    Abstract:

    The concept of “efficiency” is specified in relation to the developed control System of the regional Socio-Economic System as the productivity of management decisions that ensure the achievement of the target level of indicators of National projects of the Russian Federation. From the point of view of control theory, performance evaluation of the decision of problems of management from evaluating the performance of the regulation System of regional Socio-Economic System primarily on the emergence of governors and disturbances. A criterion for the effectiveness of managing the regional Socio-Economic System as a function of the maximum from the managing influence of National projects of the Russian Federation is introduced. The criterion for evaluating the speed of the regional Socio-Economic System regulation System in response to the appearance of controlling and disturbing influences is introduced as a concept of the effectiveness of solving the problems of managing the regional Socio-Economic System, which is determined by the System’s ability to adjust external influence and “return” to a given target development program. To assess the behavior of the regional Socio-Economic System management System in the transition mode, dynamic quality indicators are used, i.e. numerical estimates of the speed of the regional Socio-Economic System regulation System in response to the appearance of controlling and disturbing influences, such as the time of the transition process in the regional Socio-Economic System control System and the time of setting the target value of indicators of National projects of the Russian Federation.

    Abstract:

    Regions of the Russian Federation, interpreted in terms and concepts of control theory as Socio-Economic Systems, are subject to state regulation and management. Considering the regional Socio-Economic System from the choice of alternatives in a situation with uncertainty the impact of the environment allowed us to propose the theory of control for the respective methodology. Previously, the methods of making management decisions at the regional level were characterized by the predominance of heuristic approaches, but the current realities of dynamic changes in the external environment, coupled with the complex of tasks set in the National projects of the Russian Federation, require regional governments to strictly justify their management actions. The condition for applying the control theory to describe the management System of a regional Socio-Economic System is the presence and possibility of a formalized description of cause-and-effect relationships, clearly defined elements (for example, the control object, the setting influence, the Executive element, etc.).), as well as the logical structure of relationships between elements of the System. Thus, we can talk about the need to develop and implement a methodology for managing the regional Socio-Economic System based on the analysis of the influence of the external environment.

    Abstract:

    Purpose of research. This paper is a description of the methodology for regional Socio-Economic System management based on the principles and concepts of management theory. Methods. A methodology for regional Socio-Economic System managing has been developed, taking into account the impact of National projects and the influence of the external environment. The methodology consists of six stages and fourteen techniques that allow describing the regional Socio-Economic System management in terms and tools of the management theory: the region itself is considered as an object of management experiencing a controlling action formed under some affecting influence. The methodology also assumes the formalization of a negative feedback System and a control System in the developed model of regional Socio-Economic System management. Results. The methodology of managing the regional Socio-Economic System can be used in the management process. Those who make management decisions at the regional level usually rely on their own professional skills, past experience, and intuition. However, the heuristic approach to regional management can be extended by the capabilities of the developed methodology, the practical implementation of which can be presented as a decision support System. This will allow regional governments to improve the effectiveness of management decisions based on monitoring the state of Socio-Economic Systems. Conclusion. The methodology for managing the regional Socio-Economic System provides a complete management cycle: from the formalization of basic concepts to the description of the control and feedback System. The information implementation of the methodology is presented in the form of an automated product – a decision support System - that can be used in the formation of an automated workplace for civil servants.

    Abstract:

    The article reveals the concept of National projects of the Russian Federation as a determining influence within the framework of the developed control System of the regional Socio-Economic System. A methodology has been developed that provides the definition of indicators of National projects of the Russian Federation in classification terms of components for the regional Socio-Economic System and the functional control device. It is proposed to understand the external environment of influence on the regional Socio-Economic System as its environment, which is determined by the complex and versatile influence of political, economic, demographic, technological and other disturbances. The external environment was considered in the work as a “disturbing” element, the influence of which must be taken into account when describing the object of control -the regional Socio-Economic System. A classifier of environmental factors affecting the regional Socio-Economic System was formed, which was distinguished by combining regional, country and global interpretations of environmental factors affecting the regional Socio-Economic System. A method for analyzing dynamic information flows in the control System of the regional Socio-Economic System was developed. The concept of environmental disturbances was introduced, their linguistic variable was set, and the order of estimating their displacement was determined. The concept of interference (noise) measurements is introduced, which determine the deviation of indicators of information (signals) coming from the external environment of influence on the measuring devices of the regional Socio-Economic System control System. A linguistic variable describing the interference (noise) of measurements is set. Thus, the presented materials will allow us to proceed in the future to the formation of a comprehensive methodology for managing the regional Socio-Economic System based on the analysis of the external environment.

    Abstract:

    The understanding of the control System of the regional Socio-Economic System in the context of the methodological analysis of the external environment with the help of measuring devices is presented. A model of the measuring device “Expert assessments of the impact of the external environment on the regional Socio-Economic System” is proposed, which evaluates the nature of the influence of disturbances in the external environment on the regional Socio-Economic System and is described by the concepts and techniques of the theory of expert assessments and fuzzy logic. The model of the measuring device “Monitoring the external environment of the regional Socio-Economic System” conducts a study of the state of the external environment on the basis of regularly repeating aggregating and analytical actions to collect and process relevant regional Socio-Economic information. The model of the measuring device “Dynamics of indicators of Socio-Economic development of the regional Socio-Economic System” analyzes the dynamics of indicators of Socio-Economic development of the RSES on the basis of open statistical information. The presented models of measuring devices make it possible to analyze the external environment of the regional Socio-Economic System.

  • Water-energy control relationship in Socio-Economic System

    Abstract The water and energy are two essential and fundamental supporting resources for urban rapid development, and the interaction between these two resources are complex. This research uses the concepts of virtual water and embodied energy to interpret the water and energy flow networks in Socio-Economic System. Ecological network analysis is used to manifest the relationships between energy and water resources in Socio-Economic network with a case study of Beijing. The results show that the embodied energy flows show stronger control influence in the Socio-Economic System than the one of virtual water flows. Among 30 economic sectors, only 6 sectors, mainly primary and secondary industrial sectors, have virtual water dominated control influences, while the rest of sectors have embodied energy dominated control influences.

    Embodied water in a Socio-Economic System refers to the hidden water contained in products traded from one region or one sector to another and has been the center of concern for water management in recent years. However, most models developed for water System analysis ignore cycling and indirect flows, making it difficult to explain the effects of structure on these factors among sectors. Therefore, those models fail to examine the water utilization efficiency from an integral view. In this study, we investigate an embodied Socio-Economic water System using network analysis developed originally for ecological Systems. In this manner, we identify structural and throughflow indicators, such as Finn Cycling Index, Indirect effects ratio, and aggradation, to show the efficiency of water utilization. The three indicators show different perspectives of the System's efficiency change over time, indicating that only the combination of these three indicators can provide a holistic portray about efficiency. Results showed that the structure influenced the cycling and indirect flows, and from a throughflow perspective, the System depends on large boundary inputs of fresh water. Furthermore, the values of Cycling Index and Indirect effect ratio are much lower than for natural food webs, implying that the policies that led to the structural change and reduction of boundary fresh water inputs do not lead to positive water utilization seen in natural Systems. This study provides a novel perspective and methodology for assessing the structure and efficiency of water utilization System with a whole perspective.

    Abstract Purpose The purpose of the research is to determine peculiarities of development of modern “conflict-free” and Socio-Economic Systems before, during, and after the 2008 financial crisis and to determine signs of “conflict-free” Socio-Economic System by the example of modern Turkey and Japan. Methodology The methodology of the research is based on the method of regression analysis, which is used for studying dependence of the indicators that characterize the peculiarities of the process and consequences of the 2008 global financial crisis in various Socio-Economic Systems on the indicators that reflect observation of the principles of “conflict-free” development as of 2018. Conclusions Signs of “conflict-free” Socio-Economic Systems could be formulated in the following way: high quality of institutes, high ecological effectiveness, moderate digital competitiveness, moderate innovational development, low balance of the federal budget, and moderate globalization. Originality/value It is substantiated that a universal formula for high-precision determination of signs of “conflict-free” Socio-Economic Systems cannot be created, as these signs are manifested differently in each country. That’s why during evaluation of the level of “conflict-free” nature of a Socio-Economic System, it is necessary to take into account specifics of its functioning and development. The determined signs allowed showing that observing the principles of “conflict-free” development of Socio-Economic Systems does not mean achievement of global leadership in the corresponding directions of economic activities (and this is accessible for all countries of the world), but requires original solutions and balancing the existing alternatives in each separate case.

    Abstract:

    Abstract Purpose The purpose of the chapter is to study dynamics of development of economic conflicts and to develop a conceptual model of conflict of Socio-Economic System as an analog to the model of economic cycle. Methodology The author compiles and analyzes the existing conceptual static model of conflict of a Socio-Economic System. The theoretical basis of the research includes the works of modern authors that reflect provisions of the theory of cycles and devoted to cyclic fluctuations of Socio-Economic Systems. The methodology of the chapter includes the method of dynamic modeling of the process of development of Socio-Economic Systems and the method of formalization (graphic presentation of the obtained results and conclusions). Also, the author uses the complex of general scientific methods within the Systemic approach – induction, deduction, analysis, and synthesis. Conclusions It is substantiated that the existing conceptual static model of economic conflict, which treats it as a non-recurrent phenomenon in Socio-Economic System, contradicts its dynamic nature. Instead of this, similarly to the model of economic cycle, a conceptual dynamic model of conflict of Socio-Economic System is developed, which treats economic conflict as a process that develops according to a certain algorithm and is constantly repeated. Originality/value The offered conceptual model of conflict of a Socio-Economic System as an analogue of the model of economic cycle allows specifying the methodology of studying economic crises, which are manifestations/examples of economic conflicts. This model emphasizes the dichotomic nature of economic conflict (its probable negative or positive consequences), which allows for more precise treatment of economic crisis – which is usually considered to be a negative phenomenon. According to the offered model, crisis is not a phase of economic cycle but Socio-Economic process that is characterized by cyclic fluctuations. As is expected, the developed model will allow describing the practice of development of modern Socio-Economic Systems with higher precision.

    Abstract Purpose The purpose of the chapter is to consider the methodology of studying Socio-Economic Systems through the prism of the theory of cycles and to analyze applicability of this methodology to studying economic. Methodology Based on the dynamic model of development of Socio-Economic System through the prism of the theory of cycles, the authors analyze dynamics of development of Russia’s Socio-Economic System through the prism of the theory of cycles in 2000–2022. Conclusions Drawbacks of the existing theory of cycles are determined. First, the models of economic cycles are too idealized and are alien to the current economic reality. These models do not correctly describe cyclic fluctuations of modern Socio-Economic Systems – which is shown by the example of Russia. Second, application of the methodology of the theory of cycles in practice (by the example of Russia) leads to contradictory results. Each indicator of economic growth, including investments into economy, inflation, unemployment level, and balance of federal budget, has its own cyclic fluctuations, which could differ from fluctuations of GDP in constant prices. Third, the System of factors of cyclic fluctuations of Socio-Economic Systems includes primarily economic (not social) factors. Due to this, the theory of cycles takes into account only objective reasons of crises of Socio-Economic Systems. Originality/value It is determined that domination of subjective reasons in emergence of economic conflicts makes application of the theory of cycles not applicable to full-scale study of economic conflicts – application of this concept is expedient only as to economic crises that are one of a lot of manifestations of economic conflicts. It is probably that neglecting subjective (social) factors leads to the above contradictions of the theory of cycles and difference between its theoretical models and empirical data. Based on this conclusion, it is substantiated that methodology of studying Socio-Economic System through the prism of the theory of cycles is not applicable to economic conflicts; it is determined that development of the concept of economic conflicts can specify and improve the methodology of the theory of cycles.

    Abstract:

    Abstract Purpose The purpose of this chapter is to study the correlation of evolutional and revolutionary transformations in a Socio-Economic System in the conditions of the formation of an information economy by taking the example of modern Russia. Methodology To distinguish these transformations by studying the information economy, based on the materials of reports and recommendations of the OECD and the World Bank, the indicators that show macro-economic transformations in a Socio-Economic System in the conditions of formation of an information economy and their control values that correspond to evolutional and revolutionary changes were determined. During the research, the authors used the method of comparative analysis for comparing the values of the indicators in modern Russia with the control values of the indicators that show macro-economic transformations in the Socio-Economic System in the conditions of the formation of an information economy and classify the corresponding transformations as evolutional and revolutionary. The information and analytical basis includes the materials of the reports of the Higher School of Economics, the OECD, the World Bank, the International Telecommunication Union, the World Wide Web Foundation, the Digital single market, the INSEAD, the WIPO, and the Cornell University. Results As a result, it is concluded that the planned transformations in a Socio-Economic System in the conditions of formation of information economy by implementating the optimization model of this process have an evolutional characteristic. Herein, certain transformations have a revolutionary nature. Recommendations The authors determine that the largest revolutionary transformations are due for 2022–2025. However, their classification is caused not by high rate of growth of the indicators’ values but by their achievement of control values. Therefore, the largest Socio-Economic shifts in the economic System in the modern Russia due to the formation of an information economy will take place in 2019–2022. Hence, in this period, an anti-crisis management of this process should be conducted.

    The SAMCO project aims to develop a proactive resilience framework enhancing the overall resilience of societies on the impacts of mountain risks. The project aims to elaborate methodological tools to characterize and measure ecoSystem and societal resilience from an operative perspective on three mountain representative case studies. To achieve this objective, the methodology is split in several points with (1) the definition of the potential impacts of global environmental changes (climate System, ecoSystem e.g. land use, Socio-Economic System) on landslide hazards, (2) the analysis of these consequences in terms of vulnerability (e.g. changes in the location and characteristics of the impacted areas and level of their perturbation) and (3) the implementation of a methodology for quantitatively investigating and mapping indicators of mountain slope vulnerability exposed to several hazard types, and the development of a GIS-based demonstration platform. The strength and originality of the SAMCO project will be to combine different techniques, methodologies and models (multi-hazard assessment, risk evolution in time, vulnerability functional analysis, and governance strategies) and to gather various interdisciplinary expertises in earth sciences, environmental sciences, and social sciences. The multidisciplinary background of the members could potentially lead to the development of new concepts and emerging strategies for mountain hazard/risk adaptation. Research areas, characterized by a variety of environmental, economical and social settings, are severely affected by landslides, and have experienced significant land use modifications (reforestation, abandonment of traditional agricultural practices) and human interferences (urban expansion, ski resorts construction) over the last century.
