    Abstract:

    Union membership has undergone a dramatic decline and some have hailed the internet as a means for Unions to reverse their membership declines. This study examines the usability of Union websites. The content of Union websites has been analyzed, but the usefulness of that content, and the overall usability of the websites, has not been assessed. In order for Unions to fully utilize the internet and realize the potential benefits of cyberspace usage, they must provide websites that users find easy to use and that provide useful content. This study employs Hassan and Li’s (2005) benchmarking approach in order to evaluate usability and content usefulness of Union websites. Hassan and Li’s (2005) framework assesses screen appearance, media use, interactivity, accessibility, navigation, consistency, and content usefulness. This framework was applied to the websites of four U.S. Unions: a Craft Union, a service sector Union, a manufacturing sector Union, and a public sector Union. The results indicated that some Unions may be missing up to one-third of the criteria deemed important by experts in the area of usability

    Introduction Certain U.S. railroad workers have exposures to diesel exhaust, welding fumes, herbicides, ballast (silica) and asbestos dust, creosote, solvents and fuels, heavy equipment vibration, and weather extremes. We hypothesize that these workers are at elevated mortality risk for chronic pulmonary and kidney disease, neurological ailments, as well as cancers of the respiratory and digestive tracts, prostate cancer, and lymphatic cancers. Methods The names of Craft Union railroad workers were submitted to the U.S. National Death Index for the years 1979 to 2014. When a match was found for name, gender, social security number, and date of birth, these persons were reported and their underlying cause of death was organized into groups according to their ICD code. Using Union membership data from 1996–the midpoint of the follow-up period–we calculated standardized mortality ratios (SMRs) and 95% confidence intervals for 11,190 deceased males, aged 18 to 64. Results Compared to the U.S. males, these Unionized railroad workers have an all cause SMR of 1.63. Parkinson9s and Alzheimer9s diseases show elevated SMRs of 3.09 and 7.15, respectively; hypertensive and atherosclerotic heart disease show elevated SMRs of 2.11; chronic respiratory disease (including COPD) has a SMR of 1.89 (95% CI: 1.66 to 2.13); kidney disease has a SMR of 2.50 (95% CI: 1.99 to 3.01); and transportation accidental deaths have a SMR of 3.27 (95% CI: 3.08 to 3.46). All cancers show a SMR of 1.79. Stomach, bladder, colo-rectal cancers and leukemia have an approximate risk of 2.0; liver cancer has a SMR of 2.36 (95% CI: 1.95 to 2.78); pancreatic cancer produced a SMR of 2.17 (95% CI: 1.84 to 2.50); lung cancer has a SMR of 1.82 (95% CI: 1.71 to 1.94); prostate cancer produced a SMR of 1.93 (95% CI: 1.52 to 2.34); and bladder cancer has a SMR of 1.95 (95% CI: 1.35 to 2.55). Discussion With an SMR of 3.27, the risk among these Unionized rail workers from transportation accidents is consistent with daily work around heavy rolling equipment. Elevated risks for kidney, heart, neurological diseases, and COPD are consistent with dust or hydrocarbon exposures from ballast and other hazardous exposures. Our findings suggest that the increased SMR for all neoplasms is likely based on elevated risks for cancers of the bladder, pancreas, prostate, liver, and lung.

    Abstract:

    This research paper is historical international comparative study on skill formation, focusing on apprenticeship history among Germany, the UK, the US, and Japan. Moreover, this paper also aims that our these analysis provides some important insights into current literature concerning of four each country’s characteristics about human resource management system (HRM) and industrial relation (IR) system, which can be characterized these system as the UK and the US are “job based HRM”, Germany is “occupation based HRM” or strong Occupational Labor Market (OLM)”, and Japan is “membership based HRM” or strong “Internal labor market (ILM)” in addition to explaining the reason for both Japan and Germany are “high skill equilibria” and the UK and the US are “low skill equilibria”.According to Thelen (2004)’s informative article “How Institution Evolve”, characteristics about evolving pattern of apprenticeship in each country are as follows.Firstly, Thelen sets perspective at cross-national and longitudinal dimension on apprenticeship system from the end of nineteenth century, in traditional artisanal sector, where skill development system in which master trains apprentice were dominant, however, apprenticeship system has been involved and become skilled workers in skill dependent industry such as metal and machinery industry since industrialization has developed.Secondly, at that time when apprenticeship has changed, we must view whether the interaction between state, employer and Union beside as important actors are confrontational, or corporative.Thirdly, from the view point of the interaction above, both Germany and Japan could resolve “collective action problem” in respective way, which means firm’s underinvestment for training because of poaching. That is why Germany as well Japan can be counted as “high skill equilibria”. But it should be noted there is difference between two countries, while Germany is called “collectivism” in which there are corporatism in social solidarity among state, employer, and Union, Japan is called “segmentalism”, in which training cost is shared within individual firm in corporative way.Fourthly, on the other hand, the UK and the US could not resolve “collective action problem”. Thelen summarized this point as follows: In the US, as in the UK, Craft Unions emerging among skilled workers in key trades, which meant that apprenticeship would be substantially contested across the class divide.As in the UK, in the US, there were battles between employers and Craft Union at the end of nineteenth century. This is reason why both countries are counted as “low skill equilibria”.Fifthly, when we put firm’s strategy of each four countries in comparative perspective, whereas in Germany, metalworking firms at century’s end were concerned to certify skills, in the UK to reassert managerial control, and in Japan to dampen labor mobility in the US the goal was above all to rationalize production and reduce dependence on skilled labor altogether through technological change, product standardizations”.Lastly, it is not sufficient to describe the connection between each four country’s characteristics about apprenticeship history and HRM, so the future direction of this study will be go on to an even more detailed examination of the connection under current non-Union situation
