    Social media has skyrocketed to popularity in the past few years. The Arab Spring in 2011 as well as the 2008 and 2012 Obama campaigns have fueled interest in how social media might affect CitizensParticipation in civic and political life. In response, researchers have produced 36 studies assessing the relationship between social media use and Participation in civic and political life. This manuscript presents the results of a meta-analysis of research on social media use and Participation. Overall, the metadata demonstrate a positive relationship between social media use and Participation. More than 80% of coefficients are positive. However, questions remain about whether the relationship is causal and transformative. Only half of the coefficients were statistically significant. Studies using panel data are less likely to report positive and statistically significant coefficients between social media use and Participation, compared to cross-sectional surveys.     Abstract:

    Studies that provide insight into citizen Participation in public services delivery protests in Africa are very few. The paper discusses Citizens Participation in public service delivery protests in the Sedibeng district municipality of South Africa. The municipality consists of three local municipalities namely Lesedi, Emfuleni and Midvaal. The sampling procedure was carefully designed, taking into account the spatial distribution of the population in the Sedibeng District Municipality and the three local municipalities. A structured sample of 1,000 respondents was used for the study. Descriptive and inferential statistics approaches were used in the analysis. Overall, the average level of satisfaction with public service delivery is quite low. There are highly significant differences in the mean ranking of satisfaction with public service delivery by age of protesters in respect of water supply, electricity provision and solid waste removal. Also, there are highly significant differences in the mean ranking of satisfaction with public service delivery by district for all service categories. There is a clear link between perception of municipal governance and Participation in street protests. It is important for public service delivery in Sedibeng Municipality to improve so that Citizens public confidence could rise. Municipal authorities need to explore more avenues for public consultation especially given the cultural impediment that Citizens have regarding challenging leaders in public. Prompt action needs to be taken to address development challenges identified by residents as envisioned in the objectives of civic engagement in municipal planning. It is important to improve municipal governance which the protesters are particularly concerned about. Service delivery suggestions made at ward meetings should be provided by the municipality. These include those of improved roads, crime fighting and job creation are also essential to any effort to improve service delivery in Sedibeng municipality. It is also important for politicians to refrain from making empty promises or creating unrealistic expectations. Public services are a key determinant of quality of life that is not measured in per capita income. They are also an important element of any poverty reduction strategy. Improving public service delivery is one of the biggest challenges confronting local administration in Africa. Findings – Overall, the average level of satisfaction with public service delivery is quite low. Service delivery protest participants opine that doing so is the only way of getting things done in the municipality. The overwhelming opinion of respondents is that the councillors are unresponsive. Practical implications – Public service delivery in Sedibeng municipality must improve so that Citizens' confidence in municipal governance can rise. Sedibeng municipality should urgently improve the socio-economic conditions in the communities and should prioritise crime prevention, job creation and development for young people. Health care delivery is important to long-term residents. Government should ensure that all allegations of corruption and maladministration are speedily and transparently dealt with, without fear or favour. Originality/value – Studies that provide insight into citizen Participation in public services delivery protests in Africa are very few and so this study makes an important contribution to our understanding of this important field.

    Abstract:

    This paper is interested in the decline of congressional voting in urban China. Classic studies in comparative politics long argue that with economic development, countries would experience increased level of political Participation. Employing the 1993 Social Mobility and Social Change Survey and 2002 Asian Barometer Survey, I found congressional voting in urban China declined substantially in the past decade. With the analyses of the Probit Model and Generalized Linear Model, I contributed this decline to the disappearance of sociopolitical institutions that used to serve critical conduits for CitizensParticipation. I argue that although economic development produces more resources to encourage Participation, overall political Participation actually declines in urban China and the public opts to withdraw from politics.

    Abstract Purpose: To examine the role of power in interactive policymaking settings. Design/Methodology/Approach: A literature study is combined with four case studies relating to citizen Participation in natural resource management and rural development in the Netherlands. Findings: Many of the identified problems and dilemmas of interactive policymaking and Citizens' Participation can be traced back to a lack of clarity about the role of government and power in the context of interactive policymaking. Reflection on the literature reveals that the notion of power is not well integrated in dominant conceptualizations and normative theories about Participation. Empirical observations suggest that this results in a vacuum whereby participants, on the one hand, do not feel that they are really participating and, on the other, experience a lack of direction that runs counter to their perceptions about the role and responsibility of government.
