    Abstract:

    An imperative challenge emerges from the demand to apply the scientific method in the assessment of recent agricultural and rural policies throughout the world. The objective of the present study was to conduct an ex-post quantitative evaluation of the Comprehensive Rural Village Development Program (CRVDP), a representative rural Development policy operated by the Ministry of Agriculture, Food and Rural Affairs, a central government agency in South Korea. The primary purpose of this program is to ensure sustainable rural society. This study found a moderate but significant positive impact of the policy in enhancing the standard of living in rural areas. The present paper concludes with suggesting some policy implications, limitations and future directions of policy evaluation studies.

    Abstract:

    Violence against women is a global public health problem occurring in multitude of contexts and domestic violence is considered to be the most pervasive one. Poor enforcement of policies, limitation of researches and expertise in this field largely accounts for persistence of this problem and nature of domestic violence and its associated factors are poorly understood. This research aimed to estimate the magnitude of different forms of domestic violence and identify its associated factors. Community based cross sectional study was conducted among 355 married women of reproductive age group of Kusheshwor, Sindhuli, Nepal. The questionnaire adapted from the World Health Organization Multi-Country Study was used for the face to face interviews. Occurrence of current domestic violence was used as outcome variable in logistic regression. Descriptive and multivariate analysis were performed in order to assess the magnitude of domestic violence and to identify its associated factors respectively. Self-reported lifetime prevalence of physical violence was 29.6 % and past year prevalence was 15.2 %, while corresponding figures for sexual violence were 6.8 and 2.3 %, and for psychological violence were 31.0 and 18.3 %. Lifetime domestic violence was 38.6 % while in past 12 months, prevalence was 23.1 %. Furthermore, 12.4 % of women were experiencing all forms of violence concurrently. Women with controlling husband and having poor mental health were found to be at higher risk of domestic violence. Domestic violence is still rampant in our society with several forms of violence occurring together. In a country like Nepal, differentials power in relationship and poor mental health was found to be positively associated with violent episodes. This study highlights the infringement of women rights which can be the cause for serious public health consequences.

    Abstract:

    Background Proper antenatal care and good delivery practice helps to prevent the complications of childbirth and ensures a wholesome maternal and child health in the future. Almost half of the births in the developing countries take place without a skilled birth attendant. Objectives To assess the antenatal care (ANC) and delivery practices in the Village Development Committees (VDC) of Ilam district, Nepal and to identify the relationship with the socio-demographic factors. Method Cross sectional study of 262 mothers of reproductive age group having at least one child of less than five years of age, selected by simple random sampling, was carried out over different VDCs of Ilam by face to face interview using semi-structured questionnaire. Results Among 262 mothers, 34.7% were married before the age of 18 years. 69.5% of the mothers had attended four antenatal care visits. Nearly 47% of the deliveries were conducted at home out of which only 33.6% were conducted by skilled birth attendant. Number of children and maternal education were found to significantly affect the ANC visit and place of delivery. Age at marriage and age at first pregnancy were significantly associated with the place of delivery. Conclusion Large proportion of mothers still do not have adequate antenatal visits and this is supported by the fact that nearly half of the deliveries were conducted at home. Motivation and incentives are required for pregnant mothers especially in rural areas regarding importance of adequate antenatal visits and delivery in health institutions. Population policies should be aimed at reducing proportion of women marrying and giving birth in their teens.     ABSTRAK Tesis ini berjudul “Sinkronisasi Perencanaan Pembangunan Desa dan Kabupaten ditinjau dari Pemerintah Nomor 47 Tahun 2015 tentang Perubahan Atas Pemerintah Nomor 43 Tahun 2014 tentang Pelaksanaan Undang-Undang Nomor 6 Tahun 2014 tentang Desa (Studi di Kecamatan Batu Ampar Kabupaten Kubu Raya)”. Melalui studi kepustakaan dengan menggunakan metode pendekatan hukum empiris diperoleh kesimpulan, dalam kenyataannya perencanaan pembangunan desa yang ada di Kecamatan Batu Ampar di Kabupaten Kubu Raya selalu tidak sinkron dengan perencanaan pembangunan daerah Kabupaten Kubu Raya. Adapun faktor-faktor yang mempengaruhi ketidaksinkronan perencanaan pembangunan desa di Kecamatan Batu Ampar dengan perencanaan pembangunan Kabupaten Kubu Raya adalah: belum tersedianya sumber daya manusia perencanaan yang mumpuni, masih kurangnya konsistensi terhadap dokumen perencanaan yang sudah disusun dan ditetapkan sebagai pedoman dalam melaksanakan perencanaan pembangunan, koordinasi antar perangkat daerah untuk proses perencanaan masih lemah, tidak selarasnya visi dan misi Kepala Desa dan Bupati yang sama-sama memiliki dokumen perencanan pembangunan RPJM Desa dan RPJM Daerah; adanya unsur kepentingan politik dari pemangku kepentingan; lemahnya koordinasi antara desa dan kabupaten dalam penyusunan perencanaan pembangunan; kurang memperhatikan usulan perencanaan pembangunan desa; dan belum adanya goodwill dari Pemerintah Kabupaten Kubu Raya yang menganggap desa adalah mitra dan subjek, tetapi masih menganggap desa adalah objek sehingga pada saat perencanaan program kegiatan diusulkan selalu diabaikan. Upaya yang dilakukan untuk mensinkronkan perencanaan pembangunan desa di Kecamatan Batu Ampar dengan perencanaan pembangunan Kabupaten Kubu Raya adalah: menjalin komunikasi terutama dalam perencanaan pembangunan dengan pihak Pemerintah Kabupaten Kubu Raya; konsisten dalam melaksanakan Undang-Undang dan peraturan-peraturan yang berhubungan dengan perencanaan pembangunan; menyusun Peraturan Daerah Kabupaten Kubu Raya Nomor 16 Tahun 2017 tentang Sistem Perencanaan Pembangunan Daerah sebagai pedoman daerah dalam menyusun perencanaan daerah; dan penggunaan aplikasi Sistem Informasi Perencanaan Pembangunan Daerah (SIPPD) dalam mendukung pelaksanaan dan penyusunan dokumen perencanaan pembangunan daerah. Dalam penelitian ini direkomendasikan hal-hal sebagai berikut: Perlunya kesepakatan bersama antara pemerintah desa dengan pemerintah kabupaten dalam hal perencanaan pembangunan dengan mengacu pada usulan skala prioritas dan kebutuhan serta keperpihakan kepada masyarakat; dan Perlu adanya koordinasi secara terpadu antara pemerintah desa dengan pemerintah kabupaten dalam hal perencanaan pembangunan, agar tidak terjadi ketidaksinkronan yang pada akhirnya dapat menimbulkan permasalahan dalam pelaksanaan pembangunan di desa. Kata Kunci: Sinkronisasi, Perencanaan Pembangunan Desa dan Kabupaten.   ABSTRACT This thesis entitled "Synchronization of Village and District Development Planning in the view from Government Regulations No. 47 of 2015 on the Amendment of Government Regilations No. 43 of 2014 on Implementation of Law No. 6 of 2014 about Village (Study in Kecamatan Batu Ampar Kabupaten Kubu Raya)". Through literature study using empirical legal approach method, it can be concluded that in reality the existing Village Development planning in Batu Ampar Sub-district in Kubu Raya Regency is always out of sync with the Development planning of Kubu Raya Regency. The factors that influence the lack of synchronization of Village Development planning in Batu Ampar sub-district with the Development planning of Kubu Raya Regency are: the unavailability of human resources planning that qualified, still lack of consistency to planning documents that have been prepared and set as the guidance in carrying out Development planning, among regional apparatus for planning process is still weak, not aligned vision and mission of Village Head and Bupati who both have document of Development plan of RPJM Desa and RPJM Daerah; the existence of political interest from the stakeholders; weak coordination between Villages and districts in the preparation of Development planning; less attention to the proposed Village Development planning; and the absence of goodwill from the Government of Kubu Raya Regency which considers the Village is the partner and the subject, but still assume the Village is the object so that at the time of planning the proposed activity program is always neglected. The efforts undertaken to synchronize Village Development planning in Batu Ampar sub-district with the Development planning of Kubu Raya Regency are: to establish communication especially in Development planning with Kubu Raya District Government; consistent in implementing laws and regulations relating to Development planning; preparing the Regional Regulation of Kubu Raya Regency No. 16 of 2017 regarding Regional Development Planning System as a regional guideline in preparing regional planning; and the use of the Regional Development Planning Information System (SIPPD) application in support of the implementation and preparation of regional Development planning documents. In this study recommended things as follows: The need for mutual agreement between the Village government and the district government in terms of Development planning with reference to the proposed priority scale and needs and partisanship to the community; and It needs an integrated coordination between the Village government and the district government in terms of Development planning, so as not to occur unsynchronized which ultimately can cause problems in the implementation of Development in the Village. Keywords: Synchronization, Village and Regency Development Planning

    This research is motivated by the problems in the Village government where there is a structure of Village government as the lowest structure in community service, one of them is tual Village. As it is known that the latest Village Law, Law Number 6 Year 2014, where given wide authority to the Village government is directly proportional to the ability of Village officials and the community's understanding of Village government.The type of research used in this study is descriptive by using qualitative data analysis. While the data collection techniques using interview methods that are direct and in-depth, literature study, and observation. Research subjects in this research are Dullah Camat south, Tual Village head, Tual Village secretary, Bendahara Permusawarataan Desa (BPD), and DPRD Electoral District (Dapil) Tual Village. The theory used in this research is Community Participation by Cohen and Uphoff. The results of this study indicate that the participation of Tual Village community is more on non-physical aspect because in planning more contribute to give contribution of thought and decision making which is related with the purpose of plan. then the supporting factors of community participation in the Development of Tual Village are the presence and desire of some communities and the role of Village government as facilitator and motivator of society. In addition, the factors that hamper community participation in rural Development planning are the socialization process that is not maximized, the busyness of every society, and the awareness of the community itself. The planning of tual Village Development is planned in accordance with the mandate of the Act. Number 6 Year 2014 about the Village. It’s therefore expected that all walks of life should participate in any Village Development besides the Tual Village Government needs to increase socialization to the community, conduct community coaching, and need to bring practitioners to the Tual Village community.
