    Abstract:

    A recent large sample study of project delivery in the United States (U.S.) concluded that more integrated teams led both directly and indirectly to more successful construction projects. Concurrent with this U.S. study, construction projects in Spain were surveyed using the same data collection questionnaire. While the sample size of participating projects in Spain was not as large as the U.S. and targeted only Design-Bid-Build (DBB) deliveries, there were notable differences in the levels of team integration between the two data sets. Comparable DBB projects in Spain had significantly fewer team members participating in high-quality, multidisciplinary interactions than their U.S. counterparts. However, they relied on greater use of qualifications and experience in selection. DBB projects from the U.S. and Spain data sets are compared, with respect to their use, and proportion, of the team participating in: design charrettes, joint goal-setting, building information modeling (BIM) and construction phase co-location. To further explore these differences, we also examine how DBB delivery is implemented in the U.S. and Spain. While it was discovered that Spanish DBB projects did use some tools to increase team integration, the findings of this comparison suggest that the Spanish industry could improve team integration by: (1) incorporating earlier construction team involvement; (2) promoting cost transparency with open book construction contracts that transition to a lump sum near the completion of the project, and (3) encouraging the designer and contractors to use BIM throughout the project.

  • An Empirical Comparison of Cost Growth between Highway Design-Bid-Build and Design-Build Projects by Project Size

    The design-build (D-B) project delivery has been increasingly used in the highway construction industry because of its documented benefits. Many studies have shown the superior performance of D-B projects when compared to traditional Design-Bid-Build (D-B-B) projects. However, there is a lack of an empirical comparison of project performance between D-B and D-B-B projects. This study analyzed cost performance of 2,766 D-B-B and 210 D-B highway projects from five state Departments of Transportation (DOT), including Florida, Indiana, Ohio, Oregon, and Utah DOT. These projects were classified into five categories in cost: $2 million to $10 million; $10 million to $20 million; $20 million to $50 million; $50 million to $100 million; and over $100 million. The result of the statistical analysis shows that D-B projects statistically performed better than D-B-B projects regarding cost growth for project size from $10 million to $20 million, $20 million to $50 million, but not for project size from $50 million to $100 million. Likewise, there is no statistical significance of cost growth between D-B-B and D-B projects for the project size between $2 million and $10 million and the project size over $100 million. The study is, however, limited in sample size to project sizes from $50 million to $100 million and greater than $100 million. Further research should be conducted to validate the findings. State transportation agency officials can use these results to support their decisions when selecting D-B delivery.

    State departments of transportation (DOTs) have typically used low-bid procurement to deliver design–bid–build (DBB) highway projects. Although low-bid procurement has provided predictable results for state DOTs, it does not always result in the best performance during and after construction. Thus, state DOTs are increasingly using alternative methods such as best-value procurement to ensure project quality and enhance project performance. In essence, best-value procurement incorporates price with other factors to achieve specific project goals. Compared with low-bid procurement, best-value procurement offers several advantages that can include opportunities to improve project quality, promote innovation, and enhance project performance.     AbstractOwners of water/wastewater facilities can choose from several project delivery methods, including the traditional Design-Bid-Build method or an alternative design-build method. When choosing a project delivery method, the owner should consider both the project goals as well as the performance of different project delivery methods. Detailed data on project delivery performance allow owners to match project goals, such as time savings, with project delivery methods. Detailed data on project delivery performance do not currently exist for the water/wastewater sector. Through a survey of water/wastewater facility owners, data were collected on 31 design-build projects and sixty-nine Design-Bid-Build projects.     AbstractIn an economy with an unsure market and scarce work for construction projects, public owners across the United States, especially universities, are using alternative project delivery methods to complete their projects within cost and schedule. As an alternate delivery method to Design-Bid-Build (DBB), public universities across the United States are beginning to use design-build (DB) to construct their facilities. In order to analyze and compare DB and DBB projects, this study used 77 building projects built by planning and construction divisions of United States public universities. Statistical tests were conducted to determine if metrics related to cost, schedule, and change orders were significantly different from each other in these two types of projects. In the DBB method, the contractors build the project according to the detailed design and specifications prepared by the engineers. Using the DBB method, the quality of design has an impact on the construction performance. To date, only a few studies have measured the effect of design cost on the project performance of the road projects. In order to determine the impact of design cost on construction cost and schedule performance, this paper analyzes a sample of 47 Clark County public road projects of Nevada and 17 road projects of the Texas Department of Transportation (TxDOT).     Abstract:

    Some study show that the performance of DBB projects depend upon the quality of the design. If errors are minimized during the design phase, then, construction costs are reduced and schedule growth are minimized. Therefore it is necessary that owners focus more on the project’s design phase in order to improve the construction project performance. Based on prior research, this study hypothesizes that there are relationships between design costs and construction project performance of DBB public projects. Data was collected and analyzed regarding design cost, construction award cost, final construction cost, and construction duration of a set of DBB public projects. The analysis showed that the design cost was significantly correlated with construction cost growth and schedule growth of the public projects under evaluation. In addition, the design cost was found to have a significant correlation with the final construction cost. Using, a regression model developed to predict the final construction cost of a road project, and also using the design cost as an input variable, the R-square value of this model was found to be 58.7%. This result indicates that when design costs are higher, project construction performance is better.

When making a decision between a traditional Design-Bid-Build delivery and an integrated project delivery such as design-build, the agency should consider potential cost savings, time savings, and quality improvements. To maximize the success of design-build projects, transportation agencies need to pay attention to several aspects of this system, including initial steps like contract procurement. Similar military buildings were used to identify two samples of projects delivered with each of the two delivery methods. These projects provide a meaningful comparison because they include buildings of the same typology (i.e., U.S. Navy Bachelor Enlisted Quarters) delivered using similar design models. Project duration, project duration per bed, project time growth, cost growth and cost per bed were statistically compared. Upon completion of the analysis, the hypothesis that design/build projects are superior to design/bid/build projects in regards to time and cost was tested. Design/build projects were proven superior in performance in almost every measure. Other findings, including recommendations to practitioners and researchers, will be provided as well.

In 1990, FHWA introduced Special Experimental Project Number 14 (SEP-14) to encourage state agencies to use more efficient alternative methods for delivering projects. As of 2002, approximately 140 SEP-14 projects have been built according to the design-build (DB) delivery method.     This study compares and analyzes the relationship of design-build (DB) and Design-Bid-Build (DBB) project delivery methods with performance metrics of large highway projects (>$50 million). Project performance is measured in cost, schedule, and change orders on these two types of highway projects. This study also investigates associations between project characteristics (input variables) and project performance (output variables) of large highway projects. The performance comparison methodology used here is derived from work done on a Texas Department of Transportation study of the State Highway 130 Project. The study results show that the construction speed and project delivery speed per lane mile (or lane kilometer) of DB projects were significantly faster than that of DBB projects for this sample. The study also showed that out of 21 inputs analyzed, 14 inputs have statistically significant associations with one or more outputs of these projects.

    Use of the design-build project delivery method by state agencies for transportation projects is increasing each year. This study reviews how states use geotechnical information in solicitation documents and contracts for design-build highway projects. The report examines current practices regarding the allocation of geotechnical risk and the level of geotechnical information provided with bid documents, the scope of geotechnical information required after contract award, geotechnical-related performance testing during construction, and contract provisions related to geotechnical design and construction. Information used in this study was gathered through a literature review, a survey of state departments of transportation (DOTs), analysis of design-build policy guidelines and solicitation documents from state DOTs, and interviews with design-build contractors. The report also provides case studies on legal and engineering geotechnical issues.
