    A Traffic Control system, called areawide real-time Traffic Control (ARTC), that addresses frequent occurrences of congestion and provides areawide Traffic progression is presented. The signal Controllers in ARTC are interconnected through a computer network. By exchanging Traffic flow information among the signal Controllers, ARTC provides a new concept in areawide Traffic Control. With a global view of the Traffic in the area, ARTC anticipates congestion. Simulation results of the ARTC prototype Control algorithm over a linear road topology are also presented, and the results show significant improvement over an optimized fixed time Control. The signal Controllers and the computer network are designed to support the real-time communication requirements and a sufficient level of fault tolerance. >

Specific chapters include introduction, summary of available and emerging Traffic Control system technology, Control concepts for urban and suburban streets (Traffic Control parameters, descriptions of Traffic Control concepts and their application), a brief summary of Control and management concepts for freeways, Traffic detectors, local Controller operation, Traffic Control system architectures, a brief summary of Traffic Control system communications, traveler information systems, the processes required for selection of a system, design and implementation, and systems management. The Handbook concludes with a discussion of intelligent transportation systems (ITS) plans and programs. The Handbook recommends decision-making processes in selection, implementation and operations of a Traffic Control system and describes ITS plans and programs. The "Traffic Control Systems Handbook": serves as a basic reference in planning, designing and implementing effective Traffic Control systems; provides an updated compendium of existing Traffic Control technology for the advanced designer and user; describes existing and evolving Traffic Control system technology; and aids understanding and facilitates training in the Traffic Control system field. The Handbook targets: administrators; Traffic engineers; transportation planners; and students. In addition to summarizing the state-of-the-practice, chapters include "A Look to the Future" section where appropriate. In this way, the material separates proven technology from systems and elements currently under development.
