    The Midwest Geological Sequestration Consortium, one of seven US Department of Energy Regional Sequestration Partnerships, began a large‐scale injection of 1000 tonnes (metric tons) per day of carbon dioxide (CO 2 ) at the Archer Daniels Midland (ADM) facility in Decatur, Illinois, in November 2011. This project is also known as the Illinois Basin – Decatur Project (IBDP). Trimeric Corporation had process engineering design responsibility for the compression and dehydration facility that is used to take atmospheric pressure CO 2 from the ADM ethanol fermentation process and deliver dehydrated, supercritical CO 2 to the injection well. An overview of the project design basis and the requirements that led to the selected process design is presented. An explanation of the equipment selection process is provided. An overall system design review including the multistage centrifugal blower, reciprocating compressors, triethylene‐glycol dehydration system, multistage centrifugal pump, and the pipeline is presented. Lessons learned during commissioning, startup, and operations are discussed. Future project concerns are discussed.

    In January 1991, Terrance Wilson and Barrie Cox, two top-level officers of the large U.S. agribusiness firm Archer Daniels Midland Company, flew to Europe to meet with representatives of the three largest European manufacturers of citric acid. The two men were unlikely companions. Wilson was a Corporate Vice President and the President of ADM’s big corn products division. He had joined ADM decades before, straight from the U.S. Marine Corps, and had worked his way up from near the bottom of the corporate ladder to be only one step removed from the giant company’s powerful chairman, Dwayne O. Andreas. Although Wilson lacked a college education, his fierce loyalty to the Chairman and dogged pursuit of ADM’s interests had yielded him a position of power and responsibility in ADM unmatched by all but three other officers.

    Two top executives of the giant U.S. agribusiness firm Archer Daniels Midland flew from the company’s headquarters in Decatur, Illinois to Tokyo, Japan in April 1992. Terrance Wilson, President of the sprawling corn-products division of ADM, disliked long flights because he reacted badly to the effects of jet lag, but he was epitome of the loyal manager and this trip could make tens of millions of dollars for his company if everything went according to plan. Along with Wilson was a brash new ADM vice president, Mark Whitacre, who headed up ADM’s new Bioproducts Division. Whitacre was a quickly rising star at ADM. With his Ph.D. in nutritional biochemistry from prestigious Cornell University, he was well equipped to handle the technical side of the high-tech bioproducts business. The product the two men were concerned about was lysine, an essential amino acid that speeds up the formation of lean meat on farm animals. After getting his Ph.D., Whitacre had worked for the German company Degussa that was the world’s biggest maker of amino acids, and it was there that Whitacre had discovered he had a flair for salesmanship. It was this rare combination of talents that prompted ADM to depart from company practice and hire him away from Degussa rather than promote from within.

    Both market structure and corporate practices of Archer Daniels Midland fostered the implementation of the largest price-fixing conspiracies seen in modern times. The overcharges imposed on U.S. buyers of lysine and citric acid during 1994-1995 by ADM and its co-conspirators amounted to at least $250 million, and the total amount of public penalties, private damages, and legal costs exceeds $740 million. Perpetrators of price-fixing now face monetary exposures that are five times the amount of the harm caused to buyers. These events have spurred renewed attention by U.S. antitrust authorities in prosecuting international cartels.

    Abstract The Midwest Geological Sequestration Consortium, Schlumberger Carbon Services, and Archer Daniels Midland has implemented a comprehensive communications plan at the Illinois Basin–Decatur Project (IBDP), a one million metric tonne Carbon Capture and Storage project in Decatur, IL, USA funded by the U.S. Department of Energy’s National Energy Technology Laboratory. The IBDP Communication Plan includes consortium information, funding and disclaimer citations, description of target audiences, media communications guidelines, paper and presentations guidelines, site visit information, crisis communication, on-site photography regulations, and other components. The creation, development, and implementation processes for the IBDP Communication Plan (the Plan) are shared in this paper. New communications challenges, such as how to address add-on research requests, data sharing and management, scope increase, and contract agreements have arisen since the Plan was completed in January 2009, resulting in development of new policies and procedures by project management. Integrating communications planning, risk assessment, and project management ensured that consistent, factual information was developed and incorporated into project planning, and constitutes the basis of public communications. Successful integration has allowed the IBDP to benefit from early identification and mitigation of the potential project risks, which allows more time to effectively deal with unknown and unidentified risks that may arise. Project risks and risks associated with public perception can be managed through careful planning and integration of communication strategies into project management and risk mitigation.

    Abstract The development of the Illinois Basin-Decatur USA test site for a 1 million tonne injection of CO 2 into the Mount Simon Sandstone saline reservoir beginning in 2011 has been a multiphase process requiring a wide array of personnel and resources that began in 2003. The process of regional characterization took two years as part of a Phase I effort focused on the entire Illinois Basin, located in Illinois, Indiana, and Kentucky, USA. Seeking the cooperation of an industrial source of CO 2 and site selection within the Basin took place during Phase II while most of the concurrent research emphasis was on a set of small-scale tests of Enhanced Oil Recovery (EOR) and CO 2 injection into a coal seam. Phase III began the commitment to the 1 million-tonne test site development through the collaboration of the Archer Daniels Midland Company (ADM) who is providing a site, the CO 2 , and developing a compression facility, of Schlumberger Carbon Services who is providing expertise for operations, drilling, geophysics, risk assessment, and reservoir modelling, and of the Illinois State Geological Survey (ISGS) whose geologists and engineers lead the Midwest Geological Sequestration Consortium (MGSC). Communications and outreach has been a collaborative effort of ADM, ISGS and Schlumberger Carbon Services. The Consortium is one of the seven Regional Carbon Sequestration Partnerships, a carbon sequestration research program supported by the National Energy Technology Laboratory of the U.S. Department of Energy.

    The Midwest Geological Sequestration Consortium (MGSC) has partnered with Archer Daniels Midland Company (ADM) and Schlumberger Carbon Services to conduct a large-volume, saline reservoir storage project at ADM’s agricultural products processing complex in Decatur, Illinois. The Development Phase project, named the Illinois Basin Decatur Project (IBDP) involves the injection of 1 million tonnes of carbon dioxide (CO2) into a deep saline formation of the Illinois Basin over a three-year period. This report focuses on objectives, execution, and lessons learned/unanticipated results from the site development (relating specifically to surface equipment), operations, and the site closure plan.

    The Illinois Basin – Decatur Project (IBDP) is being carried out by the Midwest Geological Sequestration Consortium (MGSC), led by the Illinois State Geological Survey (ISGS) at the University of Illinois. The MGSC is one of the US Department of Energy's Regional Carbon Sequestration Partnerships designed to evaluate the safety and effectiveness of geological storage of carbon dioxide (CO2) as a mitigation tool to address global climate change. The MGSC team includes the ISGS, Schlumberger Carbon Services, and the Archer Daniels Midland Company (ADM) of Decatur, Illinois. ADM operates an agricultural product processing facility in Decatur, Illinois, at which 1 million tonnes of carbon dioxide (CO2) derived from the production of fuel ethanol is captured and injected into a deep saline reservoir, the Mount Simon Sandstone, at a rate of 1000 tonnes/day. Injection began in November 2011 and is scheduled for completion in November 2014. The site was selected after extensive geological screening work throughout the Illinois Basin. The lower third of the Mount Simon Sandstone contains bedload fluvial deposits with excellent reservoir quality; capacity, injectivity, and containment are meeting expectations. The IBDP incorporates extensive subsurface and surface monitoring, which integrates the injection well, a deep monitoring well, a geophysical monitoring well, and numerous shallow groundwater wells and surface monitoring sites. Multiple disciplines in geology, reservoir engineering, geophysics, outreach and education, reservoir modeling, hydrology, geochemistry, basin analysis, seismology, data management, chemical engineering, facilities construction, and field operations have combined to make IBDP a viable project.
