    Abstract:

    Resilience embodies the personal qualities that enable one to thrive in the face of adversity. A previous Italian study showed that injured workers had a lower level of resilience than non-injured workers. The aim of this paper is to examine the relationship between occupational injuries and psychological resilience. The subjects consisted of 197 drivers from two Finnish Waste Transport companies. As part of a larger questionnaire, they filled in the Connor-Davidson Resilience Scale, which had 25 items. The drivers reported their occupational injuries during the last three years. The drivers with occupational injuries had a higher score (average 69.3) on the Connor-Davidson Resilience Scale than the drivers without injuries (67.7). According to Student’s t-test, the difference between the groups was highly significant (t = 40.44, df = 196, p < 0.001). The result of this study was contradictory to the earlier Italian study. One explanation may be that the Italian study had been done in a traumatic context with seriously injured patients. The Waste Transport drivers were rather young and fit males, who had suffered only minor injuries.

    Abstract:

    Background Improving resilience in Waste Transport is essential for the successful management of operations despite the changes and disruptions that take place during the working day. Waste transfers are an example of work in which unpredictable events occasionally occur, and workers need to make quick decisions on how to operate in order to perform all their work in the given time. Being prepared for disruptions and changes helps workers react and continue working without causing extra delays, and this preparedness increases their safety, health and well-being. Methods The outcome of the study is a tool for workplaces. This tool was developed after gathering and analysing data from participating companies by present state analysis. Participants also answered a questionnaire on undesired events and Waste Transport workers’ reactions to sudden changes and outcomes. Results The significance of management for safety in a Waste Transport worker’s everyday work seems substantial. The tool created for improving the safety of Waste Transport workers requires managers of Waste Transport companies to present safety issues monthly. These monthly brief information packages include questions to activate Waste Transport workers to think about, for example, how to handle excessively heavy Waste cans, or guidance on working in high temperatures. Conclusions The importance of safety is appreciated by both foremen and workers. However, the need to perform one’s job in a given time may often surpass safety requirements. This is why safety issues need to be regularly addressed and practically communicated to workers. This tool for directly addressing safety issues on a monthly basis among a particular occupational group was created in order to improve workers’ safety.

  • Uncertainty and measurement error in welfare models for risk changes

    Abstract Most welfare models of environmental or mortality risk reductions assume that risks are exogenously determined and known with certainty. However, a growing body of research suggests that uncertainty about risks can affect choices over risky prospects. I present a decision-weighted random-utility model that decomposes welfare losses into those attributable to an increase in the deterministic component of risk and those attributable to uncertainty about risk. I apply the model to an illustrative dataset of subjects' perceived mortality risk and willingness to accept the risk of nuclear-Waste Transport. I estimate the model using Lewbel's (2000) strictly exogenous regressor approach to account for endogeneity bias and measurement error. Subjects display aversion to both risk and uncertainty about the risk of a Transport accident, so that increases in either leads to social-welfare losses. Roughly 12% of the external cost of nuclear-Waste Transport is attributable to the public's uncertainty about Transport risk.

    Abstract:

    Although ambiguity has received ample attention in the theoretical expected-utility literature, measures of ambiguity are rare. Here, I present a framework for eliciting and estimating risk and ambiguity simultaneously using a risk ladder. The model, based on a variant of the induced-distribution approach of Hill, Perry, and Willis (2007, Estimating Knightian uncertainty with survival probability questions on the HRS, unpublished paper, University of Michigan), allows me to estimate risk and ambiguity jointly and derive the correlation between the two. The approach allows for heterogeneity and measurement error in the perceived risk distribution. I apply the model to data from a survey of perceived mortality risk from Transporting radioactive Waste to the proposed Yucca Mountain facility. The data suggest that the public perceives Transport risk well in excess of that estimated by the U.S. Department of Energy. Moreover, the perceived risks are highly ambiguous. The success (and cost) of Transport plans may hinge on planners' ability to reassure and educate the public about the true risks of Transport.

    Abstract:

    Few theoretically-consistent empirical models addressing the relationship between ambiguity, risk, and preferences for health and safety exist. To fill this gap, we propose a theoretical non-expected-utility model (NEUM) that is relatively easy to estimate using an interval-data model. The NEUM we develop hinges upon two sources of variability, one over risk and the other over ambiguity about the risk. Using data from a survey of Nevada residents concerning risks from nuclear-Waste Transport, we provide individual-specific welfare estimate for a risk increase. Our findings suggest that negative externalities from nuclear-Waste Transport perceived risks and ambiguity may be substantial.
