    Abstract:

    SOA Governance has a critical role in achieving success and realizing the benefits of SOA. Without effective SOA Governance, organizations will experience some significant challenges including difficulties in designing effective decision structures and managing services. To address SOA challenges, organizations require a comprehensive SOA Governance Framework to implement management and control mechanisms. Study of existing Frameworks reveals that these Frameworks are not expressive enough to cover all elements of SOA Governance and also, they do not completely document underpinning structures such as processes, procedures, responsibilities and measurement metrics. In this paper, we propose a new SOA Governance Framework that is more comprehensive and expressive than its counterparts. In the process of developing the Framework, a set of important elements for a desired SOA Governance Framework is proposed. Based on these elements, a new SOA Governance Framework is developed. The proposed Framework is obtained by extending characteristics of COBIT and applying ITIL service lifecycle activities to support the SOA Governance principles and requirements. It is a perceptible Framework that clarifies all processes, activities, metrics and other related elements in a logical structure. Also, to simplify the application of the Framework, an implementation process is proposed.

The proposed Framework is obtained by enforcing Governance structures of COBIT and applying service management activities into a lifecycle approach. The proposed Framework has been tested by comparing analysis with empirically measured values of SOA Governance elements and analyzing with a comprehensive qualitative model. This Framework offers a well-defined, structured set of aspects that an SOA Governance Framework should include and can delivers a comprehensive solution to help enable effective SOA Governance.

This Framework is a perceptible Framework that clarifies all processes, their relationships, related roles and responsibilities and measurement metrics and promotes control and policy enforcement by defining management control objectives. Also, imperative elements of SOA Governance that existing Frameworks do not cover them completely specially, service portfolio management, SOA roadmap, performance metrics and evaluation processes have been completely added and described in this Framework.

    Many companies have adopted Service-Oriented Architecture (SOA) as an approach to improve agility and increase performance of system development. However, deploying SOA has been encountered with some challenges and problems such as service funding, service ownership and standards compliance for years. Therefore, to address SOA challenges, organizations require a comprehensive and applicable SOA Governance Framework to implement management and control mechanisms. A number of SOA Governance Frameworks have been proposed by researchers and practitioners. The scope and coverage of these Frameworks differ extensively. Nevertheless, they do not completely document SOA processes, Governance procedures and SOA roadmap, and also they do not cover all important elements of SOA Governance. In this paper, in the process of proposing a new SOA Governance Framework, a set of important elements for a desired SOA Governance Framework have been proposed. Based on these elements, a more comprehensive and expressive Framework is developed with focus on covering SOA Governance elements and documenting SOA processes and activities, defining control as the policies and procedures embedded in each process and providing metrics and maturity model. The proposed Framework is obtained by extending characteristics of COBIT Framework to cover and support the SOA principles and requirements.

    Abstract:

    Information security culture develops in an organization due to certain actions taken by the organization. Management implements information security components, such as policies and technical security measures with which employees interact and that they include in their working procedures. Employees develop certain perceptions and exhibit behavior, such as the reporting of security incidents or sharing of passwords, which could either contribute or be a threat to the securing of information assets. To inculcate an acceptable level of information security culture, the organization must govern information security effectively by implementing all the required information security components. This article evaluates four approaches towards information security Governance Frameworks in order to arrive at a complete list of information security components. The information security components are used to compile a new comprehensive Information security Governance Framework. The proposed Governance Framework can be used by organizations to ensure they are governing information security from a holistic perspective, thereby minimising risk and cultivating an acceptable level of information security culture.   • Shari’ah Governance Framework in IFIs in Oman: Issues and Challenges

    Abstract:

    This chapter summarizes the current practice of shari'ah Governance Framework of Islamic banking entities (IBEs) in Oman and the challenges faced by such institutions. The Central Bank of Oman (CBO) issued proper shari'ah Governance Framework enshrined in the Islamic Banking Regulatory Framework of CBO. The shari'ah Governance Framework shall contain shari'ah supervisory board, internal shari'ah reviewer, shari'ah compliance unit, shari'ah risk unit, and shari'ah audit unit. To strengthen the role of shari'ah, the CBO also issued a regulation for the establishment of High Shari'ah Supervisory Authority in CBO to harmonize opinions related to shari'ah matters among the IBEs. These elements are expected to perform an oversight role on shari'ah matters relating to Islamic banking business activities. This chapter also discusses the issues and challenges faced by IBEs in Oman, and proposed some improvement to the CBO to strengthen shari'ah Governance Framework in the Sultanate.

  • Shari’ah Governance Framework in Islamic Banking and Financial Institutions in Indonesia: A Proposed Structure*

    Abstract:

    The most crucial challenge facing Islamic Financial Institutions (IFIs) is the full compliance of their activities with shari'ah principles. The complexity of IFIs requires Otoritas Jasa Keuangan (OJK, Indonesian Financial Services Authority) to adopt a good shari'ah Governance Framework to address shari'ah risks of Islamic banking and financial institutions (IBFIs). However, the current shari'ah Governance structure in Indonesia is far from ideal compared to the international best practice. This chapter proposes a new shari'ah Governance Framework by involving shari'ah supervisory board authority (Otoritas Dewan Pengawas Syariah) under the commissioners of OJK to oversight, regulate, and supervise the shari'ah matters for IBFIs in Indonesia. The chapter discusses the challenges in adopting this new Framework. The chapter concludes that the current shortcomings of the proper shari'ah Governance Framework for shari'ah supervision and regulation requires a new shari'ah board authority under the commissioners of OJK who has full authority over shari'ah matters.

  • Empirical evaluation of a cloud computing information security Governance Framework

    Abstract:

    Context: Cloud computing is a thriving paradigm that supports an efficient way to provide IT services by introducing on-demand services and flexible computing resources. However, significant adoption of cloud services is being hindered by security issues that are inherent to this new paradigm. In previous work, we have proposed ISGcloud, a security Governance Framework to tackle cloud security matters in a comprehensive manner whilst being aligned with an enterprise's strategy. Objective: Although a significant body of literature has started to build up related to security aspects of cloud computing, the literature fails to report on evidence and real applications of security Governance Frameworks designed for cloud computing environments. This paper introduces a detailed application of ISGCloud into a real life case study of a Spanish public organisation, which utilises a cloud storage service in a critical security deployment. Method: The empirical evaluation has followed a formal process, which includes the definition of research questions previously to the Framework's application. We describe ISGcloud process and attempt to answer these questions gathering results through direct observation and from interviews with related personnel. Results: The novelty of the paper is twofold: on the one hand, it presents one of the first applications, in the literature, of a cloud security Governance Framework to a real-life case study along with an empirical evaluation of the Framework that proves its validity; on the other hand, it demonstrates the usefulness of the Framework and its impact to the organisation. Conclusion: As discussed on the paper, the application of ISGCloud has resulted in the organisation in question achieving its security Governance objectives, minimising the security risks of its storage service and increasing security awareness among its users.
