Next, a brief review of studies that have used the TOE framework is provided. In this review, an emphasis is placed on noting the type of innovation that is being adopted in each study. Also, the different ways in which the framework has been adapted for various adoption contexts are highlighted. Finally, directions for future research with the TOE framework are described. In spite of this framework’s stability since its initial development, many avenues for evolution and development appear promising.

where is synergy indicated in the norwegian innovation system triple helix relations among Technology Organization and geography
arXiv: Physics and Society, 2011Co-Authors: Oivind Strand, Loet LeydesdorffAbstract:Using information theory and data for all (0.5 million) Norwegian firms, the national and regional innovation systems are decomposed into three subdynamics: (i) economic wealth generation, (ii) technological novelty production, and (iii) government interventions and administrative control. The mutual information in three dimensions can then be used as an indicator of potential synergy, that is, reduction of uncertainty. We aggregate the data at the NUTS3 level for 19 counties, the NUTS2 level for seven regions, and the single NUTS1 level for the nation. Measured as in-between group reduction of uncertainty, 11.7 % of the synergy was found at the regional level, whereas only another 2.7% was added by aggregation at the national level. Using this triple-helix indicator, the counties along the west coast are indicated as more knowledge-based than the metropolitan area of Oslo or the geographical environment of the Technical University in Trondheim. Foreign direct investment seems to have larger knowledge spill-overs in Norway (oil, gas, offshore, chemistry, and marine) than the institutional knowledge infrastructure in established universities. The northern part of the country, which receives large government subsidies, shows a deviant pattern.

In this study, we combine the perspective of regional economics on the interrelationships among Technology, Organization, and territory with the triple-helix model, and offer the mutual information in three dimensions as an indicator of the configuration. When this probabilistic entropy is negative, the configuration reduces the uncertainty that prevails at the systems level. Data about more than a million Dutch companies are used for testing the indicator. The data contain postal codes (geography), sector codes (proxy for Technology), and firm sizes in terms of number of employees (proxy for Organization). The configurations are mapped at three levels: national (NUTS-1), provincial (NUTS-2), and regional (NUTS-3). The levels are cross-tabled with the knowledge-intensive sectors and services. The results suggest that medium-tech sectors contribute to the knowledge base of an economy more than high-tech ones. Knowledge-intensive services have an uncoupling effect, but less so at the high-tech end of these services.

Data about more than a million Dutch companies were used for testing this indicator. This data contain postal codes (geography), sector codes (proxy of Technology), and firm sizes in terms of number of employees (proxy of Organization). The knowledge base is mapped at three levels: national (NUTS-1), provincial (NUTS-2), and regional (NUTS-3). The levels can be cross-tabled with the knowledge-intensive sectors and services. The results suggest that medium-tech sectors contribute to the knowledge base of an economy more than high-tech ones. Journal of Labor Economics, 2010Co-Authors: Luis Garicano, Paul HeatonAbstract:We examine the relationship between information Technology (IT), productivity, and Organization using a new panel data set of police departments that covers 1987–2003. When considered alone, increases in IT are not associated with reductions in crime rates, increases in clearance rates, or other productivity measures, and computing Technology that increases reported crime actually generates the appearance of lower productivity. These results persist across various samples, specifications, and IT measures. IT investments are, however, linked to improved productivity when they are complemented with particular Organizational and management practices, such as those associated with the Compstat program.

LSE Research Online Documents on Economics, 2007Co-Authors: Luis Garicano, Paul HeatonAbstract:We examine how information Technology (IT) contributes to Organizational change, labor demand, and improved productivity in the public sector using a new panel data set of police departments covering 1987-2003. While IT adoption is associated with increased administrative and Organizational complexity and use of more highly educated officers, IT itself does not appear to enhance crimefighting effectiveness. These results are robust to various methods for controlling for agency-level characteristics and the endogeneity of IT use. IT investments do, however, appear to improve police productivity when complemented with particular management practices–in this case, those associated with the Compstat program.
