  • Quantifying megacity growth in response to Economic Transition: A case of Shanghai, China

    Abstract A number of megacities have emerged during the Economic Transition in developing countries. Quantifying the response of megacity growth to Economic Transition could provide critical implications for urban managers. This paper examined the megacity growth, in terms of urban sprawl, from two aspects (sprawl type and land use type) in Shanghai, the largest megacity in China; and then quantified the relations to Economic Transition (globalization, decentralization and marketization) using multivariable regression. In particular, the sprawl of four urban land types (residential, industrial, transportation land and public facilities) in Shanghai from 1994 to 2006 was characterized by using time-series aerial photos. Results showed that area of urban land increased linearly and the magnitude of urban sprawl varied with urban land types and directions. Urban land sprawled mainly in the form of leapfrogging and edge. Area of the sprawled urban land exhibited an inverted-U shaped trend with increasing distance from the urban center. A positive linear association was obtained between urban sprawl and Economic Transition. Considering the relative importance of the three components, decentralization was more influential than marketization and globalization. Besides, the combined influences of decentralization and marketization were the strongest. This study provided quantitative insights into the issue of megacity growth.

  • Quantifying Urban Fragmentation under Economic Transition in Shanghai City, China

    Abstract:

    Urban fragmentation affects sustainability through multiple impacts on Economic, social, and environmental cost. Characterizing the dynamics of urban fragmentation in relation to Economic Transition should provide implications for sustainability. However, rather few efforts have been made in this issue. Using the case of Shanghai (China), this paper quantifies urban fragmentation in relation to Economic Transition. In particular, urban fragmentation is quantified by a time-series of remotely sensed images and a set of landscape metrics; and Economic Transition is described by a set of indicators from three aspects (globalization, decentralization, and marketization). Results show that urban fragmentation presents an increasing linear trend. Multivariate regression identifies positive linear correlation between urban fragmentation and Economic Transition. More specifically, the relative influence is different for the three components of Economic Transition. The relative influence of decentralization is stronger than that of globalization and marketization. The joint influences of decentralization and globalization are the strongest for urban fragmentation. The demonstrated methodology can be applicable to other places after making suitable adjustment of the Economic Transition indicators and fragmentation metrics.

    Abstract:

    At present,governments can serve in three kinds of function models: the invisible hand model,the helping hand model and the grabbing hand model.The functions of a government are different seen from different perspectives.Besides the general jobs that need to be finished in a market state,the functions of a government under the constraints in Economic Transition need redefining.The government first has to strengthen the investment in human capital;then coordinate among different interest cliques;thirdly promote its finance capability and finally pay attention to the problem of asymmetric information. The government could act as an invisible hand,which lets the market operate freely,as a helping hand to support the smooth development of the reform and could even act as a grabbing hand to grab interests from people.Therefore,it is essential for a government to limit the grabbing hand to make itself a limited and effective government.Government Transition becomes an important element limiting the Economic Transition of China.
