    Abstract:

    Relatively little study has been performed on knowledge management and knowledge transfer in the Public sector, and even less in the developing countries. This paper investigates the relationship between Organizational elements and the performance of knowledge transfer. Five main independent variables were identified – Organizational culture, Organizational structure, technology, people/human resources and political directives – and these were tested against creation of knowledge assets and knowledge transfer performance using the Spearman rank test. Tacit and explicit knowledge were also tested against knowledge transfer performance. To achieve an in‐depth empirical study, the Ministry of Entrepreneur Development of Malaysia was chosen for a case study. The findings are based on replies to a questionnaire survey done from September to December 2001. The results reveal that there are significant relationships between some of the variables and either the creation of knowledge assets or the performance of knowledge transfer. Therefore, it is necessary for Organizations to consider some of the elements that show a relationship between the tested variables in implementing a knowledge management strategy in an Organization. However, certain variables that did not show any relationship should not be ignored totally, as they are still very important for some Organizations.

    Abstract:

    The influence of age and gender composition on group performance and self-reported health disorders was examined with data from 4,538 federal tax employees working in 222 natural work unit groups. As hypothesized, age diversity correlated positively with performance only in groups solving complex decision-making tasks, and this finding was replicated when analyzing performance data collected 1 year later. Age diversity was also positively correlated with health disorders-but only in groups working on routine decision-making tasks. Gender composition also had a significant effect on group performance, such that groups with a high proportion of female employees performed worse and reported more health disorders than did gender-diverse teams. As expected, effects of gender composition were most pronounced in large groups. Effects of age diversity were found when controlling for gender diversity and vice versa. Thus, age and gender diversity seem to play a unique role in performance and well-being. The moderating role of task complexity for both effects of age diversity and the moderating role of group size for both effects of gender diversity further suggest that the impact of these 2 variables depends on different group processes (e.g., knowledge exchange, variation in gender salience).

    Abstract:

    Correlations between absenteeism and work attitudes such as job satisfaction have often been found to be disappointingly weak. As prior work reveals, this might be due to ignoring interactive effects of attitudes with different attitude targets (e.g. job involvement and Organizational commitment). Drawing on basic principles in personality research and insights about the situational variability of job satisfaction judgments, we proposed that similar interactions should be present also for attitudes with the same target. More specifically, it was predicted that job involvement affects absenteeism more if job satisfaction is low as this indicates a situation with weak constraints. Both attitudes were assessed in a sample of 436 employees working in a large civil service Organization, and two indexes of absence data (frequency and time lost) were drawn from personnel records covering a 12-month period following the survey. Whereas simple correlations were not significant, a moderated regression documented that the hypothesized interaction was significant for both indicators of absence behaviour. As a range of controls (e.g. age, gender, job level) were accounted for, these findings lend strong support to the importance of this new, specific form of attitude interaction. Thus, we encourage researchers not only to consider interactions of attitudes with a different focus (e.g. job vs. Organization) but also interactions between job involvement and job satisfaction as this will yield new insights into the complex function of attitudes in influencing absenteeism. © 2007 The British Psychological Society.

    Abstract:

    Were analyzed references on alternative technologies or new proposals to help mitigate data risks. The problem is the lack of application of new technologies that secure information and reduce risks in Organizations. The objective is to perform an analysis of new technologies in information security to minimize the risks of data in a Public Organization. It was used deductive method and exploratory research were used to analyze the information of the referenced articles. It turned out: Mixed Conceptual Model of Information Control, Double Security Architecture for Public Organization in Educational Area, Algorithm Control of Information Security. It was concluded that blockchain is considered as a fundamental option to provide control, robustness against failures and malicious attacks, reliability, availability, immutability and security.

    Abstract:

    Public institutions in Ecuador have problems to optimize the management of ICT in an appropriate and timely manner. The objective of this research is to analyze an approach of information technology models to optimize management in a Public Organization based on mission, vision and strategic objectives; it is recommended to analyze for each Public Organization in Ecuador. It is we used the deductive method and the analysis of the information for the review of the related articles and bibliography of the ICT plans implemented. It resulted in the adoption of the ITIL model to optimize technological management in a Public Organization in Ecuador; considering the strategies and processes that are relevant to Public management; line programming to optimize resources and statistics different such as: People by ages who use internet, availability of technological equipment in the home, people who use computers, frequency of internet use. It was concluded that Public Organizations, in order to improve the management of ICTs, should consider as an alternative the generation of a prototype of an adequate standard model for the management of ICT in Public Organizations in Ecuador to optimize management and resources; considering updated methodologies and standards such as: Cobit, ITIL, Coso, ISO 27001, information culture of the country, experiences of other countries in the region among others. Have mobile devices at the national level that allow using different internet platforms and access timely information and comply with the requirements requested by Public institutions, internal and external users.

    Abstract:

    The blockchain technology and its platforms applied in different business scenarios and the reasons for adopt a solution was analyzed. The problem is the lack of digital identity model with new technology in a Public Organization of Ecuador. The objective is to model a blockchain network that applies Hyperledger to establish digital identity in the network and ensure the information integrity in a Public Organization of Ecuador. It was applied the deductive method and the exploration to examine the information of the cited articles. It turned out Blockchain network prototype in Hyperledger Fabric platform, Sequence diagram for access of users and services, List of Smart Contract functions, Logical model of data, client-server application design. It was concluded that the adoption of Hyperledger for digital identity model provides a highly confidential and scalable network, access certification, contractual procedures, immutable information and audit. It is alternative to guarantee the information security of a process from the beginning to its finalization.

    Abstract:

    The problems of information security regarding the impact on administrative processes due to cyber-attacks in Public and private Organizations in Ecuador and globally persist despite having first-class technological infrastructure. It defines a group of cybernetic vulnerabilities that are evident in Public Organizations. The objective is to identify the impact of cyber-attacks in various administrative processes in Public Organizations in Ecuador. The deductive method was used to analyze the information of the different articles related to the topic and the exploratory research. It resulted the definition strategies to prevent the infiltration of external users to obtain the information for their benefit; these strategies can be used as alternatives to lower the cyber-attack. It was concluded that in the Public Organizations of Ecuador there are problems because of cyber-attacks since they have an adequate technological infrastructure for information security, they do not have defined a strategic approach to protect cyber-attacks.

    Abstract:

    The security with respect to the information systems causes a constant discussion problem due to the vulnerabilities that the processes of the Public Organizations face, for this reason, the prototypes that offer a certain degree of security are taken into account: loss of information, attacks cybernetics, damage to high performance equipment, among others. The objective is to analyze and determine the conclusions of each one of the security prototypes that evaluate their characteristics, functionalities, usability, etc. To analyze the information of the articles mentioned in this document, the deductive method was used. It turned out that prototypes oriented to information security for users in Organizations, social networks, networks. The stages of the processes of the information systems, the power to determine the type of service that is presented and, in this way, take the appropriate measures to counteract it. It was concluded that security prototypes are an alternative that provide in one way or another security when running information systems processes, but nothing guarantees that they are 100% reliable, which would cause the loss of information or computer attacks in Public Organizations in Ecuador. We can also conclude that the prototype PMI (interactive maturity prototype) offers optimal security in terms of information systems for internal users in Public Organizations.
