White Certificate schemes - can commodification and financialisation of Energy Efficiency solve Energy market failure, or risk just adding to it?

They are often portrayed as a market-based Energy Efficiency solution to Energy ‘market failure.’ This paper highlights some key challenges with such ‘designer’ markets that attempt to commodify a potentially wide range of ‘Energy savings’ activities and then facilitate the financialisation of such opportunities through tradable instruments. A key challenge is that Energy Efficiency opportunities are highly heterogeneous, and exist within a broader Energy services decision making context. Hence the genuine additionality of Energy savings is generally difficult to measure and verify. Trading in Energy Efficiency – A Market-Based Solution to Market Failure, or Just Yet Another Market Failure?
Energy Efficiency, 2013Co-Authors: Iain Macgill, Stephen Healy, Robert PasseyAbstract:In this chapter we describe the underlying theory, rationale, and mixed performance to date of policy measures that establish a trading market in “Energy savings.” Such approaches, under names that include White Certificates, Energy Efficiency Portfolio Standards, Energy Savings, and Energy Efficiency Certificate Trading, are receiving growing policy attention around the world including in Europe, the United States, and Australia. They are often portrayed as a market-based solution to a “market failure.” This chapter highlights the many challenges – technical, economic, and social – of such “designer” markets that attempt to commodify Energy savings, with key problems they face including measurement and additionality. However, there are broader challenges in the complex interaction between technologies and behaviors inherent in Energy use and in the financialization of such complex, interacting, uncertain outcomes, making potential imputed “savings” even more problematic. It is concluded that considerable care is required with such approaches to Energy Efficiency policy lest governments’ merely add yet another market failure to those already existing for Energy Efficiency. More importantly, policymakers will need to move beyond framing Energy Efficiency within conventional economic terms of market failure, and address the broader challenge of engaging Energy users on their unsustainable behaviors including, notably, the constant fuelling of the desire for further Energy services.

Ex-Ante Assessment of the Implementation of an Energy Efficiency Certificate Scheme in Chile

However, the benefits of implementing them in developing countries may be quite large. In this article, the potential implementation of an EE Certificates scheme in Chile is studied. In particular, the white-Certificate mechanism (which is a credit-based trading mechanism) used in Italy to promote EE is studied and its implementation in Chile through an ex-ante simulation is considered. The purpose of this mechanism is for the regulation authority to set a fixed amount of Energy savings (which minimizes the total cost of producing the needed Energy supply) and obligate gas and electricity distribution companies to obtain enough Certificates to reach that target. Several benefits of reducing Energy consumption is studied using a social-economic project assessment methodology. As a result, large economic benefits of implementing a white-Certificate scheme in Chile were found.

Proyecto de reforma para vivienda unifamiliar en Bétera (Valencia)
'Universitat Politecnica de Valencia', 2019Co-Authors: Salvador Bravo MiguelAbstract:[ES] El presente Trabajo Fin de Grado, se centra en la realización de un proyecto para la reforma de parte de un edificio de viviendas situado en Bétera (Valencia), contemplando en él todos los aspectos necesarios para su correcta ejecución. El edificio en que se integra la vivienda se encuentra en la zona de ordenación "Núcleo Antiguo" por lo que existen limitaciones relacionadas con el entorno que tendremos que tener en cuenta. La reforma afectará a las viviendas situadas en las dos plantas altas. No afectando a la vivienda existente en la planta baja. Se reforman interiormente las dos viviendas, para crear así una sola vivienda tipo dúplex, conforme al programa solicitado por el propietario. Se redacta un proyecto básico y de ejecución que comprende: Memoria descriptiva y constructiva que contiene el Listado de Mediciones y Presupuesto, el Pliego de Condiciones y el Certificado de Eficiencia Energética, los Planos del estado inicial y reformado (en los que se justifica el cumplimiento de la normativa técnica y urbanística que le es de aplicación), planos de instalaciones y detalles constructivos. También se redactarán el Estudio Básico de Seguridad y Salud, el Plan de Control de Calidad y el Estudio de Gestión de Residuos.[CA] El present Treball Fi de Grau, se centra en la realització d'un projecte per a la reforma de part d'un edifici de vivendes situat a Bétera (València) , contemplant en ell tots els aspectes necessaris per a la seua correcta execució. L'edifici en què s'integra la vivenda es troba en la zona d'ordenació “Núcleo Antiguo”, per la qual cosa hi ha limitacions relacionades amb l'entorn que haurem de tindre en compte. La reforma afectarà les vivendes situades en les dos plantes altes. No afectant la vivenda existent en la planta baixa. Es reformen interiorment les dos vivendes, per a crear així una sola vivenda tipus dúplex, conforme al programa sol·licitat pel propietari. Es redacta un projecte bàsic i d'execució que comprén: Memòria descriptiva i constructiva que conté el Llistat de Mesuraments i Pressupost, el Plec de Condicions i el Certificat d'Eficiència Energètica, els Plans de l'estat inicial i reformat (en els que enels que es justifica el compliment de la normativa tècnica i urbanística que li és d'aplicació) , plans d'instal·lacions i detalls constructius. També es redactaran l'Estudi Bàsic de Seguretat i Salut, el Pla de Control de Qualitat i l'Estudi de Gestió de Residus.[EN] The present End of Degree Project, focuses on the realization of a project for the reform of part of a housing building located in Bétera (Valencia), contemplating in it all the necessary aspects for its correct execution. The building in which the dwelling is integrated is located in the "Núcleo Antiguo" management area, so there are limitations related to the environment that we willhave to take into account. The reform will affect the houses located on the two upper floors. Not affecting the existing house on the ground floor. The two houses are reformed internally, to create a single duplex dwelling, according to the program requested by the owner. A basic and execution project is written that includes: Descriptive and constructive report that contains the List of Measurements and Budget, the Bidding Terms and the Energy Efficiency Certificate, the Plans of the initial and reformed state (in which compliance is justified of the technical and urban regulations that apply to it), plans of facilities and construction details.
