    Master's thesis in Risk Management and Societal SafetyThe Northern Sea Route is an area that is prone to Wicked Problems. Wicked Problems are Problems that are not predefined, nor do they have a single solution. They are Problems that exist due to the opinions and wants of the stakeholders in the problem complex. The first part of Future Risk Scenarios of the Northern Sea Route revolves around operationalizing Wicked Problems into something analysable. As the Problems are subjective, they are non-quantifiable, non-linear, non-delineated Problems. One can therefore not use ontic quantities to reduce their epistemic uncertainty. In contrast one can use discrete models that reduce epistemic uncertainty in other ways models such as the general morphological analysis approach. Following this methodology, the thesis constructs a conceptual space containing the main dimensions that influence the Northern Sea Route, and the corresponding conditions it can take on. Through the process of cross-assessment of the criterion of whether different dimensions’ conditions can coexist. The criterion of pairwise coexistence is constrained by logical, empirical, and normative assessments. Which leaves an interactive inference model in which one can investigate scenarios and scenario clusters that can realistically occur. By using this interactive inference model, the thesis identifies East/West Relations, Global Environmental Politics, and Technical and Navigational Requirements as the most pivotal dimensions for the formation of sates of affairs. The interplay between the connections in these parameters clearly forms distinct opposing scenario clusters for possible futures. The following discussion therefore delves into how the empirics of these dimensions and contends why they exclude or include specific scenario clusters. Concluding that East/West Relations determine the stability of the Northern Sea Route for stakeholders, whilst Technical and Navigational Requirements and Global Environmental Politics include and exclude stakeholders on a basis of sociotechnical and local environmental safety concerns. Effectively identifying relations, technology, and environmental politics as the strategic areas to target to shape the future of the Northern Sea Route

    Abstract:

    Design Science is the process of solving ‘Wicked Problems’ through designing, developing, instantiating, and evaluating novel solutions (Hevner, March, Park and Ram, 2004). Wicked Problems are described as agent finitude in combination with problem complexity and normative constraint (Farrell and Hooker, 2013). In Information Systems Design Science, determining that Problems are ‘Wicked’ differentiates Design Science research from Solutions Engineering (Winter, 2008) and is a necessary part of proving the relevance to Information Systems Design Science research (Hevner, 2007; Iivari, 2007). Problem complexity is characterised as many problem components with nested, dependent and co-dependent relationships interacting through multiple feedback and feed-forward loops. Farrell and Hooker (2013) specifically state for Wicked Problems “it will often be impossible to disentangle the consequences of specific actions from those of other co-occurring interactions”. This paper discusses the application of an Enterprise Information Architecture modelling technique to disentangle the Wicked problem complexity for one case. It proposes that such a modelling technique can be applied to other Wicked Problems and can lay the foundations for proving relevancy to DSR, provide solution pathways for artefact development, and aid to substantiate those elements required to produce Design Theory.

    Well-managed legume-based food systems are uniquely positioned to curtail the existential challenge posed by climate change through the significant contribution that legumes can make toward limiting Green House Gas (GHG) emissions. This potential is enabled by the specific functional attributes offered only by legumes, which deliver multiple co-benefits through improved ecosystem functions, including reduced farmland biodiversity loss, and better human-health and -nutrition provisioning. These three critical societal challenges are referred to collectively here as the “climate-biodiversity-nutrition nexus.” Despite the unparalleled potential of the provisions offered by legumes, this diverse crop group remains characterized as underutilized throughout Europe, and in many regions world-wide. This commentary highlights that integrated, diverse, legume-based, regenerative agricultural practices should be allied with more-concerted action on ex-farm gate factors at appropriate bioregional scales. Also, that this can be achieved whilst optimizing production, safeguarding food-security, and minimizing additional land-use requirements. To help avoid forfeiting the benefits of legume cultivation for system function, a specific and practical methodological and decision-aid framework is offered. This is based upon the identification and management of sustainable-development indicators for legume-based value chains, to help manage the key facilitative capacities and dependencies. Solving the Wicked Problems of the climate-biodiversity-nutrition nexus demands complex solutions and multiple benefits and this legume-focus must be allied with more-concerted policy action, including improved facilitation of the catalytic provisions provided by collaborative capacity builders—to ensure that the knowledge networks are established, that there is unhindered information flow, and that new transformative value-chain capacities and business models are established

    Abstract:

    Among students receiving behavioral health and special education services, racial/ethnic minority students are consistently overrepresented in settings separate from general classrooms. Once separated, many young people struggle to improve academically and face significant difficulty upon trying to return to a general education setting. Given the complex, ongoing, and multifaceted nature of this challenge, racial/ethnic disproportionality can be identified as a "Wicked problem," for which solutions are not easily identified. Here, we describe our community-engaged research efforts, eliciting perspectives from relevant partners in an ongoing dialogue, to better integrate diverse stakeholders' perspectives when attempting to address such disparities. We conducted focus groups and qualitative interviews with members of three stakeholder groups: community-serving organizations, individuals with lived experience of behavioral health conditions, and state-level policymakers, with a shared interest in addressing racial and ethnic disparities. Participant responses illustrated the "Wickedness" of this problem and highlighted the need for additional supports for students, families, and school personnel, increased collaboration across relevant systems and agencies, and reduced barriers related to funding. Overall, this methodology bridged differing perspectives to develop, in concert with our partners, a shared language of the problem and a core set of issues to consider when seeking to effect change.
