  • Banking Nature? The Spectacular Financialisation of Environmental Conservation

    Abstract:

    In this paper I emphasise the financialisation of Environmental Conservation as 1. the turning of financiers to Conservation parameters as a new frontier for investment, and 2. the rewriting of Conservation practice and nonhuman worlds in terms of banking and financial categories. I introduce financialisation as a broadly controlling impetus with relevance for Environmental Conservation. I then note ways in which a spectacular investment frontier in Conservation is being opened. I highlight the draw of assertions of lucrative gains, combined with notions of geographical substitutability, in creating tradable indicators of Environmental health and harm. I disaggregate financialisation strategies into four categories—nature finance, nature work, nature banking and nature derivatives—and assess their implications. The concluding section embraces Marx and Foucault as complementary thinkers in understanding the transforming intensifications of late capitalism in Environmental Conservation, and diagnosing their associated effects and costs.

    Abstract:

    In this paper I review several tendencies in global Environmental governance towards the financialisation of Environmental Conservation. Finance capital, in collaboration with Conservation agendas, is creating a spectacular frontier for investment in Environmental Conservation. This is assisted by a promise of lucrative gains, combined with creating geographical substitutability in proliferating and commodified indicators of Environmental health and damage. The ensuing financialisation of Environmental Conservation is manifesting in two key ways: 1. the turning of banks and financiers to Conservation as a locus for expansion and investment; and 2. the modelling of both Conservation practice and understandings of the non-human world in terms of banking and financial concepts. I delineate four aspects of this process: nature finance, nature work, nature banking and nature derivatives. I theorise these entwined phenomena through two lenses: 1. current thinking regarding the continuous nature of primitive accumulation as initially framed by Marx; and 2. a Foucaultian analysis of the financialisation of Environmental Conservation as permitting the technical entraining of Environmental governance to the controlling tenets of neoliberal capitalism.

    Abstract:

    Ecotourism as a component of the green economy is one of the fastest growing segments of the tourism industry, and focuses on Environmental Conservation, socioeconomic development and capitalist development. With an objective to identify and quantify impacts of ecotourism on Environmental Conservation, social and cultural heritage preservation, economic development and enhancement of livelihoods, this study was carried out in the Ghandruk Village Development Committee of Annapurna Conservation Area, Nepal. Two hundred and forty two households were interviewed, followed by three focus group discussions and five key informant interviews. It can be observed that socioeconomic variables had a positive effect on tourism participation with the exception of age and landholding status having a negative effect. Ecotourism helps in Environmental Conservation and socioeconomic development. It also helps in increasing employment and entrepreneurship at a local level.
