Context matters: influence of organizational, Environmental, and social factors on civic Environmental Stewardship group intensity

Morgan GroveAbstract:Civic Environmental Stewardship groups actively take care of their local environment and are known to work in urban contexts. Research on the geographies of this urban Environmental Stewardship is young. Understanding where Stewardship groups work and the associated organizational and neighborhood contexts advances the understanding of the Environmental outcomes of Stewardship efforts. We examine the organizational, socioeconomic, and Environmental contexts associated with the number of Stewardship groups at the Census block group and neighborhood scales for four diverse U.S. cities (Baltimore, MD; Chicago, IL; New York, NY; and Seattle, WA). We found relatively consistent and strong relationships with both average professionalization (staff and budget index) and diversity of groups' focus and the number of groups' activity areas in a block group or neighborhood, suggesting a potential density dependence effect. Overall, the number of Stewardship groups correlates with social and Environmental aspects at both scales across all cities, but variation across cities for specific variables indicates the need for further analyses to unpack why we observe these different patterns across cities. Strong relationships with organizational factors suggest future directions for Stewardship research and that the organizational landscape may affect how many groups work in a place more than socioeconomic or Environmental conditions.

The findings of the limited number of studies that have explored the organisational structure of civic Environmentalism are combined with the research on civic Stewardship to answer this question. By bridging these relatively disconnected strands of research and testing their expectations on a structured sample of civic groups that were surveyed in New York City, a statistically significant relationship is found between the organisational structure of groups and both the organisational characteristics, as well as the types of Environmental work they are doing. How these findings advance the research on urban Environmental Stewardship is discussed, as well as what these results tell us about the ways civil society engages in urban Stewardship more broadly.

Svendsen This study uses theories of ecological modernization (Mol, 2000; Mol, Sonnenfeld, & Spaargaren, 2009; A. P. J. Mol & G. Spaargaren, 2000; Tatenhove & Leroy, 2003) to understand better urban Environmental Stewardship groups and urban governance. Earlier versions of ecological modernization focus on the role of government and market actors as lead catalysts in addressing persistent Environmental problems at the national and international level. However, in the urban environment, civic actors have long been at the forefront of addressing Environmental concerns and, in certain instances, engaging in long-term management of public resources. How do contemporary civil society groups emerge as leaders in the field of urban Environmental planning and open space management? How does that emergence explain the relationship between civic groups and government authorities as a new form of hybrid governance? Using a comparative case study design that involves a qualitative methodology grounded in open-ended, semistructured interviews, I examine three public space projects in New York City within the boroughs of Brooklyn, Manhattan and the Bronx. Included in this examination are the civic and governmental actors engaged in and around the three project sites. The study finds that the type of Stewardship group combined with the nature of contentious politics can lead to varying degrees of hybrid governance. The study concludes that civil society has an important role to play within the framework of ecological modernization as civic groups engage shape state-led planning processes and take the lead in developing new models of urban governance.

Assessing and comparing relationships between urban Environmental Stewardship networks and land cover in Baltimore and Seattle

LockeAbstract:Abstract Implementation of urban sustainability policies often requires collaborations between organizations across sectors. Indeed, it is commonly agreed that governance by Environmental networks is preferred to individual organizations acting alone. Yet research shows that network structures vary widely, and that these variations can impact network effectiveness. However, largescale studies of Environmental network structure and outcomes are rare. Little research exists that evaluates whether local Environmental conditions impact network structure, and whether the structure, or even the existence of a network has measurable impact on local conditions. These research gaps may be partially attributed to methodological challenges in studying networks across geographic space. This study addresses these challenges and examines the question, “what are the relationships among Environmental conditions and Environmental Stewardship networks in Baltimore and Seattle, and how do these two cities compare?” We surveyed Environmental Stewardship organizations in each city to collect data about organizational relationships and locations of Stewardship activities. Social network and spatial regression analyses were applied to these data to explore relationships among variations in neighborhood land cover and network measures. Land cover was not found to be a strong predictor of organizational presence or network structure in either city. However, both the number of organizations and the number of ties between them correlated significantly with the percentage of tree canopy in Baltimore neighborhoods. Seattle had similar trends, but the relationship appeared weaker. Findings contribute to the nascent field of urban Environmental Stewardship, and thus results are discussed in relation to their ability to inform future research.

FisherAbstract:ABSTRACTAlthough recent studies have suggested that Environmental participation may be a countertrend to decreasing civic engagement in the United States, there are very few empirical studies that examine these claims. This paper studies participation in local Environmental Stewardship as such a countertrend. Using data collected from participants in the Watershed Stewards Academies (WSAs) of Maryland, we assess how these organisations are successful in mobilising individuals to be Environmentally and civically engaged in their communities. We argue that hybrid organisations like the WSAs represent a countertrend to diminishing rates of civic engagement by offering citizens what a “paper-membership” cannot: the chance to lead their own Environmental restoration projects, create tangible change in their communities, and network with other like-minded individuals. CampbellAbstract:While mixed methods approaches to research have been accepted practice within the social sciences for several decades (Tashakkori and Teddlie 2003), the rising demand for cross-disciplinary analyses of socio-Environmental processes has necessitated a renewed examination of this approach within Environmental studies. Urban Environmental Stewardship is one area where it is clear that neither a quantitative nor qualitative approach can provide a full understanding. Rather, the typologies and relationships identified by quantitative data are essential to structuring qualitative data collection strategies in such a way as to lead to specific knowledge of how Stewardship groups affect governance systems by carrying information and resources across sectors and scales. In short, Stewardship is an issue within Environmental studies that demands a mixed methods approach in order to understand the social-ecological implications. This chapter demonstrates one way in which such research might be structured.

Environmental Stewardship footprint research: linking human agency and ecosystem health in the Puget Sound region

New policy and program approaches are needed to restore and sustain natural systems as public agencies and organizations face greater demands and declining budgets. Environmental Stewardship is an often overlooked intervention strategy, and the full potential of civic engagement by citizens on behalf of ecosystem health is little understood. Using a coupled systems approach, integrated analysis of social and ecological footprints can lead to greater theoretical understanding and more effective programs at the landscape scale. Here we outline two pilot studies as part of an emergent research program that is investigating the extent and impact of Environmental Stewardship. Qualitative interviews of Stewardship managers revealed multiple dimensions of motivations and purposes for Stewardship, ranging from the practical to the conceptual. A regional organization census yielded a surprisingly large number of organizations that conduct Stewardship, with social and ecological values being of comparable emphasis. The initial research is based in the Puget Sound area of Washington State, U.S., but results have relevance to other urban areas. Pilot study findings now guide additional research effort about motivations, organizational networks, and theory of integrated socio-ecological systems to be derived from comprehensive footprint analysis of Stewardship activity.
