    Abstract:

    A methodology is proposed for Freight Traffic assignment in large-scale road–rail intermodal networks. To obtain the user–equilibrium Freight flows, a path-based assignment algorithm (gradient projection) was proposed. The developed methodology was tested on the U.S. intermodal network by using the 2007 Freight demand for truck, rail, and road–rail intermodal from the Freight Analysis Framework, Version 3 (FAF3). The results indicate that the proposed methodology’s projected flow pattern is similar to the FAF3 assignment. The proposed methodology can be used by transportation planners and decision makers to forecast Freight flows and to evaluate strategic network expansion options.

The research examined the ways in which demand for road Freight transport is affected by changes in the systems of production and distribution at both strategic and operational levels.

    Abstract:

    The forecasting of road Freight Traffic has relied heavily on the close correlation between GDP and road tonne-kilometers. It has not been rooted in an understanding of the causes of Freight Traffic growth. The research reported in this paper has investigated this process of Traffic growth in two ways: first, by analysing official data on the production, consumption and movement of food and drink products, and second, by conducting a survey of the changing Freight transport requirements of 88 large British-based manufacturers. The analysis of secondary data shows how, in the food and drink sector, the relationship between the real value of output and road vehicle-kms hinges on four key parameters: value density, handling factor, average length of haul and consignment size. An attempt is made to explain variations in these parameters. The survey of manufacturers suggests that the growth of lorry Traffic is the net result of a complex interaction between factors operating at four levels of logistical management: strategic planning of logistical systems, choice of suppliers and distributors, scheduling of product flow and the management of transport resources. Changes in the frequency and scheduling of Freight deliveries in response to tightening customer service requirements and just-in-time management appear to have become a more prevalent cause of Freight Traffic growth than the physical restructuring of logistical systems. Manufacturers anticipate that their road Freight demand will broadly increase in line with sales and be largely unaffected by road transport cost increases at the levels currently proposed. The paper concludes by examining their likely reactions to a much sharper increase in the cost of road Freight movement.

  • A rail network optimization model designed for Freight Traffic

    Abstract:

    The Freight network optimization model presented in this chapter was developed as a support tool for planning and policy decisions involved in the improvement of rail networks on a regional and national level. It is based on a strategic Traffic assignment model designed to model macro networks with a high aggregation level, being exclusively designed for Freight Traffic. The model contemplates road and rail transport modes, and considers two different types of cargo: intermodal cargo, which is generally transported in containers and is easily interchanged between different modes at intermodal terminals; and general cargo, which represents all the remaining cargo. The optimization process is based on a local search heuristic which delivers good solutions in a reasonable computing time, with the quality of each network improvement solution being assessed based on the reduction of the total generalized costs and CO2 emissions. This Freight network optimization model is innovative in the fact that it is not limited, allowing for both the improvement of existing links as well as the construction of new ones, and not having a limit on the number or variety of network improvement possibilities. Its adaptability to different conditions is emphasized when the model is applied to a network under two different investment scenarios, by delivering considerably different solutions adapted to the conditions of each scenario.

  • An innovative Freight Traffic assignment model for multimodal networks

    Abstract:

    Although there is a considerable number of Freight Traffic assignment models available, they still tend to lag behind their passenger counterparts in terms of maturity of their scientific knowledge. In order to contribute to the improvement of this state of affairs, the authors developed an innovative Traffic assignment model, intended to model large networks with a strategic level of planning, which considers both road and rail transport modes and is not very demanding in terms of data. The model applies two different assignment techniques for the two types of cargo considered, with its main innovative feature being the fact that it takes into account both capacity constraints and a variable perception of costs by users, while being much simpler and lighter than a stochastic user equilibrium model. The simultaneous consideration of both of those factors distinguishes it from the traditionally used Traffic assignment techniques, namely all or nothing, equilibrium or stochastic (multi-flow) techniques, none of which considers those factors simultaneously.
