    ABSTRAK Ainun Nisa Nadhifah, D0212008, PEMBINGKAIAN BERITA PENANGKAPAN TERDUGA TERORIS OLEH DENSUS 88 ANTITEROR DALAM MEDIA CETAK (Analisis Framing Berita dalam Harian Republika dan Koran Tempo terkait Penangkapan Siyono oleh Detasemen Khusus 88 Antiteror), Skripsi, Program Studi Ilmu Komunikasi, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sebelas Maret Surakarta, 2016. Menurut catatan Aliansi Jurnalis Independen (AJI), eksistensi media cetak saat ini semakin tergusur oleh media lainnya. Pada tahun 2015 misalnya, 16 media dikabarkan telah gulung tikar. Kendati demikian, media cetak yang kini masih bertahan justru memunculkan ketertarikan untuk diteliti. Media memiliki salah satu fungsi sebagai pengawas. Melalui berita-berita yang disajikan, media tidak hanya menginformasikan kepada khalayak, tetapi juga memberikan pengawasan atas segala yang terjadi di sekitar. Media memiliki cara untuk mengonstruksi realitas dengan memilih apa saja yang ditonjolkan maupun disingkirkan. Harian Republika dan Koran Tempo dalam kurun waktu yang sama, telah menerbitkan sejumlah berita terkait kasus penangkapan terduga teroris asal Klaten, Siyono. Penangkapan terduga teroris memang bukan peristiwa yang pertama kali terjadi di Indonesia. Namun, dalam kasus Siyono, ada sesuatu yang berbeda. Selang beberapa hari penangkapan, Siyono dikembalikan kepada keluarganya dalam kondisi tak bernyawa. Setelah itu, muncullah pihak-pihak seperti PP Muhammadiyah, Kontras, serta Komnas HAM, yang memberikan advokasi kepada keluarga Siyono sekaligus menuntut keadilan dari pihak kepolisian. Penelitian ini merupakan penelitian deskriptif kualitatif. Dengan menggunakan framing analysis model Pan-Kosicki, penelitian ini bertujuan untuk mengetahui bagaimana kedua media cetak tersebut membingkai berita penangkapan terduga teroris Siyono. Peneliti juga mengaitkan temuan penelitian dengan lima level yang memengaruhi isi media menurut Shoemaker dan Reese, elemen jurnalisme Kovach dan Rosenstiel serta, teori pers. Berdasarkan hasil analisis, dua media dengan latar belakang yang berbeda itu rupanya membingkai berita-berita kasus Siyono dengan cara yang relatif sama. Faktor ideologi, faktor individual, dan faktor rutinitas media menjadi faktor yang paling berpengaruh terhadap isi media. Dalam memberitakan kasus Siyono, prinsip tanggung jawab sosial masih dipegang oleh kedua media yang diteliti, kendati media cetak merupakan perusahaan yang membutuhkan pemasukan untuk tetap bertahan. According to the Alliance of Independent Journalists (AJI), the existence of the print medias are increasingly supplanted by other media. In 2015 for example, 16 media reportedly had been closed down. However, some print medias that still survive are bringing interests to be researched. The media has a function as a watchdog. Through the news presented, the media does not only inform the public but also provides oversight of all that is happening around. The media has a way to construct reality by choosing what is concealed and accentuated. Republika and Koran Tempo in the same period had published a number of news related to arrest of a Suspected Terrorist from Klaten, Siyono. The arrest of Suspected Terrorist is not the first time occurred in Indonesia. However, in the case of Siyono, there was something different. After few days of arrest, Siyono is returned to his family in a lifeless condition. PP Muhammadiyah, Kontras, and Komnas HAM then came to advocated Siyono’s family and also demanded justice from the police. This study belongs to a qualitative descriptive research. By using Pan-Kosicki model of framing analysis, this study aimed to determine how both Republika and Koran Tempo framed the news of the arrest of Suspected Terrorist Siyono. The finding from the research was also connected with the five-level that affect media content according to Shoemaker and Reese, the elements of journalism by Kovach and Rosenstiel, and the theory of the press. Based on the text analysis, these two medias with different backgrounds seemed to frame the news of Siyono case in the same way. Ideology, individual and media routine become the factors that mainly influence on media content. In reporting the arrest of Siyono, the principle of social responsibility was still held by the two medias, although the print medias themselves are companies that need revenue to survive.     Abstract:

    The present study examined the relation between disengagement of moral self–sanctions and support of military force. The modes of moral disengagement included moral sanctioning of lethal means, disavowal of personal responsibility for detrimental effects accompanying military campaigns, minimization of civilian casualties, and attribution of blame and dehumanization of one’s foes. The respondents were drawn nationally through a random digit dialing interview system. Partway during this nationwide study the country experienced the Terrorist attack on the World Trade Center and the Pentagon. The Sept. 11 Terrorist strikes raised the level of moral disengagement for the use of military force compared to the pre–strike level. The higher the moral disengagement the stronger the public support for immediate retaliatory strikes against Suspected Terrorist sanctuaries abroad and for aerial bombardment of Iraq.     © 2016 Dr. Karolina PetkovicMicrochip electrophoresis and microchip electrochromatography based miniaturised devices have a potential to revolutionise medical, environmental, agricultural and industrial analytical testings by integrating several chemical and biochemical analysis steps such as: sample preparation, reagent mixing, separation and detection on a single field deployable testing device. In comparison with the traditional, laboratory based analytical testing, this miniaturised i.e. lab-on-a-chip concept, based on point-of-care and a large-scale sample screening, promised to deliver more efficient testing results. With a few exceptions, the lab-on-a-chip devices have had a limited commercial success with the two main reasons identified as: lower level of analytical performance when compared to laboratory based instrumentation and high costs of mass scale production of disposable devices. Traditionally, glass has been the material of choice in fabrication of microchip electrophoresis and microchip electrochromatography based disposable devices. However, the cost of mass scale production of glass based disposable devices is too high to attract a considerable commercial interest. In contrast, plastic based lab-on-a-chip devices manufactured by an already established technology such as injection moulding offer a more commercially attractive alternative. Therefore, this study was focused on improving the analytical performance of plastic based microchip electrophoresis lab-on-a-chip devices in terms of analytical run-to run and device-to-device reproducibility, resolution of electrophoretic separation and limits of detection. Firstly, the study demonstrated a significant improvement in device-to-device electroosmotic flow magnitude (EOF) and analytes’ migration times reproducibility when employing a polyelectrolyte multilayer coating technique on microchannel walls, based on alternating layer of linear polyethylenimine, (PEI) as a cationic layer and poly (acrylic acid) (PAA) as an anionic layer. The RSD % for EOF magnitude variation from device to device has been reduced by an order of magnitude when compared to uncoated microchannels (2.3% versus 27.2%).Median migration times for K, Na and Li ions on coated channels were 11.8s, 14.5s and 16.3s respectively with RSD (%) of 1%, 1.9% and 1.4% for K, Na and Li respectively. Secondly, hydrodynamic dispersion, originated from superimposed back pressure flow on electroosmotic flow, was identified as one of the major sources of low analytical performance of plastic microchip electrophoresis. The back pressure flow, infrequently dealt with in the literature, was found to be inherent to the microchip electrophoresis design and the consequence of the Laplace pressure induced flow between the liquid reservoirs at the end of injection and separation microchannels. This study demonstrated that back pressure flow can be minimised if a low surface tension to viscosity ratio background electrolyte (BGE) was selected. Addition of a higher viscosity and low surface tension additives such as glycerol or agarose not only minimised the back pressure flow through the reduction of the surface tension to viscosity ratio, but also minimised EOF through the reduction of zeta potential and increased viscosity. The final result was the maximised separation transport while minimising the dispersive transport. Consequently, for the first time the detection of sarin, a chemical warfare agent, and ricin, a biological warfare agent, was performed on plastic microchips devices. Sarin was detected in the tap and river water samples, with a good linearity of detection. The limit of detection was estimated to 500ppb. The detection time was less than a minute, about twenty times faster detection in comparison with the standard laboratory based instrumentation such as a gas chromatography-mass spectrometry. The detection time for ricin was several orders of magnitude faster in comparison with a gel capillary electrophoresis instrumentation. Thirdly, the dispersive transport was further minimised by employing Pluronic F-127 as a commercially attractive option for stationary or pseudo-stationary phase while designing portable electrochromatography devices for ions testing. Excellent wettability of polycarbonate, hydrophobic surfaces allowed unpowered, capillary flow microchannel filling. A low surface tension to viscosity ratio eliminated the backpressure driven flow. The low zeta potential on polycarbonate surface eliminated the electroosmotic flow even at low concentrations of F-127 and at low temperatures. Hence, the dispersive transport resulting from combined backpressure and electroosmotic flow was minimized and completely eliminated at high concentrations of F-127 (e.g. 20%). Improved resolution of ions separation is a combined effect of reduced dispersion and increased migration time due to sieving effect of the F-127 at high concentrations and high temperatures (e.g. 25% F127 at room temperature). Finally, the work conducted in this study demonstrated that an integration of the microchip electrophoresis and a contactless conductivity detection method on plastic, injection moulded devices, with implemented methods for minimizing of dispersive transport, can produce analytical results comparable with those obtained from glass microchip electrophoresis devices, with an additional advantage of mass scale manufacturing. These devices can be employed for a rapid environmental screening for residues of chemical and biological warfare agents in the event of a Suspected Terrorist attack. Additionally, they can be used for an efficient screening of water samples for the presence of environmentally critical toxic ions

    The procedure of identification individual and entity in Consolidated United Nation Security Council Sanctions List of Suspected Terrorist Organization, that issued by the UN Security Council are considered not give the real protection for human rights in particular, the fair trial principle. Due to the absence of the pleading/clarification mechanism for the object that affected. The United Nations has sought to improve the procedure of inclusion in the Consolidated United Nations Security Council Sanctions List Of Suspected Terrorist Organizations and Individuals by adopting the due process of law model in the process of identity determination on the list. the amendment of the procedure has not been sufficient to provide human rights protection for individuals subject to the list, because it has not implemented due process of law properly. It proven by the lack of an authorized, free and open judiciary to decide whether a person should be identified the list. Indonesia also issued a list of Suspected Terrorists and Terrorist organizations but the listing procedure only involves the judicial authorities only as a legitimate giver of the list through determination. it is necessary to refine procedures for identity-seeking on the Suspected Terrorist List and Terrorist organizations to conform with the agreement in Amendment to Law no. 15 of 2003, which states that an organization of terrorism can also be established through a court decision Abstrak Prosedur pencantuman identitas pada Consolidated United Nations Security Council Sanctions List o f Suspected Terrorist Organizations and Individual yang dikeluarkan oleh Dewan Keamanan Perserikatan Bangsa-Bangsa (PBB) sampai saat ini dianggap belum melindungi hak asasi manusia (HAM) bagi masyarakat internasional, khususnya prinsip untuk mendapatkan persidangan yang adil ( fair trial ). Hal tersebut karena tidak tersedianya pembelaan/klarifikasi dari objek yang akan dan/atau telah ditetapkan dalam daftar tersebut. PBB telah berupaya memperbaiki prosedur pencantuman identitas pada Consolidated United Nations Security Council Sanctions List o f Suspected Terrorist Organizations and Individual dengan mengadopsi due process of law model dalam proses pencantuman identitas. Perubahan prosedur tersebut sampai saat ini masih belum cukup memberikan perlindungan HAM bagi individu yang menjadi subjek karena belum menerapkan due process of law secara utuh. Hal tersebut dibuktikan dengan masih belum adanya pihak peradilan yang berwenang, bebas, dan terbuka untuk memutuskan apakah sesorang patut dicantumkan identitasnya dalam daftar tersebut. Indonesia juga mengeluarkan Daftar Terduga Teroris dan Organisasi Teroris. Prosedur yang digunakan dalam mencantumkan identitas orang, organisasi, dan/atau korporasi dalam daftar tersebut telah berupaya menghadirkan pihak yudisial, namun prosedur pelibatan pihak yudisial hanya sebatas pemberi legalitas dari daftar melalui penetapan. Perlu dilakukan penyempurnaan prosedur bagi pencatuman identitas dalam Daftar Terduga Teroris dan Organisasi Teroris untuk menyesuaikan dengan kesepakatan dalam Perubahan Undang-Undang Nomor 15 Tahun 2003, yang menyatakan bahwa sebuah organisasi terorisme dapat juga ditetapkan melalui putusan pengadilan agar perlindungan HAM bagi subjek yang telah/akan dicantumkan di daftar dapat terwujud.

    The United States often faces two competing choices when a Terrorist is captured overseas: bring the person back to the United States immediately to face trial, or hold the person in military detention, where prosecutions are difficult and slow-moving. This thesis investigates which policy best allows the United States to reduce the threat posed by a Terrorist captured overseas while maintaining the country’s credibility. Recognizing the principal importance of preserving life and preventing future attacks after the detention of a Suspected Terrorist, this thesis used a policy options analysis method to determine which one of three approaches is best for handling terror suspects captured overseas: law of war detention, two-step intelligence and law enforcement interrogations, or arrest and extradition. The research determined that no single policy best allows the United States to reduce the threat posed by a Terrorist captured overseas, takes into account the need to obtain information about looming attacks, preserves the opportunity for prosecution, and maintains the credibility of the United States.
