Formal safety assessment of Fishing Vessels: risk and maintenance modelling

LoughranAbstract:Comparisons of the safety record of the Fishing industry with other industrial sectors indicate that it continues to be the most dangerous occupation by a significant margin. Satety data from Fishing Vessels are scarce and often accompanied with a high degree of uncertainty. For this reason the use of conventional probabilistic risk assessment may not be well suited. This paper proposes two novel approaches for risk and maintenance modelling of Fishing Vessels. An approach using fuzzy set theory (FST) is developed to model the occurrence likelihood and consequences for the identified hazards on a Fishing Vessel. As the time between maintenance opportunities of a Fishing Vessel can vary considerably, it allows for failures on the machinery to propagate and lead to a catastrophic breakdown. A model using delay time analysis (DTA) is proposed to ascertain the optimal inspection period for Fishing Vessel equipment depending on the criteria selected. The two criteria modelled are down time and cost. As both these criteria may not be satisfied simultaneously, a best compromise is proposed. Test data from an ocean going trawler are used to demonstrate the two proposed approaches and the results obtained are discussed in detail.

A preliminary study of Fishing Vessel safety

This paper discusses some of the major findings in our Fishing Vessel safety research project. The background to Fishing Vessel design and operation is highlighted and this is followed by an analysis of the statistical data of Fishing Vessels drawn from various sources. A formal safety analysis approach is proposed for a generic Fishing Vessel. An interactive table method is presented to produce an overall ranking for further attention in Fishing Vessel design and operation. A formal safety assessment approach proposed by the UK Maritime and Coastguard Agency is also described in the context of its application to a Fishing Vessel. Conclusions are finally made that the Fishing industry lacks a safety culture and that more failure data needs to be collected on an industry basis in order to control risks.

Marine Policy, 2017Co-Authors: Daniel S Holland, Erin Steiner, Amanda WarlickAbstract:Abstract Fishing Vessel and permit buyback programs have been implemented to reduce excess capacity and improve profitability in a number of fisheries around the world. These programs are generally publicly funded, but in a few cases they have been financed by loans to be paid back by the remaining fleet. In 2003, a buyback permanently removed 91 Vessels and 239 Fishing permits from the Pacific groundfish trawl fishery and associated corollary fisheries of Dungeness crab and pink shrimp. The buyback was financed with $10 million in public funding and a $36 million loan to be repaid over 30 years with fees on landings. In the same year, a control date was set for catch share program in the groundfish trawl fishery. When the catch share program was implemented in 2011, the permit owners that remained in the fishery after the buyback were allocated the quota shares that would otherwise have been issued to the permits bought back in 2003. Estimates of the annual profits generated by this quota are compared to the cost of servicing the buyback loan. The results provide evidence that a buyback program, when implemented in conjunction with catch shares, can enable a sustained increase in profitability for the remaining Vessels sufficient to justify its cost. However, using landings taxes as the mechanism to repay the loan may result in a mismatch between those who benefit from and pay for the buyback.

The determinants of Fishing Vessel accident severity
Accident; analysis and prevention, 2014Co-Authors: Di JinAbstract:The study examines the determinants of Fishing Vessel accident severity in the Northeastern United States using Vessel accident data from the U.S. Coast Guard for 2001–2008. Vessel damage and crew injury severity equations were estimated separately utilizing the ordered probit model. The results suggest that Fishing Vessel accident severity is significantly affected by several types of accidents. Vessel damage severity is positively associated with loss of stability, sinking, daytime wind speed, Vessel age, and distance to shore. Vessel damage severity is negatively associated with Vessel size and daytime sea level pressure. Crew injury severity is also positively related to the loss of Vessel stability and sinking.

Fishing Vessel accident probability and Vessel trip probability for Fishing areas off the northeastern United States were modeled using logit regression and daily data from 1981 to 2000. Fishing Vessel accident probability declined over the study period. Higher wind speeds are associated with greater accident probability. Medium size Vessels had the highest accident probability before 1994. Within the study region, accident probability was lower in southern New England and Mid-Atlantic waters than on Georges Bank and in the Gulf of Maine. Accidents are more likely to occur closer to shore than offshore. Accident probability is lower in spring and fall. Changes in fishery management in 1994 have not lead to a general increase in either accident or Vessel trip probability. Although higher economic payoff (i.e., revenue of landings) induces more Vessels to go Fishing, this is not associated with an increase in accidents. The probability models are important building blocks in development and quantitative assessment of management mechanisms related to safety in the commercial Fishing industry.

This study investigates determinants of Vessel total losses and number of fatal and nonfatal crew injuries resulting from commercial Fishing Vessel accidents. Method: An injury and Vessel damage accident model is developed. Total Vessel loss and crew injury models are estimated using probit and negative binomial regressions, respectively, and a unique micro data set of commercial Fishing Vessel accidents. Results: Estimation results indicate that the probability of a total loss is the greatest for a capsizing, followed by a sinking accident. Fire/explosions and capsizings are expected to incur the greatest number of crew fatalities — 3.5 and 3.8 for every 100 such accidents. For every 100 collisions, 2.1 nonfatal crew injuries are expected. The probability of a total loss and the expected number of crew fatalities vary inversely with the price of fish catches. Discussion: We discuss relevant issues related to Fishing Vessel safety management and regulation. Important Vessel safety measures are summarized. Summary: Policy implications: (a) policies that reduce capsizings and sinkings will be effective in reducing Fishing Vessel accident total losses; (b) policies that reduce fire/explosions and capsizings (collisions) will be effective in reducing fatal (nonfatal) injuries. Impact on Industry: Policymakers should find the results of this study useful in developing regulation and enforcement mechanisms for reducing Fishing Vessel injuries and total losses.

Discussion on the development and tendency in small-and medium-sized Fishing Vessel refrigeration

Accordingly, these Vessels commonly carry ice block for caught fish preservation. This paper analyzed the present situation of refrigeration in small-and medium-sized Fishing Vessels, estimated the intending development trend, and put forward some suggestions for the development of Fishing Vessel refrigeration.
