the development of an SDI Model for disaster management. This includes the development of a prototype web-based system which can facilitate sharing, access and use of Data in disaster management and especially disaster response.

    Improved economic, social and environmental decision-making are principal objectives for investing in the development of Spatial Data Infrastructure (SDI) at all political and administrative levels. Indeed, Resolution 7 of the recent 5th Global Spatial Data Infrastructure (GSDI) conference in Cartagena, Colombia (GSDI, 2001) argued that the purpose of the GSDI is to improve the availability, accessibility, and applicability of Spatial information for decisionmaking. While accepting the development of institutional mechanisms to support decisionmaking by promoting the availability and accessibility of Spatial information as part of SDI institutional frameworks, many institutional mechanisms fall short of addressing the application of Spatial Data to decison-making.
