    Abstract:

    The effect of dampness on sick building syndrome (SBS) symptoms has not been fully investigated in Japan. The purpose of this study is to elucidate the possible effects of dampness on SBS symptoms among residents in Japanese public Apartment Houses. A questionnaire was used to investigate the degree of dampness in public Apartment Houses in Asahikawa, Japan, and its effect on SBS symptoms, involving 480 residents in 64 buildings. Dampness indicators were as follows: condensation on the windowpanes, condensation on the walls and/or closets, visible mold in the bathrooms, visible mold on the walls, window frames, and/or closet, moldy odor, slow drying of the wet towels in bathrooms, water leakage, and bad drainage in bathrooms. All dampness indicators except for visible mold in bathrooms had significantly higher odds ratios (ORs) for all or any SBS symptoms after adjustment. The dampness index, the number of positive dampness indicators, was significantly related to all SBS symptoms after adjustment. There are serious problems relating to dampness in Japanese public housing, which affects the health of residents. There is a need to educate the residents about the relationship between dampness and SBS, and building problems should be rectified.

    Abstract:

    Abstract Although Korea has as large a housing stock as other developed countries hold, it has striven to focus on growth-oriented policies by creating new housing units rather than maintaining or rehabilitating existing ones, which has resulted in a few efforts to develop policies to maintain and rehabilitate existing Apartment Houses. In early 1990, there was a huge construction of 2 million units of Apartment housing in the areas around Seoul, such as Bundang and Ilsan. At this point of time when it has been nearly 20 years since the enormous construction, loan programs that enable the existing multiple dwellings to be maintained for sustainable usage are expected to receive much attention. In this study, the loan programs of New York City and Tokyo Metropolis to maintain multiple dwellings were analyzed as a model for Korean loan programs to support the maintenance of Apartment Houses, and based on the results of analysis, the directions of organizing the domestic loan programs to maintenance Apartment Houses were presented. The results are summarized as follows: First, along with the housing finance policies executed previously in New York and Tokyo, the Korean environment to maintenance Apartment Houses and policies for maintenance were examined. Then, the necessity for and imperfection of the policies of Korea to support the maintenance of Apartment Houses were identified. Second, the targets, benefits, qualification for application and conditions for benefits of the loan programs of New York and Tokyo for maintaining multiple dwellings were researched in order to find the basic framework of the loan programs. Last, based on the framework of the loan programs of New York and Tokyo, the directions of loan programs and measures to foster housing funds for maintaining Apartment Houses for Korea were proposed.

    Abstract:

    Korea owns vast amount of Apartment Houses no less than those of world prominent countries, but did not pay enough efforts to maintain existing Apartment Houses and develop policies to reuse them due to growth driven policy of housing supply like construction of new Houses. Korea constructed tremendous amount of Houses in short period through government led forced house supplying policy, and resulted in excess Houses such that present house supply rate happened to be reaching 110%. However, recently there are growing demand of change in housing policy due to social environmental changes like low birth rate and aging of society etc and nationals` demand for improvement of residential quality. When such social changes are demanded and 80% of Apartment Houses in Korea are less than 20 years old, renovations and remodeling of Apartment Houses are anticipated to emerge as important matter. In particular, the Apartment Houses in Seoul and the 1st generation new cities like Bundang and Ilsan etc have passed considerable period of time after construction and require safety measure, it is quite impending to raise engineers for the maintenance of existing Apartment Houses. Therefore, in this paper, direction for the raising of maintenance engineers in Korea was proposed through analysis of relevant qualification system for the Apartment Houses maintenance engineers in the U.S.

    Abstract Seoul has vast stocks of Apartment Houses no less than ultra-large cities of the world, but has not made efforts enough for the development of policies to maintain and recycle existing Apartment Houses by having growth-oriented housing policy like construction of new Apartment Houses rather than utilizing or re-using existing Houses so far. When it has been about 20 years since the Apartments in Seoul or the first group of new cities, such as Bundang, Ilsan, etc. were built, requiring remodeling and renovation, loan programs are anticipated to emerge as an important issue for maintenance of the quality, safe utilization and inducement of maintenance of existing Houses. This study aims to propose direction for the establishment of Apartment house loan programs in Korea by analyzing the Apartment Houses maintenance loan programs in New York as a model for establishing the Apartment house maintenance loan program systems in Korea, and obtained the following results: First, through a survey analysis of the Apartment house maintenance environment and housing financing policy of the U.S. and New York city, directions for establishing policies of the Apartment house maintenance environment and maintenance policy of Korea were examined. Through the examination, the validity and deficiency of the Apartment house maintenance of Korea were identified. Second, through a survey of the subjects, preference contents, application qualifications, and preference conditions of the Apartment house maintenance loan programs in New York, the framework of the loan programs of New York was reviewed. Third, based on the framework of the loan programs of New York, a financing plan for the activation of Apartment house maintenance was proposed along with the directions of the loan programs in Korea.

  • Radon concentration in conventional and new energy efficient multi-storey Apartment Houses: results of survey in four Russian cities

    Abstract:

    During last decades, energy saving in new buildings became relevant within the energy efficiency strategies in various countries. Such energy efficient building characteristics as air tightening and low ventilation can compromise indoor air quality, in particular, increase radon concentration. In Russia, a significant part of the new buildings is the energy efficient multi-storey Apartment Houses. The aim of this study is to assess the significance of possible radon concentration increase in new energy efficient buildings in comparison with typical conventional multi-storey Houses of previous periods. Radon surveys were conducted in Russian cities Ekaterinburg, Chelyabinsk, Saint-Petersburg and Krasnodar. The radon measurements were carried out in 478 flats using CR-39 nuclear track detectors. Energy efficiency index (EEI) was assigned to each house. All buildings were divided into six main categories. The smallest average radon concentration was observed in panel and brick Houses built according to standard projects of 1970–1990 (four-city average 21 Bq/m^3). The highest average radon concentration and EEI were observed in new energy efficient buildings (49 Bq/m^3). The trend of radon increase in buildings ranked with high EEI index is observed in all cities. The potential increase of radiation exposure in energy-efficient buildings should be analyzed taking into account the principles of radiological protection.

  • Improvement of the Korean Design Criteria on Wall-To-Wall Junctions to Prevent Condensation in Apartment Houses

    Abstract:

    Maintaining a proper temperature and humidity in a living space is very important for the health and comfort of Apartment residents. Poor residential thermal conditions are recognized as a potential risk to the overall physical health. Thus, building development criteria that maintain an indoor environment separate from the outside environment have been continuously strengthened. However, this has not been the case in Korea, with regards to design criteria for the prevention of indoor condensation. In Korea, condensation occurs indoors frequently, during the winter season. When the outside temperature is low during the winter, a high indoor temperature and humidity would affect the indoor building materials and cause condensation. This study investigated and analyzed the indoor temperature and humidity during winter—when there is a significant difference in the outdoor and indoor temperatures—and conducted a survey on the residents’ lifestyles. Construction design criteria were found to be different from those of the past, and possible causes of changes in temperature and humidity were examined. We intended to establish enhanced design criteria that would prevent indoor condensation, by comparing our results to that of a study conducted in 2003.
