The courses are intended to provide students with fundamental skills for continuing with graduate-level Education or to provide supplementary Education for students with prior undergraduate technical degrees who wish to become more specialized in software assurance. Previous volumes of this project are Volume I: Master of Software Assurance Reference Curriculum, Volume II: Undergraduate Course Outlines, and Volume III: Software Assurance Course Syllabi.

State subsidies are apparently motivated in part by the perceived benefits of having a more educated workforce. The paper extends the migration model of Kennan and Walker (2011) to analyze how geographical variation in College Education subsidies affects the migration decisions of College graduates. The model is estimated using NLSY data, and used to quantify the sensitivity of migration and College enrollment decisions to differences in expected net lifetime income, focusing on how cross-State differences in public College financing affect the Educational composition of the labor force. Our estimates imply that increasing College attainment from the level of the state at the 25th percentile of the Education distribution to that of the state at the 75th percentile would decrease cumulative mortality for cohorts in our sample by 8 to 10 percent relative to the mean. Most of the reduction in mortality is from deaths due to cancer and heart disease. We also explore potential mechanisms, including differential earnings and health insurance.

National Bureau of Economic Research, 2010Co-Authors: Ofer Malamud, Abigail WozniakAbstract:We examine whether higher Education is a causal determinant of geographic mobility using variation in College attainment induced by draft-avoidance behavior during the Vietnam War. We use national and state-level induction risk to identify both Educational attainment and veteran status among cohorts of affected men observed in the 1980 Census. Our 2SLS estimates imply that the additional years of higher Education significantly increased the likelihood that affected men resided outside their birth states later in life. Most estimates suggest a causal impact of higher Education on migration that is larger in magnitude but not significantly different from OLS. Our large reduced-form estimates for the effect of induction risk on out-of-state migration also imply that the Vietnam War led to substantial geographic churning in the national labor market. We conclude that the causal impact of College completion on subsequent mobility is large and provide evidence on a range of mechanisms that may be responsible for the relationship between College Education and mobility.

2006Co-Authors: Ofer Malamud, Abigail WozniakAbstract:Decades of empirical evidence, as well as casual observation, reveal that College- educated workers are more likely than others to make lasting, long-distance moves. However, little is known about the role of College itself in determining geographic mobility. Unobservable characteristics related to selection into College might also drive the relationship between College Education and geographic mobility. Using two major data sets, we show that selection alone does not explain the relationship. We first use rich data from the NLSY 1979 to show that over half the mobility advantage of male College graduates is robust to controlling for ability and family characteristics that are typically unobservable in large data sets, while the mobility advantage of College attenders is not. Using 5% samples from the 1980 and 1990 U.S. Censuses, we provide instrumental variables estimates of the impact of College Education on the probability of a long-distance move. We use cohort-level variation in College attendance and completion arising from draft avoidance behavior among men at risk for conscription into the Armed Forces during the Vietnam conflict to identify the causal effect of College. We find that College completion, but not College attendance, increases the probability of a long-distance move for the marginal College graduate significantly. Our preferred estimates imply that graduation increases the probability that a man resides outside his birth state by about 40%. (JEL: J61, J24, I23)
