    Abstract:

    Population growth, needed economic growth, and social pressures for improved infrastructure coupled to the need for human health and ecological protection and Environmental Security make systematic and transparent Environmental decisionmaking a complex and often difficult task. Evaluating complex technical data and developing feasible risk management options requires procedural flexibility that may not be part of existing evaluative structures. Experience has demonstrated that direct transposition of risk assessment and risk management frameworks (e.g. those developed in the United States and European Union) may not work in regions whose social, legal, historical, political and economic situations are not suitable or prepared for acceptance of these methodologies. Flexible decision-making, including the use and development of acceptable or unacceptable risk levels based on the critical nature of an infrastructure type, is one potential approach to assist risk managers in their decision-making. Unfortunately, the newness of the discussions on the interrelatedness of Environmental Security and critical infrastructure has yet to produce a unified and comprehensive treatment of the fields. As a result, this paper will describe and define these terms in order to set the stage for discussions of human health and ecological risk assessment and risk management later in the paper. This paper reviews basic concepts defined in the field of risk assessment and extends its applicability to the areas of Environmental Security and critical infrastructure protection.

    Abstract:

    Oil field exploitations have a considerable impact on Environmental Security. The method of oil field Environmental Security evaluation method should be introduced into oil field exploitations for protection of Environmental Security. The frame model of pressure-state-response (P-S-R) was selected for oil field Environmental Security evaluation. Assessment levels were classified into five levels according to the value of synthetical index (SI), which was determined by the calculation of information entropies and value assignment of analytic hierarchy process. Finally, quantitative assessments of oil field Environmental Security situation were presented.

    Oil field exploitations effected the Environmental Security, so the mehtod of oil field Environmental Security early warning should be introduced into oil field Environmental management. The grey forecasting model was selected to predict individual index of Environmental Security early warning for oil field. Based on the individual index prediction, the method of Environmental Security early warning (synthetical early warning) was presented. Finally, according to the analysis of the results of oil field Environmental Security early warning, the regulation direction of oil field Environmental Security was proposed.

    According to the increasingly aggravation and deterioration of Environmental problems, this article analyzed the relationship and difference of traditional Security and nontraditional Security, and put forward a new research idea that research Environmental Security problems in perspective of macro-Security. As an important part of macro-safety concept, Environmental Security is not just a one-sided “Security” issue or “environment” issue. This article reviewed the origination of Environmental Security, the meaning of researching Environmental Security, and the four characteristics of Environmental Security (integrity, protracted nature, globality and irreversible). Analyzed Environmental problems in perspective of macro-Security, pointed out that the Environmental problems should be risen to the high degree of Security issues, reviewed, reflected and researched the Environmental problems which were serious threat to the survival and development of human society and the natural ecosystem system which human live on, spread the concept of Environmental Security to every aspect of Natural Science and Social Science, and omnibearingly and multilevelly developed and advanced the research and development of Environmental Security.     The deterioration of traditional Environmental problems has threaten the human Security in worldwide and the Environmental Security has come into being. Inrecent research status of Environmental Security, the authors put a new research concept that researching the Environmental Security problems in perspective of macro-Security. Environmental Security, considered as one of the important branches of macro-Security, is not a unilateral question of safety or environment, but a nontraditional safety question which breaks through traditional safety conception. To understand Environmental Security, people have to understand the concept of nontraditional safety and establish the concept of broad safety. The broad safety essence is that paying attention to rise the deterioration of narrow Environmental problem and its intimidation to human being to the generalized Environmental problem in the field of ecology, resource and disaster in the view of Security, has clarified the real and core scientific question of Environmental Security research and then will be meaningful and more valuable, requiring that the research workers constantly improves and perfects to concept of macro-Security.

    Abstract:

    Introduction The theoretical framework of revised securitisation theory developed in the preceding chapter suggests that the securitisation analyst needs to begin by focusing on the securitising move. To reiterate, the securitising move is the illocutionary speech act part of the securitisation (complete only with Security practice) whereby the securitising actor does something by ‘speaking Security’ in so far as she issues a warning to whoever is doing the threatening and/or issues a promise to those she seeks to protect. The overriding task of this chapter is to uncover the nature of the securitising move in the case of the first Clinton administration's Environmental Security policy. Unless otherwise stated, in this chapter ‘the Clinton administration’ refers to Clinton's first term in office from 1993 to 1997. Since Environmental threats are in Gywn Prins' apt phrase ‘threats without enemies’, the securitising move is likely to have consisted of a promise to protect someone or something only. Although this chapter aims to trace the history of the rhetorical acknowledgement of Environmental Security issues (the securitising move) only on the part of the Clinton administration (which means that at this stage I am not claiming that the US Environmental Security strategy constituted a case of successful securitisation), I cannot avoid touching on at least some of the reasons why the environment was made an issue of national Security in the process. This is the case because there is considerable overlap between the reasons for the securitisation and the origins of US Environmental Security.
