The diversity of Air Navigation service providers in Europe allows comparison of thirty-six European systems from 2002 to 2009. The bootstrapped data envelopment analysis framework adopted assumes a multifaceted output function with both physical and policy inputs. Air Navigation services in Europe are undergoing a process of consolidation and technological changes known as the Single European Sky initiative. The ultimate aim is to shift the industry from a paradigm based on national borders, to one where operational efficiency is the goal. One of the key components of the movement toward this is the notion of functional Airspace blocks (FABs) whereby blocks of Airspace are combined as a precursory to total unification of the system. To study the effects that those changes might have on the economic efficiency of the system, a data envelopment analysis framework is used. Although these FABs are not yet deployed, it is possible to simulate, ceteris paribus, how these different systems would have ranked in terms of economic efficiency by using data for each individual Air Navigation service provider.

This research focusses on the link between the performance of ANSPs and their ownership form. Economic theory suggests that effort to achieve cost efficiency will be higher in the case of public companies with a board of stakeholders composed of Airspace users and in the case of private companies with-stakeholders that are also shareholders. A stochastic frontier analysis estimation of the production and cost functions of 37 European Air Navigation service providers over nine years suggests that the public-private ownership form with stakeholder involvement achieves statistically significantly higher productive and cost efficient en-route levels compared to either a government corporation or a state agency. We also find substantial levels of inefficiency across the European Air traffic control market.

We investigate incentives for Air Navigation service providers through the development of a high level economic model. This allows us to assess impacts at a strategic level and derive high-level results. The economic model provides insight into the mechanisms through which regulation can drive Air traffic management performance improvements, as well as its limitations. Our model fits within the traditional theory of regulation often applied to public monopolies, originally developed by Laffont & Tirole. We complement theoretical derivations with a numerical illustration. We quantify the identified effects for a single, representative ANSP in Europe.

Regulatory changes involving other parts of the Air transportation supply chain have globally been the subject of far less dramatic changes, and indeed some elements are still largely publicly owned monopolies. There have, however, been gradual reforms to the ways in which are traffic control and Navigation services are being provided. A diversity of models has gradually emerged, ranging from traditional state ownership, through a variety of corporatized structures, to regulated private companies. While many of these new institutional forms are still at a relatively early stage in their history and development, there is still scope, using fAirly well-established managerial economic approaches, to assess the implications of their structures. The analysis is based on a multi-dimensional performance matrix (e.g., including safety and financial considerations) and embraces a diversity of institutional models from around the world (e.g., a public/privatize partnership in the UK, a non-share corporation in Canada and Switzerland, and state owned in France and the US).

Over the past 15 years this challenge has led to the development of a broad approach to ATFM known as collaborative decision making (CDM). A set of CDM principles has evolved to guide the development of specific tools that support ATFM resource allocation. However, these principles have not been extended to cover the problem of providing strategic advice to an ANSP in the initial planning stages of traffic management initiatives. This paper describes a mechanism in which competing Airlines provide consensus advice to an ANSP by means of a voting mechanism. The mechanism is based on the recently developed majority judgment voting procedure.
