    Abstract:

    This paper examined what role Adult Education Programmes could play in addressing the issue of poverty among people with special needs. The paper looked at Adult Education as a field of study that incorporates everybody in the society the poor, rich, people with special needs and those without, the young and old are all catered for by various Adult Education Programmes with the intention of reducing poverty to the barest minimum among not only the people with special needs but among every community member. Adult Education in this paper is thus seen as a tool for empowerment that will free people from their poverty ridden situation. Irrespective of the needs of people with special needs they must be loved, accommodated and catered for within the enclave of the society in which they live. They are not to be sympathized but be empowered and this can be done through the various Programmes of Adult Education. The paper suggests that poverty can be minimized among people with special needs through distribution of resources and power .It also concludes that poverty reduction strategies must be embarked upon for the almost neglected people with special needs and opportunities should be made available to such people through floating various Programmes of Adult Education which emphasize the values of democracy where everybody works side by side in order to create a dynamic and caring community for people of all ages and varied abilities.   • Benchmark for Partnership in Human and Material Resources Provision for Adult Education Programmes in the South-East Zone of Nigeria

    Abstract:

    Partnership is an approach used for effective human and material resources provision among agencies and partners based on democratic principles of understanding in pursuit of a common goal. Adult Education Programmes are provided by the government, Non-governmental Organisations (NGOs) and donor agencies. Yet Adult Education seems to suffer from a dearth of human and material resources due to a loose partnership framework among government NGOs and donor agencies. Hence the need to provide a benchmark for partnership among government, NGOs and donor agencies in the provision of human and material resources. Adopting a descriptive survey research design, the instrument was administered to 3202 subjects consisting of sixty-two proprietors of NGOs Adult Education centres, five directors of state agencies of mass literacy Adult and Non-formal Education, fifteen coordinators of donor agencies and 3120 Adult Education instructors. The data was presented using frequencies, percentages, means, standard derivations and analysis of variance (ANOVA). The study revealed that NGOs have to submit quarterly the record of their staff strength to state agencies for mass literacy Adult and non-formal Education for resource planning and that development of materials in multi-language can be achieved through collaborated efforts of stakeholders. Thus, the study recommended, among others, that state agencies for mass literacy, Adult and non-formal Education, NGOs and donor agencies should cooperate to organize conferences for capacity development and instructors and development material in multi-language for Adult learners.

  • Financial and Decision Making Partnership in the Administration of Adult Education in the South East Zone of Nigeria

    Abstract:

    This study was designed to investigate into financial and decision making  partnership among the government, NGOs, and donor agencies for effective administration of Adult Education Programmes in the South East zone of Nigeria. Two research questions and two hypotheses stated to guide the study. The study used a descriptive survey research design. The population of the study was 3202 subjects. The simple random sample technique was used to select 394 respondents made up of 62 proprietors of Adult Education centres, five directors of state agencies for mass Education, 15 coordinators of the state donor agencies and 312 instructors of Adult Education in the five states of the study. Questionnaire was used for data collection. The instrument was validated by experts and its overall reliability coefficient was 0.91. The data were analyzed using mean scores, ANOVA and post-hoc test. The findings include that there was need to consult NGOs and donor agencies in problem identification in decision making process of Adult Education Programmes. Respondents agreed that government should sponsor instructors from NGOs Adult Education centres on regular training and extend financial subsidy to them in order to reduce the fees paid by learners. Based on the findings, it was recommended among others that state agencies for mass Education, NGOs and donor agencies should be involved in the problem identification and cooperate in policy implementation in Adult Education.

    The study investigated the impact of information and communication on effective co-ordination of Adult Education Programmes in the South East zone of Nigeria. Two research questions and two hypotheses guided the study. The study adopted a descriptive survey while the population of the study was 3202 subjects. It included 5 states directors of Agencies of Adult and non-formal Education, 62 proprietors of Non-governmental Organizations (NGOs), 15 coordinators of donor agencies and 3120 instructors of Adult Education. The sample for the study was 394 subjects. The sample comprised 312 instructors composed through purposive sampling technique while 5 states directors of Agencies of Adult and non-formal Education, 62 proprietors of Non-governmental Organizations (NGOs), 15 coordinators of donor agencies were all used due to their manageable size. The instrument for data collection was a questionnaire while the data collected were analysed using mean score for the research questions and Analysis of Variance (ANOVA) for the hypotheses. The findings included that information flow approaches have impact on coordination of Adult Education Programmes as negative information flow are frequently used in the coordination of Adult Education Programmes in the area, and that communication approaches determine effective coordination of Adult Education Programmes in the South East zone of Nigeria. Four recommendations were proffered for proper coordination of Adult Education Programmes.

The purposes of the study were to ascertain forms of partnership among the government, NGOs and donor agencies in decision making process, financial provision, human resources provision and management, material resources provision, monitoring and supervision of Adult Education Programmes in the South East-geo-political zone. Five research questions were posed and five hypotheses were stated to guide the study. The study was a descriptive survey research design. The simple random sample technique was used for sample composition. The sample of the study consisted of 394 respondents made up of 62 proprietors of Adult Education centres, five directors of state agencies for mass Education, 15 coordinators of the state donor agencies and 312 instructors of Adult Education in the five states of the study. Questionnaire for Developing Benchmark for Effective Partnership in the Administration of Adult Education Programmes (QDBEAAEP) was the main instrument used for data collection. The instrument was validated by experts and its reliability coefficient was 0.91. The data were analyzed using mean scores to answer the five research questions while the ANOVA and post-hoc test were used to test the five hypotheses formulated. The data analyses revealed among others that there is need to consult non-governmental organizations and donor agencies in problem identification in decision making process of Adult Education Programmes. There was an agreement among respondents that government should sponsor instructors from NGos Adult Education centres on regular training and extend financial subsidy to NGOs Adult Education centres in order to reduce the fees paid by learners. Adult Education centres managed by NGOs should submit quarterly the records of their staff strength to NMEC for planning purposes, among others.     This article begins with a discussion of the implications of CONFINTEA VI having been organised in Brazil – the author uses the term “Brazilian effect” – and the role of social movements challenging neoliberalism. Next, drawing from the experience of Latin America, this paper analyses the counter-hegemonic practice of the new social movements. The concluding section highlights the dilemmas faced by UNESCO in trying to create a democratic and efficient process of policy-making and institutional service in Adult Education in the nation-states. Furthermore, the proposal of popular Education portrayed by the new social movements is described as a tool for empowerment. CONFINTEA VI’s recommendation of moving from rhetoric to action in Adult Education Programmes, practices and policies demands that we take the agendas of the new social movements in the post-neoliberalism era seriously. Im Schlussteil wird darauf eingegangen, in welchen Dilemmata die UNESCO steckt, wenn sie versucht, einen demokratischen und effizienten Prozess für Politikgestaltung und institutionelle Dienstleistungen der Erwachsenenbildung in den Nationalstaaten zu initiieren.   • ANALYSIS OF THE IMPLEMENTATION OF Adult Education POLICY IN SOKOTO STATE

    Abstract:

    This paper is an analysis of the implementation of Adult Education policy in Sokoto State, it focused mainly on finding out the effort of the Sokoto state government on the implementation of the Adult Education Policy/Programme with particular reference to funding, provision of instructional materials, staff welfare and problems encountered in the process of implementing Adult Education policy/programme in Sokoto State. The findings revealed that the Sokoto state government has made commendable efforts in providing transportation to the State Agency for Mass Education, for the monitoring and supervision of Adult Education Programmes in the state. The paper also found that in the area of funding, provision of instructional materials, furniture, staff welfare and training, more effort is needed. It also revealed that the implementation of Adult Education programme in Sokoto state is faced with numerous problems such as inadequate funding and lack of instructional materials. The paper recommends among other things that adequate fund and instructional materials should be provided by the government.
