  • A Multi-Dimensional Approach to Digital Government Capability Assessment

    Abstract:

    The issue of organizational capability is central to virtually all efforts to improve Government performance, particularly in the area of information technology innovation. Capability assessment can play an important role in the Digital Government domain in at least two ways: one is to provide a basis for judging whether agencies are ready to initiate some Digital Government innovation, and the other is to judge the impact of a Digital Government initiative in terms of improved capabilities. Data on capabilities targeted by Digital Government initiatives can provide both baseline measurements and evidence of subsequent improvements. As part of its research and development on several Digital Government projects, the Center for Technology in Government (CTG) has developed an approach to capability assessment, resulting in specific assessment toolkits for use in different types of Digital Government initiatives. This paper describes the approach used in developing these toolkits generally, with an example from one version intended for use in justice information integration projects. The paper includes the theoretical rationale for the design of the toolkits, methods for their use, and implications for use in practice.

    Abstract:

    Successful Digital Government policies and applications often depend on the ability of multiple organizations to collaborate toward shared objectives. Despite compelling benefits, these efforts are fraught with problems, and often fail. The developmental experiences of 18 collaborative Digital Government initiatives in New York State reveal five systemic constraints that account for the common difficulties: divergent roles, multiple missions, operational diversity, changing technology, and limited ability to adapt to change. The project experiences also offered ten guiding principles that can help make collaborative systems more successful. These focus on purpose, stakeholders, partnership, leadership, managing complexity, skills, resources, communication, work processes, and explicit design methods.

  • Toward an Enabler-Based Digital Government Maturity Framework: A Preliminary Proposal Based on Theories of Change

    Abstract:

    Digital Government has been seen as a strategy to improve public services, foster engagement with citizens, and modernize Government agencies. Regardless of the recognition of this important role in Government transformation, there is no consistent evidence in terms of the determinants and results of Digital Government strategies. More specifically, there is no clarity about what leads to successful Digital Government initiatives. Stage-based maturity models have been used to better understand the current situation of Digital Government in terms of results. They are also seen as useful in helping to understand the resources and capabilities of Government agencies and how they contribute to successful Digital Government projects. However, existing maturity models have been criticised due to their lack of theory, oversimplification of reality, and linear thinking. In an attempt to overcome some of these shortcomings, this paper proposes what we call an enabler-based Digital Government maturity model. Our proposed model not only argues for a multidimensional view, but also suggests how to think about specific mechanisms of impact. By specifying the mechanisms of influence, our proposal starts a necessary conversation about maturity models and the potential complementarity of stage-based and enabler-based approaches.

Topics to be covered building a research agenda, building mutually beneficial partnerships, fund raising, finding and developing talent and engaging with university, funding, and other institutional partners. Following the formal remarks participants will be invited to raise additional topics of interest for discussion with the Directors on the panel.

    Abstract:

    Digital Government research that compares or analyzes relevant problems for the North American region is scarce [1, 2]. As part of the work of the North American Digital Government Working Group, this poster presents a comparative analysis of policy and program priorities of Digital Government in Canada, Mexico, and the United States. Common priorities in the three countries include services to citizens, improved Government operations, transparency, connectivity, and economic development. Overall, the US Government is renewing its e-Government agenda as a component of a wider Government innovation initiative. The Government of Canada is also in a process of refreshing, with specific focus on the consolidation of Government services and operations. Finally, Mexico is in the process of consolidating multiple Digital Government programs into a single program with a medium-term vision.

  • Fighting Administrative Corruption with Digital Government in Sub-Saharan Africa

    Abstract:

    Administrative corruption is a pervasive problem and a major threat to economic and social development around the world, especially in Sub-Saharan Africa which lags behind other regions in various development indicators and is seen as one of the most corrupt regions globally. This paper examines a hypothesis that Digital Government – the use of Digital technology to transform public administration organizations and their relationships with citizens, businesses and each other – helps reduce administrative corruption in Sub-Saharan Africa. To this end, the paper relates the United Nation’s e-Government Development Index (EDI) and the Transparency International’s Corruption Perception Index (CPI) for 45 countries in the region in the period from 2012 to 2016, performing linear regression with EDI as an independent and CPI as a dependent variable. The estimated results show that the effects of Digital Government adoption on corruption reduction are statistically significant, with 37% of corruption reduction due to Digital Government development. The paper further explores the nature of this relationship using the case of Ethiopia, whose performance according to the EDI and CPI indexes improved slightly over the 2012-2016 period. As part of this case, the paper examines common applications such as e-procurement or e-tax that cut horizontally across ministries. Our findings suggest that the adoption of Digital Government has the potential for reducing administrative corruption in Sub-Saharan Africa but realizing such potential require strengthening of law enforcement and anti-corruption institutions, and political will.

  • When Digital Government matters for tourism: a stakeholder analysis

    Despite the importance of governance processes for destination management and the impact of Digital technology on such processes, surprisingly little academic research has explored the use of Digital technology to transform public governance in the tourism sector. This conceptual paper fills this gap by conducting a Digital Government stakeholder analysis for the tourism sector using the Digital Government evolution model as its theoretical foundation. The analysis identifies six relevant stakeholder groups: Governments, businesses, non-profits, citizens, visitors and employees. It examines six types of technology-enabled interactions between Government and other stakeholders: Government-to-Government, Government-to-business, Government-to-non-profit, Government-to-citizen, Government-to-visitor and Government-to-employee. These interactions are illustrated with real-life examples. The analysis contributes to identifying pressures on tourism authorities and determining how the authorities respond to such pressures, how they innovate their operations and policies with Digital technologies, and how these innovations are institutionalized over time. The results contribute to building the theoretical foundations for  sector-specific Digital Government and enable strategic discussion on the use of commercially viable and socially responsible Digital innovation to advance the tourism sector.

Member States and their Governments are supposed to take ownership of the SDGs, strengthen the implementation means, and improve public governance as both the means and the end to development. Their capacity to undertake these tasks is critical for implementing SDGs. This editorial develops three lines of arguments: 1) that the Member States should strengthen the SDG implementation by building Digital Government capacity; 2) that according to the Digitization, Transformation, Engagement and Contextualization stages of the Digital Government Evolution model, 87% of the 169 SDG targets require Digital Government capacity at the highest Contextualization stage; and 3) that less than 31% of the Member States reached this stage and 55% did not advance beyond the lowest Digitization stage. The editorial concludes that Digital Government should play a key role in the implementation of the SDGs but, at present, the gap between aspiration (SDGs) and capacity (Digital Government) is affecting more than 69% of the Member States. Understanding and eventually addressing this gap requires further research efforts and adaptation of research results to different national circumstances and policy contexts.

    Abstract The Digital Government landscape is continuously changing to reflect how Governments are trying to find innovative Digital solutions to social, economic, political and other pressures, and how they transform themselves in the process. Understanding and predicting such changes is important for policymakers, Government executives, researchers and all those who prepare, make, implement or evaluate Digital Government decisions. This article argues that the concept of Digital Government evolves toward more complexity and greater contextualization and specialization, similar to evolution-like processes that lead to changes in cultures and societies. To this end, the article presents a four-stage Digital Government Evolution Model comprising Digitization (Technology in Government), Transformation (Electronic Government), Engagement (Electronic Governance) and Contextualization (Policy-Driven Electronic Governance) stages; provides some evidence in support of this model drawing upon the study of the Digital Government literature published in Government Information Quarterly between 1992 and 2014; and presents a Digital Government Stage Analysis Framework to explain the evolution. As the article consolidates a representative body of the Digital Government literature, it could be also used for defining and integrating future research in the area.

  • Financing and Resourcing Digital Government Strategies

    Over the last two decades, information and communication technologies have become an indispensable tool for Government entities, which use them for effective delivery of services, internal management processes, and efficient internal and external communication. Digital Government projects vary in their scale and complexity, but they all share a complex financial and resourcing management cycle involving defining a funding portfolio, analyzing budget trends, organizing budget data, formulating operating budget, preparing current and capital budgets, decision-making strategies of a financial plan, presenting the budget, and implementing the budget. This chapter presents a number of recommendations and strategies on how Government entities can manage the difficult task of financing and resourcing Digital Government projects and services through this cycle. Unlike other Government projects, Digital Government projects are often financed from multiple sources such as general tax funds, interGovernmental transfers, programs and subsidies from national level, and local taxes and fees. In addition, resources for Digital Government projects, whether financial or staffing, are often pooled across agencies adding an extra layer of complexity. This chapter recommends several strategies to facilitate better implementation of financing and resourcing Digital Government initiatives in the public sector.

  • Conceptualizing and Preplanning for a Digital Government Project

    A Digital Government project is often thought to begin with the implementation of a new technology or new information systems. However, prior experience and research have shown that it is important to understand the problem at hand and the context in which the problem exists. It is possible to argue that the planning that occurs before the start of a Digital Government initiative is even more important for success than its development and implementation processes. It is important to clarify that when we talk about conceptualizing and preplanning in this chapter, we are referring to a series of steps at the very beginning of a project, which generate valuable information in order to increase the probability of success; this information includes (1) the definition of the problem, (2) the identification of stakeholders (or interested groups), (3) the creation of scenarios with solution alternatives, and (4) the evaluation of said scenarios according to risk, cost, and the benefits they can potentially generate. What is most important is the understanding that information technologies are not the only solution to complex public problems and are unlikely to be an end in and of themselves. Within the context of a Digital Government project, information technologies are a very important component, but they require a complementary series of changes in the organizational structure and processes and in the public policy and laws that affect the project both directly or indirectly. Thus, the individual responsible for a Digital Government project needs to consider all such elements and become a facilitator and leader of a diverse project team. This chapter describes each of the steps necessary to conceptualize and preplan for a Digital Government project and argues that these kinds of activities are the foundation for developing a successful project in the long term.

    Digital Government has been a key component on Government reform strategies during the last years. Unfortunately, few research exists reporting on the impacts of electronic Government in terms of the final outcomes. By using a model that links inputs to impacts, this paper explores the impacts of electronic Government on competitiveness, efficiency, and transactions. We used panel data analysis to test eighteen hypotheses. Results support 5 of the 18 hypotheses, however three of the supported hypothesis resulted in the opposite direction. Results suggest that citizens use Digital Government mainly to complete electronic transactions with Government, and also that they need simple portals to accomplish these tasks. Additionally, our results suggest that, at least at the initial stages, having two delivery channels have a negative impact on Government efficiency. Finally, it appears that the relationship between Digital Government and more general impacts in the competitiveness of a region is not directly linked, at least on the short term.

    Welcome to the 14th Annual Conference on Digital Government Research dg.o 2013. This year the conference is hosted by the Laval University. Universite Laval (UL) was founded in 1867. It is the first French speaking university in North America. It is among the largest universities in Canada. UL provides an intellectually stimulating campus that is home to 1,300 research professors and 262 research groups and chairs. It is a rich and stimulating environment in the beautiful Quebec City. This year the program shows once more that the field of Digital Government is thriving. Conference participants come from several Countries around the world, demonstrating our diverse and multi-disciplinary community of researchers, students, and Government managers. Over the next days, you will have a chance to listen to and engage with leading researchers and practitioners on a range of emerging, leading edge, and applied Digital Government projects in a number of application areas.

  • Key factors and processes for Digital Government success

    Digital Government projects and initiatives are complex endeavors. Technology by itself is a source of complexity, as its impacts, benefits and limitations are not always fully understood by project leaders or researchers. This is particularly the case when the implemented technology is not yet widely adopted. Moreover, Digital Government projects regularly involve the participation of a wide range of diverse stakeholders both in public and private organizations who need to reach agreement on project goals, objectives, and means [2]. Further, project goals and activities are usually constrained by institutional arrangements such as laws and regulations, and several context-related factors such as specific economic situations, demographic conditions, or broader social technology adoption and access [1,3,4]. Given this complexity, it is not uncommon that Digital Government projects are abandoned before completion or fail delivering the expected benefits. Some experts estimate an 85% failure rate for Digital Government projects [11]. In 2009 alone, Government spending in technology worldwide was about 428.38 billion US dollars, thus failure rates for these kinds of projects are a major concern [10]. In this way, understanding reasons for project success or failure is an important research and practical problem. In order to understand success and failure rates, researchers in Digital Government and more in general, researchers in information systems and information technologies have used two different approaches: a factor approach and a process approach [9]. The factor approach involves the use of correlational statistics to identify the “key success factors”, that is to say, the most important variables in determining the success of a project [5,6]. Such factors involve variables as technology, organizational, institutional or contextual variables. On the other hand, process approaches, which frequently involve case studies, offer a complementary way to understand project success [9]. From this approach, key variables interact among themselves in a series of processes that evolve dynamically over time, and these processes are as important as the key variables to fully understand success [7,8].

    The needs of society have long been addressed through Government resea rch support for new technologies-the Internet representing one example. Today, under the rubric of Digital Government, federal agencies as well as state and local units of Governments at all levels have begun to leverage the fruits of these research investments to better serve the needs of their constituencies. Government agencies apply these technologies in a variety of settings including emergency response, health and safety regulation, financial management, data gathering, and hosts of information dissemination needs. In addition, Governments are investigating ways to use technology to encourage citizen participation. There is a growing Digital Government community of practice that strongly parallels the evolving Digital library community. These parallel developments are not surprising because libraries and Governments share service missions for their overlapping constituencies. Governments at all levels create enormous volumes of information for use by citizens and have long depended on libraries to organize, disseminate, and preserve this public information. There is an inextricable link between democratic Government and libraries stemming from the 19th century creation of public libraries as democracys offer to citizens to learn, to grow, and to participate. The idea of sharing knowledge to enable good citizenship engenders many cross-currents inherent in social-political policy, and today this idea is given new incarnation in the global Internet environment. Digital library projects in national and local libraries were in many ways the precursors of Digital Government initiatives and it is particularly instructive to examine a selection of Digital Government projects through the lens of Digital libraries.     Abstract:

    This paper provides a summary of the initial development of a Web portal for the Digital Government domain. Information retrieval techniques commonly used to find information on the Internet are discussed along with the problems associated with these techniques that led to the development of the Digital Government Web portal (DGPort). We also discuss the advantages that DGPort could have for researchers in the Digital Government domain as well as the value-added features that this portal provides. Future evaluation plans for the portal are also described.
