Antiparasitic drugs made the biggest part with 30 % of the reports, followed by antiinfectives (19 %) and hormones (13 %). Some reactions following their use are specifically discussed. 95 additional enquiries about ADRs of VMPs were received by the Swiss Toxicological Information Centre in Zurich. Most of them concerned dogs or cats and antiparasitics or anti-inflammatory drugs. In the vaccinovigilance program, a total of 1020 reports were received, of which 1000 were related to the vaccination against blue Tongue Disease. The most frequently reported adverse reactions were aborts, mastitis or alterations of milk quality and they are specifically discussed.

One particular case of off-label use and serious skin reactions are presented. For the vaccinovigilance a total of 310 reports were received, with 250 of them related to adverse events following vaccination against blue Tongue Disease. In most cases, aborts and elevated cell count in the milk were reported. A detailed evaluation of these cases is presented. Finally, 305 enquiries were received by the Swiss Toxicological Information Center in Zurich (concerning mostly dogs or cats). Most of the cases concerned either preparations for the nervous system or anti-inflammatory drugs (human medicinal products) or antiparasitics (VMPs).

Structural change in European calf markets: decoupling and the blue Tongue Disease

We explore the simultaneous impacts of agricultural policy reform and the occurrence of an animal health crisis on spatial interdependencies of calf prices of four major European Union markets. The markets are found to be integrated. Price shocks are rapidly absorbed. We find that the member state specific implementations of the 2003 Common Agricultural Policy reforms significantly affected prices of both the national market and of other member states. The blue Tongue Disease further induced structural change. Using counterfactual scenarios, we show that the decoupling of payments from production led to reduced calf prices.

Structural change in European calf markets: Policy decoupling and movement restrictions

ThompsonAbstract:We analyse weekly calf prices from 2003 to 2009 to assess the impact of two important events which changed the structure of European cattle markets. We find the four European calf markets studied to be integrated. The decoupling of farm payments in the framework of the 2003 reforms of the Common Agricultural Policy is found to reduce prices. We ascertain that the outbreak of the Blue Tongue Disease induced a structural change in some of the markets. Using counterfactual scenarios, we provide an indication of the effects resulting from granting member states a high degree of discretion in implementation.

Spatial market integration in the EU beef and veal sector: policy decoupling and export bans

ThompsonAbstract:The 2003 reforms of the Common Agricultural Policy of the Euro-pean Union allowed for discretionary implementation among member states. Discretion was allowed with respect to the timing and the degree of decoupling of policy support. Differences among member states were particularly apparent in the European beef and veal sector. Using weekly data from 2003 to 2009, we assess the consequences of different national implementation strategies of the reforms on market integration for young calves, which are intensively traded in the European Union. Time series properties are analyzed with a range unit-root test after which a multivariate cointegration model is estimated. We find that the calf markets in Germany, France, the Netherlands and Spain are integrated and tightly interrelated as evidenced by both short and long-run price transmis-sion. We also find strong statistical support for the hypothesis that decoupling reduced calf price levels. Additionally, we ascertain that the outbreak of the Blue Tongue Disease induced a structural change in parts of the EU calf mar-ket. Using counterfactual scenarios, we provide an indication of the cost in-volved with granting member states such a high degree of discretion in imple-mentation. We conclude that the national markets studied here belong to a common market.
