Research Policy, 2010Co-Authors: Yonghong WuAbstract:This empirical study focuses on NSF's Experimental Program to Stimulate Competitive Research (EPSCoR) and its effect on a state's share of federal academic science and engineering (S&E) support to higher education institutions. Based on a panel of 50 states in period 1979-2006, the statistical results suggest that EPSCoR may have enhanced Research capacity and Competitiveness of EPSCoR states as reflected in a significant and positive effect of state's tenure in the program. The small effect of EPSCoR indicates that enhanced and more innovative efforts are needed in order to effectively tackle undue concentration of federal S&E support.

Journal of Policy Analysis and Management, 2009Co-Authors: Yonghong WuAbstract:This cross-state empirical study focuses on the National Science Foundation's (NSF) Experimental Program to Stimulate Competitive Research (EPSCoR) and examines its impact on the academic Research and development (R&D) expenditures financed by state governments. Based on a panel of 50 states during 1979-2006, the empirical results indicate that EPSCoR, while increasing federal R&D support to EPSCoR states, crowded out financial support for academic Research from the governments of EPSCoR states. About one-third of EPSCoR funds went to subsidize state budgets. The crowd-out effect calls for some reconsideration of EPSCoR program design in order to maintain or even increase the state government financial support for academic Research activities deemed critical to academic Competitiveness and economic prospects. © 2009 by the Association for Public Policy Analysis and Management.

The EU's ability to facilitate innovation by strengthening its Research capacities is central to achieving this goal. Some of the practical initiatives under this innovation policy determined at the Lisbon Summit integrate Research capacities already existing in individual states through pan-European participation in collaborative projects in science and technology. The EU is financing a number of formal pre-Competitive networking programmes aiming at a better deployment of existing national Research capacities via their inclusion in joint Research initiatives. Although there is a general consensus that increasing levels of collaboration amongst Researchers produce better results, the issue of Research networking and of related Research outcomes continues to generate debate with a wide variety of views on what roles such programmes play and their general implications for Research and scientific performance. This paper explores whether such formal networking programmes contribute to facilitating innovation in the European Research Area (ERA) by enabling Science & Technology (S&T) participants to achieve anticipated Research outcomes from their involvement in such programmes.

peer review and over Competitive Research funding fostering mainstream opinion to monopoly
Scientometrics, 2011Co-Authors: Hui FangAbstract:The aim of peer review is to separate the wheat from the chaff for publication and Research funding. In the excessive competition, this mechanism would only select the wheat of mainstream. Up to now, almost all discussions on the consequence of the short-comings of peer review are limited to qualitatively description. I propose a model of "peer-group-assessed-grant-based-funding-system" combined with tenure system and over-Competitive Research funding review process. It is the first on the quantitatively investigation which dramatizes the current short-comings of the process. My simulation shows that it takes about two or three generations of Researchers for the mainstream of a complicated Research topic obtaining monopoly supremacy, with only the aid of the mechanism the model described. Based on the computation results, suggestions are proposed to avoid loss of self-correction capability on popularity determined single Research direction which could be wrong on very complicated Research topics.

Report on findings from the industry and government co-sponsored workshop on pre-Competitive Research in the basic science of commercial light sources

WaymouthAbstract:An industry and government co-sponsored workshop to develop strategies for pre-Competitive Research in the basic sciences of commercial light sources to achieve major breakthroughs in light source performance and efficiency was held in March 1995. Qualified Researchers in the basic sciences related to light source technologies were brought together with world-wide experts now working in light source Research to discuss, plan and prioritize the sustained Research programs needed to achieve the major breakthrough. This paper highlights the findings and subsequent preCompetitive Research plans that have been developed by the sponsors group during 1995. The outcome of the workshop is expected to lead in 1996 and future years to multiple sourcing of funds for the targeted Research from both private industries as well as from interested government agencies.

An industry and government co-sponsored workshop to develop strategies for pre-Competitive Research in the basic sciences of commercial light sources to achieve major breakthroughs in light source performance and efficiency was held in March 1995. Qualified Researchers in the basic sciences related to light source technologies were brought together with world-wide experts now working in light source Research to discuss, plan and prioritize the sustained Research programs needed to achieve the major breakthrough. The goals were to: (1) educate participants from the basic Research community in the current state of the art in light source technology and Research; (2) provide a vehicle for participants to explore both single focused as well as interdisciplinary Research programs that would provide the basis for the breakthroughs; (3) jointly establish specific programs and priorities for collaborative effort.
