  • Prediction Model of Civil Aviation Incidents Based on Grey Neural Network

    Abstract:

    The corresponding safety measures were made to prevent Civil Aviation accidents through analysis and forecasts of Civil Aviation incidents to grasp the trend of development of Civil Aviation incidents.Based on the grey prediction model,the ways to apply neural network to the forecasting practice were presented,and the characteristics of Civil Aviation incidents were analyzed.The serial grey neural network combination prediction model of Civil Aviation incidents was advanced.Firstly,the grey method was applied to weaken the fluctuations in data sequence,and then the model was built taking advantage of the ability of processing non-linear information of neural network.The gray prediction model,neural network model and the gray neural network model were tested according to the data about Civil Aviation incidents in the recent decade.The numbers of Civil Aviation incidents for the next three years were predicted.The Matlab software was used for simulating,and the prediction accuracy and characteristics of the three methods were analyzed and compared.The results show that the accuracy of the grey neural network prediction model is higher than that of the single grey prediction model or neural network model.The grey neural network prediction model requires less samples,involves only simple calculations,and can be realized easily.

    Following the classical theory of industrial organization analysis,from market concentration,product differentiation and barriers to entry,and combined with the characteristics of China's Civil Aviation industry,this paper has made a more comprehensive analysis.Our country's Civil Aviation market concentration downtrend increasingly strengthened after 2006;Aviation service product differentiation in unceasing enhancement;domestic Aviation policy barriers to entry have been relaxed.Overall,our country Civil Aviation market structure is basically the oligopolistic type II.

    To solve the inflexibility of business function extension and the difficulties of system optimization and maintenance due to centralized and tightly coupled architecture in Civil Aviation information system,a multi-tier distributed system architecture of reservation system which is one of the core systems in Civil Aviation is designed based on.NET Framework,and the servers which are atomical,portable and extended easily is accomplished with WCF,the business components and data access are packaged by WCF.Implementation of the system on a local network without cost of network communications suggest it is feasible that Civil Aviation reservation system is reformed based on.NET Framework and WCF,and it can be extended to other Civil Aviation information systems.

Therefore, this paper analysis the media, events, information flow, capital flow in Civil Aviation e-government, according to the different application environment to establish the framework, and then combined with the Civil Aviation operation characteristics to construct a integrated Aviation e-government information interaction application platform based on SOA. This platform using XML, component technology, Web service technology and workflow technology, Civil Aviation B2B scheme to analysis the goal of Civil Aviation e-government, design the whole system framework, and discusses the realization and main technology of Civil Aviation e-government system furtherly.

    Abstract:

    With the deeper construction of Civil Aviation informatization, the development and construction of the new system of Civil Aviation E-government in modern information society and Civil Aviation, will meet the development needs of Civil Aviation and economic society in post-industrial era. This paper studies based on the status of Civil Aviation government and the design principle of performance indicator, use analytic hierarchy process, and puts forward a performance indicator include 35 index, such as degree of government affairs information digitization etc. Then we calculate the weight and the normalized processing by using yaahp5.0 software, and give a comprehensive evaluation plan at last. The evaluation result of Civil Aviation E-government has positive and effective simulative effect to improve Civil Aviation E-government affairs system efficiency.

    Abstract:

    The Civil Aviation transportation industry is dynamic and open. Its internal operation and external environment factors are constantly changing. These changes can result in safety risks, which could trigger unsafe events. Adopting scientific and effective methods in advance to carry out change risk management and effective risk control measures is significant in the prevention of unsafe events after the implementation of a change. The problems and deficiencies in change risk management in Civil Aviation service providers were analyzed. The object and content of change risk management in Civil Aviation service providers were proposed based on the operational content and main risks of Civil Aviation service providers. There were 6 types and 30 typical changes, covering typical safety related changes for Civil Aviation service providers. The process and method of change risk management in Civil Aviation were established according to the operational characteristics and practical work of Civil Aviation service providers, which included system and job analysis, hazard identification, risk assessment, risk control and continuous risk monitoring. Finally, an airline using an A320 to fly into Airport A was used as an example, and change risk management was implemented into the Flight Operation Department. This example demonstrated that the proposed method was successful.

    Abstract:

    Maintaining and improving safety has always been the most important thing for Civil Aviation. Safety investment is an important material guarantee and basis for Civil Aviation safety. Insufficient investment in safety and irrational structure of safety investment are the causes of accidents in Civil Aviation. A review of recent research articles related to safety investment was presented and the research status, achievements, existing problems and development prospects were introduced. The construction method of safety investment index system, the cost-benefit analysis of safety investment, and the safety investment decision-making methods were summarized. A framework was proposed to establish a safety investment index system, conduct of cost-benefit analysis, and to assist in the quantitative decision-making of Civil Aviation safety investment.
