Journal of Management Information Systems, 2000Co-Authors: James Y L Thong, Cheesing Yap, Kinlee SeahAbstract:Our existing knowledge of business process reengineering (BPR) is mainly derived from the experiences of private sector organizations, which have fundamentally different characteristics from public organizations. This paper represents a first step in understanding how BPR may be different in public organizations. Drawing on the public administration literature, it examines the differences between public and private organizations and their implications for BPR. Following that, it examines the BPR experience of a large public organization through an intensive case study. The case analysis shows that while there are similarities in the BPR experiences of public and private organizations, there are also notable differences. In this specific case, there were social and political pressures to reengineer, press publicity to promote BPR, a reengineering team comprised mainly of neutral staff, performance benchmarks adapted from the private sector, high-level approval for redesigned processes, and a pilot site implementation to secure further funding. It concludes with lessons learned for implementing BPR in public organizations.

The methodology employs hardware/software codesign techniques according to an 'a priori' partition of the tasks assigned to the selected components. This feature makes it possible to tackle the control system prototyping as one of the design stages. In our case, the platform considered for prototyping has been a Development Board containing a standard microcontroller and an FPGA. Experimental results from an actual control application validate the efficiency of this methodology.

This paper examines the implementation of CRM at the Housing and Development Board (HDB) in Singapore. The CRM architecture (comprising operational CRM, collaborative CRM and analytical CRM) deployed at HDB reflects a holistic approach to CRM implementation that integrates three key perspectives of CRM, namely, the business, technology and customer perspectives. Drawing from the case study, we present a holistic framework for CRM that binds information technologies with business processes for the delivery of high service quality.

In this paper, we examine data warehousing at the Housing and Development Board (HDB), which is responsible for providing affordable, high-quality public housing to Singapore citizens. The HDB embarked on building a data warehouse because access to the diverse and large amount of data in its operational systems, was becoming increasingly cumbersome and time consuming. By building a data warehouse, the HDB aims to facilitate users' access to corporate information for planning and decision making. The experiences and lessons learned from building a data warehouse at HDB are discussed.
