Territorial Management contracts as a tool to enhance the sustainability of sloping and mountainous olive orchards: Evidence from a case study in Southern Spain

The abandonment of olive production on sloping lands would have adverse economic, social, environmental and cultural effects. To tackle this risk of abandonment and to improve the sustainability of traditional SMOPS, we propose the Territorial Management contracts (TMC) of rural areas. The potential of this instrument to be specifically applied to organic olive production systems on sloping lands is assessed. The paper then summarises the results of a survey of Andalusian farmers in sloping and mountainous areas aimed at identifying key characteristics of the TMC with the potential to enhance its uptake in target farming communities. Results show that farmers are well-disposed towards TMC, and that issues such as flexibility and external advice need to be considered for its successful implementation. From a policy perspective, the instrument is well aligned with the objectives of the last reform of the EU Common Agricultural Policy (CAP).

THE Territorial Management CONTRACTS AS INNOVATIVE NEW GOVERNANCE OF THE TERRITORY IN THE FRAMEWORK OF THE EUROPEAN UNION CLLD PROGRAMME AND ECOSYSTEM SERVICES POLICY

The authors are working in collaboration with a holistic approach at the topic. In this way, the Smart Communities and Smart Territories are the new paradigms in 21th Century to solve the question of the adaptation at the Climate Change and to guarantee, for the future generation, the conservation and promotion of all potentialities of each territory and identity of areas. Until now, they have use a deductive method to analyse and show, in the framework of the Sustainable Development, the Community Led Local Development (EU Programme for CLLD) and Ecosystem Services, the need to move from an emergency Management approach to pre-emptive territory Management. The results of this research have produced the original and autonomous configuration of a new and innovative strategy and governance based on a model that puts in synergy the three aspects of the framework that has been given the name of Territorial Management Contracts (TMC). The TMC, appear a possible shared and democratic model that could to combine the territory risk Management with solutions of development driving and sharing by the local populations. This innovative approach is strictly linked with the targets of the Sustainable Development Goals 2015-2030 and the Europe 2020 (smart, sustainable and inclusive). The authors argue that the TMC model is now sufficiently mature to pass from the processing phase to that of the implementation that in the Payment of the Ecosystem Services (PES) finds a concrete reinforcement of the scientific analysis carried out. Exploring best practices in Territorial Management for rural tourism and agritourism

We need to move from an “emergency Management” to a “preventive Management” that tends to preserve the characteristics and potential of the areas. The paper shows in concrete several examples and schemes of the best practices of Sustainable Management and Promotion of Territory–SMPT which can drive toward a Green Virtuous Territory Circuit necessary to guarantee the fruitful and innovative concrete perspective for the future of Rural Tourism and Agritourism in 21th Century.

The Territorial Management contracts (TMC): a practical tool to reduce the risk in land resources Management and to improve the multifunctionality of agriculture

One of the consequences of such a process will be a reduction in the number of farms and thereby in the defence of territory. The expansion of areas with hydro geological problems is a global matter. During the 2011 the damage caused by disasters around the world cost 380 BILIONS of USD. For the future, it is possible to suppose an increase in extreme events and disasters of hydro geological nature, also because of a reduction in territory protection by agriculture. The objective of this study is to propose an instrument to involve farmers in territory Management, but before that disasters happen. We are looking for an ex-ante solution. In the paper, we propose a potential model, that of Territorial Management Contracts (TMC).
