    Abstract:

    Nowadays, social networks are an essential part of modern life and they are being adopted as an additional channel for informing people about extreme events and incidents. Emergency agencies actively use the potential of the social networks from the perspective of providing situational and public safety awareness. One of such agencies is the Berlin Police that is the subject of our interest in this paper. They use its Twitter Account to inform Berlin inhabitants about incidents that happen in the city. Also, they provide the Twitter marathons and campaigns to demonstrate how the police work and to motivate users to support the police by posting tweets about incidents if they became witnesses. In this paper, we analyze data from the Twitter Account of the Berlin Police to understand the public safety situation in the city. We provide the analysis of the entire gathered data and data of two police Twitter marathons. Our analysis results show the different views on the public safety situation in the city: distribution of incidents in districts of the city, distribution of different types of incidents, the intensity of the incidents during the day and others.

  • CDS: Collaborative distant supervision for Twitter Account classification

    Abstract:

    Individuals use Twitter for personal communication, whereas businesses, politicians and celebrities use Twitter for branding purposes. Distinguishing Personal from Branding Twitter Accounts is important for Twitter analytics. Existing studies of Twitter Account classification apply classical supervised learning, which requires intensive manual annotation for training. In this paper, we propose CDS (Collaborative Distant Supervision), a novel learning scheme for Twitter Account classification that does not require intensive manual labelling. Twitter Accounts are automatically labelled using heuristics for distant supervision learning. To achieve effective learning from heuristic labels, active learning is applied to identify and correct false positive labels, and semi-supervised learning is applied to further use false negatives missed by labelling heuristics for learning. Extensive experiments on Twitter data showed that CDS achieved high classification accuracy.

    Abstract:

    Film actor James Woods is a conservative Twitter personality who uses the platform to provoke and attack celebrities, politicians, commentators, and news media that express liberal and progressive viewpoints – behavior commonly known on the internet as “trolling.” He also has his own trolls. Two lawsuits that stem from incidents on Twitter involving Woods offer an opportunity to explore the ways in which the medium and the law of defamation affect and are affected by one another. This Article analyzes these two lawsuits in an effort to explore the legal nuances and practical realities of asserting a defamation claim arising in a social media context. Section II discusses the factual bases of the lawsuits, their procedural histories, and their resolutions. Section III explores the merits of the defamation claims in both lawsuits by analyzing the elements of a defamation claim as they apply to the facts of each case. Section IV addresses the unique problems that social media defamation litigants face with respect to anonymity, the public figure doctrine, and the actual malice standard. Section V concludes by offering recommendations relating to the law and litigation process, and remedies for social media defamation claims.

    This Article explores the unprecedented nature of President Trump’s tweets, both during his candidacy and after he assumed the presidency. It focuses on two Accounts President Trump maintains, the official @POTUS Account and his personal @realDonaldTrump Account. The Article examines the ability of the Presidential Records Act to preserve an accurate and fulsome historical record of communications from the president, in light of his use of Twitter in modern day environment. In consequence, the Article evaluates the nature of the differences between the two Accounts and examines the restrictions between the office of the President and the individual. The Article concludes that President Trump’s use of his @realDonaldTrump Account warrants the same consideration under the Presidential Records Act as his @POTUS Account, due to the nature of the communications and the president’s frequent use of it to communicate with the American people. President Trump is acting in his capacity as president when he tweets from his personal Account. The Article urges an interpretation of the Presidential Records Act that addresses the issues raised by the president’s use of Twitter and, if necessary, urges Congress to amend the Presidential Records Act to regulate the President’s use of his personal Twitter Account.
