  • An Emergency response decision support system framework for application in e-government

    Abstract:

    An Emergency response decision support sys-tem (ERDSS) needs to assist decision makers to evaluate Emergency plans and select an appropriate one during an Emergency by supporting heterogeneous Emergency response data sources and providing decision makers the access to appropriate Emergency Rescue knowledge. It also needs to provide differentiated services to meet require-ments. Whether the system is effective or not depends on the framework it is based on. This study proposes an ERDSS framework that consists of ten functional modules: Emergency Service Helpdesk, Command and Coordina-tion Center, Emergency Plan Management, Emergency Relief Supplies Management, Emergency Finance Budget Management, Emergency Organization and Activity Management, Emergency Knowledge Warehouse, Emer-gency Alarm Management, and Problem Analysis and Management. A case study is conducted on Shanghai Emergency management decision support system, an EM-DSS based on this framework and applied currently in Shanghai, China. The study demonstrates that the proposed ERDSS system framework can provide theoretical and practical guidance for designing and developing effective Emergency response systems.

    Abstract Once a railway accident occurs, the recovery process usually requires precise and safe operation of Rescue equipment such as railway cranes. However, it is generally impractical to train crane operators in real accident sites considering the costs and human safety. This article aims to address the problem by proposing a rational VR-based crane training system, in which a visualization framework based on PhysX engine is designed to reconstruct a realistic railway accident scene for the purpose of effective virtual training. Based on that, crane operators are able to experience a realistic accident scene safely. In addition, the collision detection is used to present unexpected spatial constraints in railway accident sites. A user experiment with 10 participants demonstrated a high level of safety and smooth interactive performance of the proposed system, which is shown to be valuable for training of people who engaged in learning the proper railway accident Rescue procedure.

    This paper has studied the flow of Emergency plan for coal mine on the basis of Petri nets technology. Depending on the analysis of coal mine Emergency response process, the theoretical framework of Emergency plan has been established as well as the Emergency business process of real world. Then, by using of Petri nets modeling technology, workflow modeling of coal mine Emergency plan is established, and systematization of coal mine Emergency Rescue process is achieved. All the work has provided positive guidance for the coal mine Emergency Rescue.

    Abstract:

    Recent advances in wireless sensor networks have led to renewed interests in the problem of source localization. Source localization has broad range of applications such as Emergency Rescue, asset inventory, and resource management. Among various measurement models, one important and practical source signal measurement is the received signal time of arrival (TOA) at a group of collaborative wireless sensors. Without time-stamp at the transmitter, in traditional approaches, these received TOA measurements are subtracted pairwise to form time-difference of arrival (TDOA) data for source localization, thereby leading to a 3-dB loss in signal-to-noise ratio (SNR). We take a different approach by directly applying the original measurement model without the subtraction preprocessing. We present two new methods that utilize semidefinite programming (SDP) relaxation for direct source localization. We further address the issue of robust estimation given measurement errors and inaccuracy in the locations of receiving sensors. Our results demonstrate some potential advantages of source localization based on the direct TOA data over time-difference preprocessing.
