    Of the diverse factors motivating Technological Change, one factor that has received increasing attention in the recent past has been the protection of intellectual property rights. Given fairly recent Changes in the international policy ethos where a regime of stronger intellectual property protection has become a fait accompli for most developing countries, it is of some significance to ask whether more stringent protection of intellectual property does indeed encourage innovation. And this is the question which this paper examines, utilising cross-country panel data on R&D investment, patent protection and other country-specific characteristics spanning the period 1981-1990. The evidence unambiguously indicates the significance of intellectual property rights as incentives for spurring innovation.

    Abstract:

    Abstract We propose a fully nonparametric framework to test to what extent Technological Change is factor-biased and heterogeneous. We show in a Monte Carlo simulation that our framework resolves the endogeneity issue between productivity and input choice and provides accurate estimates of firm-specific biases. For all Belgian manufacturing industries analyzed, we reject the predominant assumption of Hicks-neutral Technological Change over the period 1996–2015. We find that Technological Change is skill-biased, capital saving and domestic materials using. Moreover, we find significant heterogeneity in the pattern of Technological Change between and within industries. Relying on a rich dataset of firm characteristics, we provide robust indications that firm-level Technological Change can be attributed to specific firm strategies and Technological characteristics.

    Localized Technological Change and efficiency wages across European regional labour markets, Regional Studies. Internal labour markets and industrial relations in Continental Europe are characterized by substantial rigidity of employed labour engendered by the tight conditions of regional labour markets. This rigidity affects both the rate and the direction of Technological Change. The increase of wages induces the localized introduction of biased Technological Change with clear effects on productivity levels. The empirical evidence across a sample of European regions confirms the significant role of the Changes in wages both on the increase of the output elasticity of labour and on multifactor productivity.

    Abstract:

    Technological Change is far from neutral. The empirical analysis of the rate and direction of Technological Change in a significant sample of 12 major OECD countries in the years 1970–2003 confirms the strong bias of new technologies. The paper implements a novel methodology to identify and disentangle the effects of the direction of Technological Change upon total factor productivity (TFP) and shows how the introduction of new and biased technologies affects the actual levels of TFP according to the relative local endowments. The empirical evidence confirms that the introduction of biased technologies enhances TFP when its direction matches the characteristics of local factor markets so that locally abundant inputs become more productive. When the direction of Technological Change favours the intensive use of production factors that are locally scarce, the actual increase of TFP is reduced.

    Technological Change is far from neutral. The empirical analysis of the rate and direction of Technological Change in a significant sample of 10 OECD countries in the years 1971-2001 confirms the strong bias of new technologies. The introduction of new and biased technologies affects the actual levels of total factor productivity when it matches the characteristics of local factor markets so that locally abundant inputs become more productive. In turn the matching between the bias of Technological Change and the relative abundance of production factors can be considered as the result of a path dependent process where the quality of the local knowledge infrastructure plays a central role in shaping the direction.

    Abstract This paper presents a Kaleckian growth model that incorporates endogenous Technological Change. The model endogenously determines the rate of capacity utilization, the rate of economic growth, income distribution, and the employment rate in addition to Technological Change. The paper shows that whether or not an increase in the relative bargaining power of workers raises the long-run equilibrium unemployment rate depends on which regime is realized in the long-run equilibrium. If, for example, the long-run equilibrium corresponds to the wage-led growth regime, a rise in the relative bargaining power of workers leads to a decline in the unemployment rate. This result is never obtained from the mainstream NAIRU model.
