    Abstract:

    PURPOSE: To quantify consistency of endothelial cell density (ECD) measurements among Technicians in a single US eye bank operating under typical operating conditions. METHODS: In this retrospective analysis of 51 microscopy Technicians using a semiautomated counting method on 35,067 eyes from July 2007 to May 2015, technician- and date-related marginal ECD effects were calculated using linear regression models. ECD variance was correlated with the number of specular microscopy Technicians. RESULTS: Technician mean ECDs ranged from 2386 ± 431 to 3005 ± 560 cells/mm. Nine Technicians had statistically and clinically significant marginal effects. Annual mean ECDs adjusted for changes in Technicians ranged from 2422 ± 433 to 2644 ± 430 cells/mm. The period of 2007 to 2009 had statistically and clinically significant marginal effects. There was a nonstatistically significant association between the number of Technicians and ECD standard deviation. CONCLUSIONS: There was significant ECD variability associated with specular microscopy Technicians and with the date of measurement. We recommend that eye banks collect data related to laboratory factors that have been shown to influence ECD variability.

    Abstract:

    This report examines the role that Technicians play in innovation. Technicians are workers who possess intermediate skills. Their contribution to innovation - that is, to the development and diffusion of new technologies - is analysed using as a theoretical framework the so-called innovation systems approach. Technicians contribute to innovation in a number of ways, perhaps most notably through contributing to firms' absorptive capacity (that is, firms' capacity to understand and make effective use of new knowledge about products and production processes). The possibility of so-called 'system failures', whereby the set of organisations and institutions involved in vocational education and training fails to supply the skilled technician labour required to complement new technologies, is considered (along with possible solutions).

    Abstract:

    The UK government aims to increase both the number, and also the status, of workers with intermediate-level skills, with a view to creating a ‘modern class of Technicians’ who can help to bolster economic growth and prosperity. This article considers the prospects for such a policy by focusing on one particular, but neglected, group of Technicians, namely those who work in university laboratories and workshops. Data from English universities are used to shed light on the recruitment, training, skills, qualifications and career prospects of Technicians. Factors shaping employer decisions about recruitment and training are examined, in the context of broader human resource management arrangements and the development of a new technician registration scheme.
