    We study coherent quantum control strategy that is robust with respect to coupling with an External Environment. We model this interaction by appending an additional subsystem to the initial system and we choose the strength of the coupling to be proportional to the magnitude of the control pulses.     Abstract:

    The article reveals the concept of National projects of the Russian Federation as a determining influence within the framework of the developed control system of the regional socio-economic system. A methodology has been developed that provides the definition of indicators of National projects of the Russian Federation in classification terms of components for the regional socio-economic system and the functional control device. It is proposed to understand the External Environment of influence on the regional socio-economic system as its Environment, which is determined by the complex and versatile influence of political, economic, demographic, technological and other disturbances. The External Environment was considered in the work as a “disturbing” element, the influence of which must be taken into account when describing the object of control -the regional socio-economic system. A classifier of Environmental factors affecting the regional socio-economic system was formed, which was distinguished by combining regional, country and global interpretations of Environmental factors affecting the regional socio-economic system. A method for analyzing dynamic information flows in the control system of the regional socio-economic system was developed. The concept of Environmental disturbances was introduced, their linguistic variable was set, and the order of estimating their displacement was determined. The concept of interference (noise) measurements is introduced, which determine the deviation of indicators of information (signals) coming from the External Environment of influence on the measuring devices of the regional socio-economic system control system. A linguistic variable describing the interference (noise) of measurements is set. Thus, the presented materials will allow us to proceed in the future to the formation of a comprehensive methodology for managing the regional socio-economic system based on the analysis of the External Environment.

    Abstract:

    The understanding of the control system of the regional socio-economic system in the context of the methodological analysis of the External Environment with the help of measuring devices is presented. A model of the measuring device “Expert assessments of the impact of the External Environment on the regional socio-economic system” is proposed, which evaluates the nature of the influence of disturbances in the External Environment on the regional socio-economic system and is described by the concepts and techniques of the theory of expert assessments and fuzzy logic. The model of the measuring device “Monitoring the External Environment of the regional socio-economic system” conducts a study of the state of the External Environment on the basis of regularly repeating aggregating and analytical actions to collect and process relevant regional socio-economic information. The model of the measuring device “Dynamics of indicators of socio-economic development of the regional socio-economic system” analyzes the dynamics of indicators of socio-economic development of the RSES on the basis of open statistical information. The presented models of measuring devices make it possible to analyze the External Environment of the regional socio-economic system.

    For any business, as to grow and prosper, managers must be able to anticipate, recognize and deal with change in the internal and External Environment. This paper examines the relationship between the External Environment and strategy implementation process, taking into account two perspectives of analysis. The first one defines the impact of Environmental characteristics on the implementation process. Respondents were asked to evaluate the level of Environment uncertainty in everyday business through the level of change complexity and turbulence. The second one defines the enterprise response and proactiveness in External data collecting, processing and identification of opportunities. The paper is based on empirical research, conducted in large Croatian enterprises. The sample includes 78 enterprises and includes respondents from different hierarchical levels and business functions. Enterprises do not associate the lack of implementation success to the context uncertainty. Respondents, regardless of their position within the organization, emphasize they have a lack of competencies managing rapidly evolving situations. Enterprises, with a higher level of proactiveness in researching context characteristics, demonstrate a greater level of preparation in opportunities exploitation. In addition, private enterprises, mainly focused on international market, perceive a higher level of context uncertainty.
