    Abstract:

    This legal, economic and social analysis of the evolution of copyright regarding cultural expressions highlights the socially constructed nature of the Culture markets. The move from local to socially constructed global markets — where cultural expressions can now be consumed beyond the limits imposed by temporal and geographical distance — was made possible by technological innovation (as a necessary but insufficient condition) and by the legal configuration of cultural expressions as goods that could be bought and sold. The construction of global markets raises the problem of how to collect the royalties due from private and public reproduction. Our economic analysis of incentives to creation and access to cultural expressions suggests that the economic rights of creators should be distinguished from the financial rights of producers.

    No doubt only a French writer would have the courage to begin a book on the Economics of Culture with a quotation that refers to ‘‘a glaring lack of happiness in this business''. The quote reflects the highly symbolic place that Culture has always occupied in French society and in government activity. It would be a mistake, however, to see Françoise Benhamou's book as a work aimed solely at a French audience or characterized by a purely ‘‘French'' view of Culture. The book describes, in much broader terms, the general crisis in which the cultural sector and the policies that support it have been immersed since the 1990s.

  • Approaches to valuing plant medicines: the Economics of Culture or the Culture of Economics?

    Abstract:

    This paper explores the scope and limitations of the economic valuation of biodiversity. How and why is this a useful exercise, but in what way is its usefulness constrained? These issues are discussed with particular reference to cultural values within the context of medicinal plants and phytopharmaceutical development. It is argued that whilst economic valuation is an extremely important and necessary aid to formulating conservation policy, it probably is not that informative about the motivations of people in their use of certain natural resources. This is especially true for the case of medicinal plants where belief systems about the causes of disease and therefore strategies for healing are important. The paper reviews studies which have attempted to put monetary values on medicinal plants and the option values of pharmaceuticals developed from plants, and discusses the applicability of the various approaches. The implications for conservation policy, and for likely collaboration between social and natural scientists is discussed.

    The main objective of our work is to discuss the approach of Economics of Culture as an analytical perspective on agri-food sector. Then, the question we try to satisfy is which could difficulties researchers might encounter in such a perspective. In the next section we considered some doctrinal antecedents and theory literature. The third one is dedicated to some approach to areas of serious mismatching between mainstream theory Economics and cultural standpoint, namely in the light of agro-food economy characteristics. The last paragraph illustrates the concluding remarks.
